YOUR RATINGS

Instructions:

1. Using the 'Criticality Definitions' and the 'Fragility Definitions' tabs, determine the capability's rating for each category.

2. Indicate the rating on this tab and justifiy/validate each rating using as much space as necessary.

3. The items in red are required infromation. Some of the information can be obtained from the 'D&B SER' and 'D&B Credit Score' tabs.

4. Each rating needs to be summarized in the proposal as well.

Criticality Definitions

Capability Criticality Ratings - V14Feb2018
Capability = technology, product, or service.

Criticality measures the likelihood that 1) a capability will be difficult to replace if disrupted and 2) it will be needed to support an acquisition requirement in the future.

Note that “criticality” in this context refers to the industrial criticality regarding the capability identified in the proposal.

RatingabcdeWhat to Provide on 'YOUR RATINGS' Tab.
Defense UniqueQ: To what degree is the market for this capability commercial?Provide % that capability is commercial and justify/validate the following for a rating of c or e, when applicable:

- Single or sole source production or design.

- Little or no commercial application.

- Defense leading technology which is not present in the commercial sector.

- Requires specialized equipment/infrastructure or processes.

- Common barriers to new entry in a market (eg high technical requirements, lack of access to intellectual property, upfront investments in specialized equipment of facilities).

80% or more

commercial market. Significant and costly barriers to entryN/A20% or less

commercial market. Significant and costly barriers to enter market.

Skilled labor requirement Q: To what degree are specialized skills needed and available to integrate, manufacture or maintain this capability? From the "production" perspective, consider the degree to which specialized skills are needed for the capability, whether the workforce is available to meet the needs, and if there are workforce issues such as high turnover rate, frequent layoffs, and difficulty recruiting.

Provide the following justification/validation for a rating of c or e:

- Description of specialized skills and what processes they are used on.

- Corporation workforce turnover rate for production/design unit.

- Availability of skill sets in the metropolitan statistical area.

- If applicable, provide the reason there is difficulty in recruiting.

Minimal special skills. Expertise commonly available or easily obtained.N/ATechnical/moderate skills. Requires specialized skills and documented processes for design/production.
No workforce issues near term.N/AHighly specialized skills. Requires a degree or trade specific education. Workforce issues anticipated

(e.g. Limited specialists; diminishing workforce).

Defense design requirements
Q: To what degree is defense-specific knowledge required to reproduce this capability, an alternative, or the next generation design? This is from the "design" perspective.

For a rating of c or e, provide justification/validation.

Design is commercially available. Minimal defense-related knowledge required.N/ADesign is moderately specialized and defense-specific (eg: specific intellectual property requirement and specialized testing and evaluation processes).N/ADesign is highly specialized and required a limited workforce (e.g., unique defense parameters, security clearance, proprietary practices)
Facility & Equipment requirementsQ: Are specialized equipment or facilities needed to integrate, manufacture, or maintain this capability? For a rating of c or e, provide justification/validation.
Minimal specialized equipment/facilities. Common within commercial industries.N/ASpecialized.
(eg: Military specs are required for the production line, requirement to meet manufacturing readiness levels, unique/specialized technology and unique infrastructure design).N/AHighly specialized.

Unique equipment and facilities are required. High level security requirements.

Reconstitution Impact Q: What is the impact on the DoD to restore this capability if it is lost? Impact on DoD due to time and/or cost required to restore capability during a shut down in production.

For a rating of c or e, provide justification/validation.

Time to restore is 0 to 9 months and cost is feasible.

Minimal impact. N/A Time to restore is 10 to 23 months with feasible cost or 0 to 9 months with financial hardship.

Could reasonably be expected to cause serious damage to the sustainment of the DoD function/capability.

N/A Time to restore is greater than 24 months or 0 to 23 months with unrecoverable cost impact.

Could reasonably be expected to cause exceptionally grave damage to the sustainment of the DoD function/capability.

Availability of AlternativesQ: To what degree are cost, time, and performance-effective alternatives available to meet DoD needs? For a rating of c or e, provide justification/validation.
Alternatives exist.
Easily procured alternatives and/or currently used in other programs or easy workarounds exist.NA/Limited alternatives exist. Alternatives are hard to procure, have unfriendly or restricted foreign sources, and/or cause serious impact due to cost. No workarounds exist or are too costly.N/ASevere impact.

No reasonable alternatives or workarounds exist.

Fragility Definitions Capability Fragility Ratings - V14Feb2018

RATINGabcdeWhat to Provide on 'YOUR RATINGS' Tab.
Financial Outlook (current provider)Q: What is the risk of this facility going out of business or exiting the market for this capability?Facilities can exit a market for many reasons. Chief among these are (1) overall financial problems and (2) specific issues that make a particular product unprofitable. Consider both the overall finances (e.g., D&B rating) and other indicators that a firm may exit entirely or shut down the specific capability while still remaining solvent.

Provide:

- Dunn and Bradstreet Supplier Evaluation Risk Rating (D&B SER): Predicts the likelihood that a supplier will cease business operations and become inactive over the next 12 month period based on the depth of predictive data attributes available on the business.

- Dunn and Bradstreet Commercial Credit Score (also known as the Delinquency Predictor Score): Predicts the likelihood that a company will pay in a severely delinquent manner over the next 12 months, seek legal relief from creditors, or cease operations without paying all creditors in full over the next 12 months.

- For a rating of c or e, also provide justification/validation.

Very low risk.

Viable and stable (e.g. excellent overall financial rating and strong product line).

D&B SER 1 to 2 D&B Credit Score 1 N/A Moderate risk.

(e.g. financial indicators of risk or risk of the facility ceasing capability production are moderate).

D&B SER 3 to 6 D&B Credit Score 3 N/A Severe risk.

Imminent bankruptcy (e.g., firm going out of business or facility leaving the business line).

D&B SER of 6 to 9 D&B Credit Score 5 DOD Sales (current provider) Q: How much total sales for this facility are from DoD contracts? Consider DoD sales relative to total global sales for the facility. Very strong or very weak DoD dominance can be risky for different reasons: High dependence on DoD contracts makes a facility more susceptible to DoD funding decisions. Low dependence on contracts makes the DoD more susceptible to business decisions by the facility.

Provide approximate % DoD and % Non-DoD total global sales for the facility.

For a rating of c or e, provide justification/validation.

Mixed DoD - 50% of total sales Non-DoD - 50% of total sales N/A Significant DoD is 60% with 40% Non-DoD or Non-DoD is 60% with 40% DoD N/A Dominance Greater than 80% DoD Sales or Greater than 80% Non-DoD Firms in Sector (existing market) Q: How many firms currently participate in this firm's market for this capability? Consider firms currently in the market for this capability. Existing firms do not have to be qualified, but need to be active producers.

For "e" rating, provide justification/validation.

More than 5N/A3 to 5N/A1 or 2
Foreign Dependency (existing market)Q: What is the dependence on foreign sources for this capability? Most Favored Nation (MFN) can be found on:

http://dataweb.usitc.gov/scripts/trade_program/trade_program_group.asp?country_group=NTR

For "e" rating, provide list of current non-MFNs providing sources for the capability.

Domestic suppliers. N/A 1 or 2 domestic supplier(s), foreign source(s) may exist.

or Current Most Favored Nation (MFN) foreign source, but potential domestic supplier(s). N/A Only non-MFN foreign source(s) exist.
