AMENDMENT 0001 NARRATIVE

The purpose of Amendment 0001 is for the following:

1. Questions and Answers:

Q1: Please provide pictures of each building elevation (N/E/S/W).

A1: Pictures are available via restricted attachment on FedBizOpps website. Offerors with an approved JCP shall request access on FBO.

Q2: Please provide pictures of the roofs of the buildings 72 and 75.

A2: Pictures are available via restricted attachment on Fedbizopps website. Offerors with an approved JCP shall request access on FBO.

Q3: Are we to treat the stone base of the chimney in the courtyard of building 64?

A3: No, it is not part of the Scope of Work.

Q4: Are we to treat the brick masonry of the chimney in the courtyard of building 64?

A4: No, it is not part of the Scope of Work.

Q5: Buildings which have fabric canopies attached - are we to remove and reinstall or simply protect in place?

A5: Protect in place.

Q6: Please confirm that cleaning pressure of 400 PSI is acceptable.

A6: Yes, PSI is acceptable for cleaning. See paragraph 1.1.2 of the Scope of Work

Q7: Is the Prosoco Sure Klean Weather Seal Natural Stone Treatment to be the water-based or solvent-based version? The solvent-based was what was used on buildings 102-104.

A7: Solvent-based Prosoco or Solvent-based equivalent to Prosoco. If an offeror is going to propose an alternate, characteristics/Product Data Sheets for the equivalent shall be submitted with the offerors proposal.

Q8: The solicitation identifies performance complete within 210 calendar days however the SOW identifies the base bid as 90 calendar days.

A8: Per the Scope of Work, paragraph 2.1.1 base CLIN 0001 has a period of performance (POP) of 90 days from the Notice to Proceed. Option One if exercised is a 60 day POP, Option Two is a 30 day POP, and Option Three is a 30 day POP. The total period of POP for the base and options is 210 days as reflected on page 1 of the solicitation.

Q9: Given the anticipated award timeframe, will any consideration be given for weather delays or freezing temperatures?

A9: Yes, temperature and weather may be taken into consideration during contract performance.

Q10: Will we be required to be cover the windows with plastic? It is our experience that it is impossible to get a water tight seal to the window jams with tape and plastic. Water repellent ends up getting in behind the tape and plastic. Since it is impossible to see it behind the plastic the water repellent bakes on the window and becomes very difficult to remove. Can the windows be washed as the work progresses and not covered with plastic?

A10: The intent is to protect the window frames/sills/jambs from discoloration due to overspray/running of the product being applied to the stone. ALL metal frame windows ARE REQUIRED to be taped and covered with plastic.

Q11: Also, we were told there is lead paint on the window jams. How is this to be handled for abatement? If we are required to hang plastic on the old wood windows we will be disturbing the lead paint.

A11: Lead abatement is not included in this SOW. If a Contractor chooses to cover wood frame windows with plastic, this will not constitute abatement. A minimal amount of paint is likely to peel off with the tape adhesive, and this will have to be disposed of properly. If a Contractor chooses not to cover wood frame windows, the contractor will need to take extra care not to use pressure washers directly on the window frames, but any paint that comes off the frames shall be disposed of properly.

Q12: Do you have drawings for Building 64 or 106?

A12: Drawings for buildings 64, 66, 67 and 68 are available via restricted attachment on Fedbizopps website. Offerors with an approved JCP shall request access on FBO. We do not have equivalent drawings for building 106; however, it's floor plan and dimensions are extremely similar to building 64, just as buildings 60, 61 and 62 are compared to 66, 67 and 68.

Q13: In the specs you call for a consolidant. Prosoco Natural Stone Treatment is not a consolidation treatment. Is it the intent to install a consolidant/water repellent on the whole building or treat localized areas with a consolidant and install water repellent on the whole building?

A13: Both water Repellent and Consolidant need to be applied to the entire exterior of each stone building (excluding brick/block). This may be accomplished in one of two ways:

1. Use of the specified stone treatment (repellent) and a separate, suitable approved Consolidant (2 products total).

2. An equivalent repellent/Consolidant combination, which will also need to be submitted for approval (1 product). Any equivalent proposed by an offeror shall include the characteristics/Product data sheets submitted with the proposal.

2. The cut-off date and time for questions has passed.

3. The following attachments added to the solicitation and are available for download by requesting on the FBO website (offerors shall have an approved JCP in order to be granted access):

- Aerial map of buildings.

- Pictures of buildings; 60, 61, 62, 64, 66, 67, 68, 72, 75, and 106.

- Elevation Drawings of 64, 66, 67, and 68.

- Product Data Sheet for Prosoco (Does not require JCP to access in FBO)

4. Closing Date is extended from 20 July 2018 at 10:00AM to 23 July 2018 at 3:00PM central standard time.

5. The POC for this amendment is Jill Veloz, jill.c.veloz.civ@mail.mil, 309-782-2895.
