PROJECT SUMMARY: The scope of this project consists of furnishing Design Build

Services to 1) Enclose the Additive Manufacturing Area and 2) Provide air conditioning for the Additive Manufacturing Area. The project location is inside Building 250.

Building 250 is located on the northwest corner of Beck and Gillespie Streets on the

Rock Island Arsenal, Rock Island, IL.

1 PART ONE: SPECIFIC PROJECT

1.1 PROJECT DESCRIPTION: The Joint Manufacturing Technology Center (JMTC) and the US Army Garrison (USAG) – Rock Island Arsenal (RIA) has a requirement to install an Air Conditioning System for the new Additive Manufacturing Area in

Building 250. The Scope of Work includes installing new walls and doors to physically separate the new manufacturing area from the remainder of the building.

All work shall be done in accordance with this Scope of Work (SOW), the attached specifications in Appendix A and the attached concept drawings in Appendix B. This project will require the following work activities:

1.1.1 Project Design:

1.1.1.1 Design Kickoff Meeting at the start of the project.

1.1.1.2 Design Review Meeting at 60% design.

1.1.1.3 Design Review Meeting at 95% design.

1.1.2 Design Criteria:

1.1.2.1 The space comprising the Additive Manufacturing Area shall be supplied with outdoor air via new rooftop units in accordance with ASHRAE Standard 62.1.

1.1.2.2 The HVAC Air Conditioning System serving the space comprising the Additive

Manufacturing Area shall maintain indoor conditions of 75 deg F and a maximum of 60 % Relative Humidity.

1.1.2.3 Outdoor Air conditions shall be in accordance with the requirements of the UFC

3-410-01 Heating, Ventilating, and Air Conditioning Systems.

1.1.2.4 Appendix F contains a list of the Manufacturing Equipment that is currently planned for the Additive Manufacturing Area. The Designer shall assume that the runtime of the equipment is 100%.

1.1.3 Design Compliance:

1.1.3.1 The design shall comply with the most current version of the following codes, regulations, and standards:

1.1.3.1.1 Applicable Unified Facilities Criteria (UFC): The Unified Facilities Criteria can be found at http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc.

1.1.3.1.2 Applicable ASHRAE Standards and Guidelines: The ASHRAE Standards and

Guidelines can be found at https://www.techstreet.com/ashrae/pages/home.

1.1.3.1.3 Refer to Section 6 of the SOW for additional information.

1.1.4 Code Analysis:

1.1.4.1 Provide a building code review and analysis to verify the required fire rating of the separate elements of the floor plan, as well as to verify the means of egress issues. The entire building shall be considered in the evaluation.

1.1.4.2 Submit with each design submittal a copy of the code review clearly showing building type, occupancy type, occupancy load, required width of means of egress elements, required fire rating of the individual elements, travel distances, etc.

1.1.4.3 Bring to the Contracting Officer’s (KO) / Contracting Officer Representative’s

(COR) attention, in writing, any element that is not conforming to the codes.

1.1.5 Architectural Services:

1.1.5.1 Install 5000 square feet (SF) of wall system.

1.1.5.2 Wall shall be 5/8” Oriented Strand Board (OSB) both sides of 18 gauge 3 5/8” metal studs and filled with 3-½ “of craft-faced insulated. OSB panels shall be

APA rated carry a Class 3 fire rating.

1.1.5.3 Install OSB panels perpendicular to the supports according to strength axis.

Stagger panels runs on supports.

1.1.5.4 Metal studs shall have a 1-5/8” flange. Metal studs shall be spaced a maximum of

24” O.C. with the opening or spaced to be filled. Secure bottom track with a minimum of ¼” anchors set at 36” O.C. and embedded into concrete a minimum of 3”. Anchors shall be Grade 2 and secured via epoxy. Do not use expansion type anchors. Top track shall be deflection type. Bottom tracks shall sit on foam sill and have a G90 coating.

1.1.5.5 Install (1) 12’ wide x 12’ tall overhead door. Provide (2) 10” structural steel studs for each opening as a header. Provide any additional bracing per manufacturer’s instructions. Studs shall be 18 gauge minimum.

1.1.5.6 Install (2) 10’ wide x 10’ tall overhead doors. Provide (2) 8” structural steel studs for each opening as a header. Provide any additional bracing per manufacturer’s instructions. Studs shall be 18 gauge minimum.

1.1.5.7 Install (4) 3’-0” x & 7’-0” doors. Provide full hardware and doors as stated in

Appendix A.

1.1.5.8 Provide scratch resistant vinyl strip doors for each of the overhead doors. Vinyl shall be clear type.

1.1.5.9 Provide concrete striping to indicate exit walkway path.

1.1.5.10 Install new powered emergency exit sign to be view from new Southeast door location.

1.1.5.11 Provide roofing repairs/replacement as required to accommodate the installation of the rooftop units.

1.1.5.12 Architectural Design Services shall be provided by a Licensed Architect.

The final design drawings shall be stamped by the Architect of Record.

1.1.6 Structural Services:

1.1.6.1 Provide design and installation of structural steel platforms as required to support the rooftop units.

1.1.6.2 Provide analysis of the existing building structure to evaluate the impact of the installation of the platforms and rooftop units.

1.1.6.3 Structural Design Services shall be provided by a Registered Professional

Structural Engineer. The final design drawings shall be stamped by the Engineer of Record.

1.1.7 Mechanical Services:

1.1.7.1 Existing Infrared Heaters shall remain in place and operational.

1.1.7.2 Modify the existing Infrared Heater installation as required to accommodate the installation of the Architectural Walls or the new HVAC Air Conditioning

System.

1.1.7.3 Furnish and install a minimum of three (3) rooftop units to be located on the lower roof to the west of the Additive Manufacturing Area. Each rooftop unit shall be setup as a single zone VAV unit.

1.1.7.4 Furnish and install structural steel platforms as required to provide proper support of the rooftop units. The contractor shall evaluate the impact of the additional weight on the existing roof and building structure.

1.1.7.5 Furnish and install HVAC ductwork from each of the rooftop units to each of the three (3) crane bays. The ductwork shall be coordinated with the existing building structure and cranes. The cranes are intended to remain operational and functional.

1.1.7.6 Furnish and install gas piping from the main building gas service to each of the rooftop units.

1.1.7.7 Provide a complete BACnet DDC control system for the HVAC equipment covered in the project. Provide BACnet DDC interface to each of the rooftop units to allow the controllers to communicate thru BACnet MS/TP connections.

Contractor shall enable each controller to communicate all the controller points to the RIA’s existing Delta BACnet front end. New thermostats shall be BACnet

Testing Laboratory (BTL) listed programmable cooling network BACnet thermostats with LCD display, which will display current space temperature and set point. Thermostats and sensors shall be hard-wired to the control system. No wireless technology shall be used in the control system.

1.1.7.8 The new control systems shall be DDC systems and shall be installed in accordance with UFGS Specification Section 23 09 23.13 20 BACnet DIRECT

DIGITAL CONTROL SYSTEMS FOR HVAC, developed by the Designer of

Record. Control system schematic diagrams for systems to be used in this project are to be developed by the Designer of Record using UFC 3-410-02FA; Heating, Ventilating and Air Conditioning (HVAC) Control Systems.

1.1.7.9 All new DDC controllers shall be BACnet Testing Laboratory (BTL) listed. All

DDC points shall follow the RIA DDC Point Naming Standard provided in the appendices. BACnet Object Identification (ID) Numbers for all new devices and controllers will be provided by the COR. The BACnet Object ID Numbers shall be requested via an e-mail message to the COR. Coordinate LAN connections and

IP addressing with the RIA Directorate of Information Management via an e-mail to the COR. MAC addresses, for each new device requiring an IP address, will need to be provided by the Contractor to the COR before IP addresses will be assigned. The Contractor shall provide the COR with IP addresses, MAC addresses, and other pertinent network data for the DDC controls LAN Database.

Contractor shall work with RIA IT personal to trouble shoot and establish complete and reliable LAN communication to the RIA Delta BACnet front-end.

1.1.7.10 Direct Digital Controls (DDC) System Requirements:

1.1.7.10.1 All DDC systems shall use the BACnet protocol (ASHRAE Standard 135-

2008) for communication between controllers and to/from the installation-wide Building Automation System (BAS)

1.1.7.10.2 All controllers are to be BACnet Testing Laboratory (BTL) listed

1.1.7.10.3 Schedules, setpoints, trends and alarms shall be BACnet objects

1.1.7.10.4 All settings and parameters used by the application shall be fully configurable, to the greatest extent possible, via properties of BACnet objects that can be written to via BACnet services. All other settings and parameters that cannot be written to via BACnet services shall be fully configurable via either:

1.1.7.10.5 Properties of BACnet objects that can be written to with a configuration tool, or Hardware settings on the controller itself to support the application.

1.1.7.10.6 All software, hardware, configuration tools, cables, passwords, and accessories needed to fully configure controllers and controls on equipment shall be provided to and remain the property of the Government.

1.1.7.10.7 Protocol Implementation Conformance Statements (PICS) for every controller type installed shall be provided in Adobe Acrobat format.

1.1.7.10.8 All controller names and point names shall follow the RIA DDC Point

Naming Standard.

1.1.7.10.9 BACnet Device Identification (ID) Numbers for all new devices and controllers will be provided by the COR. The BACnet Device ID Numbers shall be requested via an e-mail message to the COR.

1.1.7.10.10 Devices shall communicate via the BACnet MS/TP protocol.

1.1.7.10.11 The contractor shall update the front-end graphics for this project. The

Contractor shall provide alarms and trends on all the system points identified in the DDC points list provided in the appendices. Trends shall last 72 hours in 15 minute increments. Alarms shall be descriptive for e-mail notification and shall be able to be monitored from the Delta Controls system front-end.

Final sequences of operation shall be provided to the COR in Microsoft Word and Adobe Acrobat formats. Final control drawings shall be provided in

MicroStation V8 format and Adobe Acrobat format. The RTD material used for temperature measurement shall be platinum. All motors shall be monitored through motor current proof devices.

1.1.7.10.12 Provide complete start-up, test & balancing, and commissioning, of the new HVAC systems.

1.1.7.10.13 All equipment shall be installed per manufactures recommendations unless specified otherwise by RIA. Provide the manufacturer’s recommended service and maintenance clearances for all HVAC equipment installed under this project.

1.1.7.11 Mechanical Design Services shall be provided by a Registered

Professional Mechanical Engineer. The final design drawings shall be stamped by Engineer of Record.

1.1.8 Electrical Services:

1.1.8.1 Provide electrical power for the rooftop units from the existing electrical power distribution system.

1.1.8.2 Refer to the Concept Design Drawings in Appendix B for the location of the existing electrical panels.

1.1.8.3 Furnish and install new fire detection devices for the new rooftop units. Connect the new devices to the existing Fire Alarm Panel.

1.1.8.4 Electrical Design Services shall be provided by a Registered Professional

Electrical Engineer. The final design drawings shall be stamped by the Engineer of Record.

1.1.9 Testing, Adjusting, Balancing and Commissioning

1.1.9.1 Testing, Adjusting and Balancing of the HVAC Systems shall be accomplished in accordance with the requirements of UFGS Specification Section 23 05 93, TESTING, ADJUSTING AND BALANCING OF HVAC SYSTEMS.

1.1.9.1.1 Balance the AHU and diffusers to proper air flow and provide the COR with a

Test and Balance report in hardcopy and electronic Adobe Acrobat format.

The Contractor shall demonstrate to the COR the full functionality of the

HVAC systems' sequence of operation. The Contractor shall demonstrate performance values upon request by the COR.

1.1.9.1.2 The Contractor shall provide to the COR preliminary TAB report within one week of initial balancing of system. The Contractor shall provide to the COR the final TAB report within two weeks of final balancing of system. The

Contractor shall provide final TAB reports in Operation and Maintenance manuals to be supplied to RIA.

1.1.9.2 Commissioning of the HVAC Systems and equipment, including controls, shall be provided in accordance with the requirements of the UFGS Specification

Section 23 08 00.00 10, COMMISSIONING OF HVAC SYSTEMS.

1.1.9.2.1 The Contractor shall demonstrate to the COR the full functionality of the

HVAC systems' sequence of operation. The Contractor shall demonstrate performance values upon request by the COR.

1.2 SPECIAL SERVICES/REQUIREMENTS

1.2.1 Disruption of the tenants and their missions shall be minimized. Any potential interferences with the tenants or the rest of the RIA’s services, personnel or entities shall be coordinated with the Contracting Officer (KO) / Contracting

Officer’s Representative (COR) so as to minimize disruption.

1.2.2 Work hours for this project are 06:00 to 17:00, Central Time, on Monday through

Friday.

1.2.3 Contractor shall be responsible for accurate measurements of all existing site conditions.

1.2.4 Contractor shall provide all services, labor, materials, supervision, equipment, tools, etc. necessary to accomplish the work described in this SOW.

1.3 BASE BID:

1.3.1 Item 1: Cost to furnish and install the infill walls, mandoors and roll-up doors.

1.3.2 Item 2: Cost to furnish and install the HVAC system including rooftop units, ductwork, gas piping, DDC Controls, electrical power, structural platforms, architectural modifications to the existing building to specifically accommodate the installation of the HVAC System.

1.4 BID OPTIONS: N/A.

1.5 DRAWINGS:

1.5.1 The design drawings for this project are attached to this SOW in Appendix B.

1.5.2 Electronic Microstation Computer-Aided Design and Drafting (CADD) files will be provided by the Department of Public Works (DPW) on compact disc for the preparation of required Shop Drawings and Final As-Built Drawings. These files will be provided to the contractor after the Award of the Solicitation.

1.5.3 Hardcopy and electronic As-Built/Record drawings shall be provided by the

Contractor for all projects. The electronic As-Built/Record drawing files shall be provided in Bentley MicroStation format and shall be in accordance with the

USAG-RIA DPW CADD Standard in use. The electronic As-Built/Record drawings shall also be provided in Adobe Acrobat format. Printed hardcopy drawing sets shall be supplied on full-sized, 4-mil, double-matte Mylar drawing sheets.

1.5.4 As-Built/Record Drawing creation and submittal sequence shall be in accordance with the requirements of Appendix D.

1.6 SPECIFICATIONS

1.6.1 The RIA job specific specifications for this project are attached to this SOW in

Appendix A. These requirements are to be incorporated in the final design drawings and specifications.

1.6.2 Notify the KO/COR immediately in writing if there is a discrepancy between the

Project Design Drawings or Specifications and the referenced codes. If the

Contractor fails to notify the KO/COR regarding conflicts within these documents, the more stringent requirements shall apply as determined by the

KO/COR.

1.7 SUBMITTALS/DELIVERABLES:

1.7.1 Unless noted otherwise, shop drawings are due to the KO/COR within 30 days after the Contractor receives government approval for the 95% Design Submittal.

1.7.2 Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only.

1.7.3 The Designer of Record shall be responsible for producing the Submittal Register using the Unified Facilities Guide Specification system.

1.7.4 HVAC Design Submittals:

1.7.4.1 The Contractor shall provide HVAC load calculations based on new and existing equipment, actual occupant load, and interior conditions for each space.

Contractor shall provide HVAC load calculations to RIA with their 60% and 95% designs. Provide the COR with the design calculations and an energy system or equipment analysis report in hard copy format (2 copies) and electronic formats to include an industry professionally accepted heat load calculation software (e.g., Trane Trace or alternative) and Adobe Acrobat format. Heating and cooling loads shall be in accordance with the current edition of the ASHRAE Handbook-

Fundamentals. Computer-generated load calculations shall be provided, and shall include complete input and output summaries. Equipment shall be sized to meet the total load determined by computer calculation. Equipment may be oversized to no more than 115 percent of the computer generated load. In addition to calculating the cooling load at maximum design temperature, cooling load

8 | P a g e calculations shall also be made at maximum dew point temperatures or for low temperature, high humidity conditions to determine the greatest dehumidification load that may be encountered. Room air flow requirements shall be computed based on the individual room load. Values for internal cooling loads shall be included in the computerized load calculations in accordance with ASHRAE recommendations. Minimum space heating and ventilation shall be provided in spaces normally unoccupied, such as unit storage and equipment rooms.

1.7.4.2 The Contractor shall provide detailed new work plans for the new HVAC systems. The design shall include, but not be limited to, mechanical notes, details, and a legend. The design shall also include drawings and specifications showing the locations and product schedules for all new mechanical equipment and a ductwork layout with duct sizes and air flow requirements.

1.7.4.3 In addition, louver sizes, schedules and locations, supply air diffuser schedules and locations, return air grille schedules and locations, damper schedules and locations shall be provided.

1.7.4.4 New and existing pipe routing and pipe sizes, sequences of operation, and panel locations shall also be provided as part of the design.

1.7.4.5 The design shall also include demolition plans to cover all necessary demolition.

1.7.4.6 Plans shall include plan view design drawings and all necessary section view details.

1.7.4.7 The design shall be a complete set of mechanical and associated electrical drawings that show all new mechanical ductwork, heating coils, air-conditioning equipment (air handling unit, VAV boxes, VFD, louvers, diffusers, grilles, DDC controllers, package terminal air conditioner, etc.), valves, schedules, sequences of operation, etc.

1.7.4.8 The design drawings shall be provided to the COR in hardcopy format, Adobe

Acrobat format, and MicroStation V8 computer-aided design and drafting

(CADD) format.

1.8 EXISTING CONDITIONS:

1.8.1 The steam heating system was recently replaced with gas fired infrared heaters.

1.8.2 There is presently no air conditioning system installed in the Additive

Manufacturing Area.

1.8.3 Appendix C contains PDF drawings of the existing Building 250 and the various mechanical and electrical systems.

2 PART TWO: GENERAL INFORMATION

2.1 COMMENCMENT, PROSECUTION, AND COMPLETION OF WORK:

2.1.1 The Contractor shall be required to commence work under this contract within 14 calendar days after the date the Contractor receives the Notice to Proceed, prosecute the work diligently, and substantially complete the entire work ready for use not later than 180 calendar days after the Contractor receives the Notice to

Proceed.

2.2 SEQUENCE OF WORK:

2.2.1 Project Design

2.2.2 Shop Drawing Submittals

2.2.3 Procure Equipment

2.2.4 Construction – concurrent with procurement activities

2.2.5 Final Project Cleaning

2.2.6 Provide As-Built Drawings and Installation and Operating Manuals

2.3 SPECIAL CONDITIONS:

2.3.1 Staging Area:

2.3.1.1 Parking spaces will be designated by the KO/COR for the storage of construction materials.

2.3.2 Construction Schedule and Closure Periods:

2.3.2.1 The Contractor’s Construction Schedule shall be submitted to the Government for approval.

2.3.3 Federal Holidays:

2.3.3.1 New Year’s Day, January 1; Martin Luther King Day, 3rd Monday in January;

President’s Day, 3rd Monday in February, Memorial Day, last Monday in May;

Independence Day, July 4; Labor Day, 1st Monday in September; Columbus Day, 2nd Monday in October; Veteran’s Day, November 11, Thanksgiving Day, 4th

Thursday in November; Christmas Day, December 25.

2.3.3.2 If a holiday falls on Saturday, the preceding Friday is a holiday. If a holiday falls on Sunday, the following Monday is a holiday.

2.3.4 Utilities: The Government shall furnish, at no additional charge, the use of the following utilities:

2.3.4.2 Water

2.3.5 Miscellaneous:

2.3.5.1 All site condition information provided by the Government shall be field verified by the Contractor.

3 PART THREE: SECURITY

3.1 OPERATIONS SECURITY (OPSEC) REVIEW:

3.1.1 In order to perform project (Project for HVAC For Additive Manufacturing Cell in Building 250 ) the Contractor must do the following:

3.1.2 AT Level I training. All Contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee, to the COR or to the Contracting Officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel.

3.1.3 Contractor and all associated sub-contractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

3.1.4 For Contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information

Center Interstate Identification Index (NCIC-III) and Terrorist Screening

Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

3.1.5 iWATCH Training. The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 5 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

3.1.6 For contracts that require OPSEC Training. Per AR 530-1 Operations Security, the Contractor employees must complete Level I OPSEC Awareness training.

New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.

3.1.7 RIA specific provision/clause language:

3.1.7.1 A non-disclosure agreement will be signed by the project prime before report/start date of contract.

3.1.7.2 All Training will be face to face, provided by a level II certified ATO and OPSEC officer, conducted on RIA. Any conflicts with training locations/performance will be directed by the project COR.

3.1.7.3 Contractors, sub-contractors will be escorted by the COR in areas where they may be exposed to classified and/or sensitive materials. All contractor employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials. The Vendor will coordinate with the COR and/or the facility security office for access when required.

3.1.7.4 Building Stand-Off: All occupied buildings on Rock Island Arsenal require a 40 feet stand-off by all vehicles and equipment. At no time will unoccupied vehicles, equipment or tools/tool boxes be left unattended within 40 feet of installation buildings.

3.1.7.5 All personnel requesting access to Rock Island Arsenal will only enter through a manned and operational Access Control Point and present a United States

National or State issued identification that is capable of being scanned for valid entry. All contractor and contractor employees' vehicles, equipment, and packages are subject to inspection or examination (search) at entry/exit of the Rock Island

Arsenal. Only authorized individuals that pass a screening and vetting process will be permitted access. All contractor and subcontractor personnel will be required to submit the required identification credentials and must receive a favorable background check as conducted through the National Crime

4 PART FOUR: ROCK ISLAND ARSENAL SUPPLEMENTAL GUIDANCE

4.1 EMERGENCY MANAGEMENT CONTRACTOR ORGANIZATION AND

CONTRACTOR REQUIREMENTS:

4.1.1 All contractors working on RIA must comply with Department of Defense

Instruction number 6055.17, "DoD Installation Emergency Management

Program" (http://www.dtic.mil/whs/directives/corres/pdf/605517p.pdf), Army

Regulation 525-27, "The Army Emergency Management Program"

(http://www.apd.army.mil) and Department of Army Pamphlet 525-27, "Army

Emergency Management Program" (http://www.apd.army.mil). The Army

Emergency Management Program serves as the single integrated emergency management program for the planning, execution, and management of response efforts (designed or intended) to mitigate the effects of an all-hazard incident, to include but not limited to, natural, manmade, and technological disasters, chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) incidents and accidents on or affecting Army installations, facilities, and/or activities.

4.1.2 Contractor Organizations:

4.1.2.1 All contractor organizations must participate in the installation quarterly

Protection Working Group. To attend this working group, contact the KO/COR.

4.1.2.1.1 Contractor organizations must comply with the installation emergency guide and Building Marshal Warden Program and write supplemental plans that describe actions to take specific to the area the contractor organization occupies to include but not limited to shelter locations, evacuation points, communication plan and points of contact. The installation emergency guide can be used as a template for this plan. Building Marshal Warden Program

4.1.2.1.2 Contractor organizations must provide Facility Emergency Response Plans to the KO/COR for inclusion into the installation Emergency Management Plan.

4.1.2.1.3 All contractor organizations must support Public Health Emergency Officer policy and guidance relating to the integration of health surveillance requirements within operational/installation decision support schemes.

4.1.2.1.4 All contractor organizations must comply with installation policies; applicable federal, state, and local laws; regulations; and Executive Orders.

4.1.2.1.5 All contractor organizations must ensure that non-DOD HAZMAT is not stored, treated, or disposed of on the installation unless approved by the Office of the Assistant Secretary of the Army for installations, Energy and

Environment, his or her designee, or higher authority.

4.1.2.1.6 All contractor organizations must assess the long-term resource impacts of all environmental agreements in coordination with the acquisition community.

Coordinate resource implications for agreements through command channels as appropriate prior to approval.

4.1.3 Contractors:

4.1.3.1 All contractors must comply with installation emergency procedures. This includes compliance with all emergency communications instructions provided

13 | P a g e through official channels to include the outdoor speaker system (Giant Voice), AtHoc alert system, building notification systems (Little Voice), or Building

Marshal Warden’s.

4.2 FIRE PREVENTION AND SAFETY:

4.2.1 The Contractor and any associated sub-contractors shall as part of this contract comply with all applicable federal laws (Title 15 USC 272) pertaining to the use of technical standards that are developed or adopted by voluntary consensus bodies such as the NFPA. Current National Fire Codes are published by the

National Fire Protection Association (NFPA) www.nfpa.org. Current

“International” codes are published by the International Code Council (ICC) www.iccsafe.org Additional DoD mandated standards are published as Unified

Facilities Criteria (UFC’s) www.wbdg.org/references/pa_dod.php.

4.2.2 Fire Prevention Program. The Contractor and any subordinate sub-contractor(s) shall comply with the most current edition of the RIA Program for Fire and

Emergency Services referenced as the “RIAR 420-2 Rock Island Arsenal Program for Fire and Emergency Services” and can be obtained by contacting the installation fire department at (309) 782-6107.

4.3 ENVIRONMENTAL PROTECTION:

4.3.1 Regulations and Laws. Contractor shall comply with all Federal, State, and local laws, regulations, and standards. All environmental protection matters shall be coordinated with the Contracting Officer or his designated representative. The

Environmental Coordinator's Office will review questions on environmental compliance, and provide guidance as needed. In case of an environmental event or disaster, the Contractor shall comply with the Government's emergency services plan.

4.3.2 Compliance Requirements. Any of the facilities operated by the Contractor may be inspected by the Contracting Officer or his designated representative, the RIA

Environmental Coordinator, or other Regulatory Officials on a non-notice basis.

Access for inspection by all authorized personnel shall be granted upon request.

4.3.3 Citations. Citations/Fines for non-compliance with environmental standards on

Government facilities operated by the Contractor are a matter for resolution through the Environmental Coordinator's Office and between the RIA Garrison

Commander and the issuing office of EPA or State of Illinois Regulatory

Authorities. If the citations/fines are issued due to faulty operation or maintenance practices, the Contracting Officer shall deduct the fine from any monies due the

Contractor.

4.3.4 Disposal of all wastes generated on site during the course of the project shall be the responsibility of the Contractor. Hazardous waste shall be properly accumulated and managed according to all applicable EPA laws and regulations.

Hazardous waste manifests shall be signed by the Public Works Environmental

Office.

4.3.5 Contractor shall submit a non-hazardous solid waste disposal plan identifying methods and locations for solid waste disposal, including clearing debris. The plan shall include schedules for disposal. The Contractor shall identify any http://www.wbdg.org/references/pa_dod.php

14 | P a g e subcontractors responsible for the transportation and disposal of solid waste.

Licenses or permits shall be submitted for solid waste disposal sites that are not a commercial operating facility. Evidence of the disposal facilities acceptance of the solid waste shall be attached to this plan.

4.3.6 Contractor shall submit a recycling and solid waste minimization plan. The plan shall detail the Contractor's actions to comply with and to participate in Federal, State, Regional, and local government sponsored recycling programs to reduce the volume of solid waste at the source. It is the goal to recycle and/or divert 60% of the total waste stream from this project. Prior to any work, the Contractor shall submit a preliminary Non-Hazardous Construction/Demolition Debris

Disposal/Diversion/Recycling Submittal form, copy included in Appendix E.

Form shall be annotated to depict the various non-hazardous waste streams expected during the work and the anticipated recycle and/or diversion rate.

4.3.7 Prior to final payment, the Contractor shall submit a final Non-Hazardous

Construction/Demolition Debris Disposal/Diversion/Recycling Submittal form.

Form shall be annotated to depict the actual quantities for the various non-hazardous waste streams generated during the work and the final recycle and/or diversion rates. Copies of all certified weigh-bills shall also be provided for each load of material that was disposed, diverted, or recycled.

4.4 ENERGY CONSERVATION:

4.4.1 Contractor shall operate all shops, buildings, structures, and areas included in the performance of this contract in an energy efficient manner to preclude waste of

Government furnished utilities and fuels. Temperatures in all contractor areas will be maintained at specified RIA standards.

4.4.1.1 Compliance Requirements: Compliance with the RIA energy conservation requirements includes, but is not limited to:

4.4.1.1.1 Training personnel to conserve energy by turning off unneeded equipment and utilities.

4.4.1.1.2 Use of lights only in areas where work is actually being performed.

4.4.1.1.3 Water faucets or valves shall be turned off after required usage has been accomplished.

4.4.1.1.4 Complying with water bans imposed by local, State, or Federal Agencies.

4.4.1.1.5 All engines in vehicles parked for more than two (2) minutes will be shut off.

4.4.1.1.6 Providing a designated representative, for each building or area permanently occupied by contractor personnel, who may be contacted regarding unnecessary operation of lights, machinery, or heating/cooling systems.

4.4.1.2 Inspection Requirements. General area inspections for energy consumption deficiencies shall be granted on request. Any of the facilities operated by the

Contractor may be inspected by the DPW Energy Engineer on a non-notice basis.

4.5 HAZARDOUS/SPECIAL WASTE DISPOSAL: Handling or disposing of hazardous or special waste generated by the Contractor in the performance of this contract, shall be submitted to the Environmental Coordinator’s Office for turn into DLA. Handling or disposing of hazardous or special waste generated by the Contractor in maintenance of Contractor owned equipment shall be the responsibility of the

Contractor. Contractor shall dispose of it at an approved site off RIA. All disposal procedures will be IAW Federal and State EPA regulations. A copy of any paperwork, including manifests, shall be forwarded to, Environmental Coordinator’s

Office, RIA.

4.6 SPACE ASSIGNED/OPERATED: As required in performance of the requirements of this contract. Contractor shall be required to maintain such space (both assigned and operated) in a clean and orderly manner. Each area shall be equal to or better than when it was occupied by the Contractor. Any Contractor configuration changes to such space cannot be made without the expressed written consent of the KO/COR.

All approved configuration changes will be made at the Contractor's expense.

Conversely, the Contractor will, at its own expense, restore this space to its original configuration upon completion of the contract.
