1. SCOPE

1.1 Scope. This specification covers the requirements of the loading, assembling and packing and parts for two types of illuminating cartridges for the M252 Improved 81MM Mortar System.

1.2 Classification. The illuminating cartridges are as follows:

1.2.1 Cartridge, 81mm: Illuminating, M853A1. The cartridge is hereafter referred to as the M853A1.

1.2.2 Cartridge, 81mm: Infrared, Illuminating, M816. The cartridge is hereafter referred to as the M816.

2. APPLICABLE DOCUMENTS.

2.1 General. The documents listed in this section are specified in sections 3 and 4 of this specification. This section does not include documents in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all requirements cited in sections 3 and 4 of this specification, whether or not they are listed.

2.2 Government documents.

2.4 Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 First article. When specified in the contract or Statement of Work (SOW), a sample shall be subjected to first article inspection in accordance with 4.3.

3.2 Materials. Materials, parts and assemblies shall comply with requirements specified on the applicable drawings and referenced specifications.

3.3 Components and assemblies. The components and assemblies shall conform to the applicable drawings and specifications.

3.3.1 Sleeve. The sleeve shall conform to drawing 9209555-8.

3.3.2 Pin, Shear. The shear pin shall conform to drawing 9300226.

3.3.3 Cup, Parachute. The parachute cup shall conform to drawing 9369955.

3.3.4 Plate, Drogue. The drogue plate shall conform to drawing 9369956.

3.3.5 Disc, Separator. The separator disc shall conform to drawing 9369957.

3.3.6 Liner, Parachute. The parachute liner shall conform to drawing 9369958.

3.3.7 Sleeve, Split. The split sleeve shall conform to drawing 9369959.

3.3.8 Wire, Suspension. The suspension wire shall conform to drawing 9381073.

3.3.19 Cartridge, 81MM: Illuminating, M853A1, w/Fuze MTSQ, M772. The Cartridge, 81MM: Illuminating, M853A1, w/Fuze MTSQ, M772 shall conform to drawing 9352621 or 13024001.

3.3.20 Cartridge, 81MM: Infrared Illuminating, M816, w/Fuze MTSQ, M772. The Cartridge, 81MM: Infrared Illuminating, M816, w/Fuze MTSQ, M772 shall conform to drawing 12953389 or 13024002.

3.4 Pull force for oval sleeve crimp to suspension wire and suspension wire ring. The oval sleeve crimp to the suspension wire and suspension wire ring shall withstand a pull force of 2,000 pounds minimum.

3.5 Body loading disassembly. Projectile loading assemblies shall be subjected to a pull apart test to verify proper assembly of internal components.

3.6 Pull force for obturating ring. The obturating ring shall withstand a pull force of 10 lbs, minimum, and shall break at a pull force of 40 lbs, maximum.

3.7 Marking, shipping and storage configuration.

3.7.1 Configuration. The packing and marking instructions for the M853A1 and M816 cartridges shall comply with the requirements of drawing numbers 12993640, 12944509 and 12993638.

3.7.2 Paper and wood material. All paper and wood material shall be thoroughly dry at the time of packing, 9% maximum moisture content is allowed, unless otherwise specified.

3.8 Proving ground.

3.8.1 Misfire. The cartridge shall not fail to fire from the weapon.

3.8.2 Fuze functioning. The fuze shall function and expel the payload from the cartridge.

3.8.3 Security of parts. There shall be no parts failure in the bore of the weapon or in flight prior to fuze functioning.

3.8.4 Short rounds. No cartridge shall have a horizontal range less than 80 percent of the average horizontal range when the mean is calculated without the short round.

3.8.5 Premature burst. The cartridge shall not function in the bore of the weapon or in the first 100 meters of flight.

3.8.6 Cartridge performance.

3.8.6.1 Cartridge functioning. The parachute shall deploy and suspend the illuminant assembly during its burn time (See 6.8).

3.8.6.2 Visible (VL) Illumination. The M853A1 cartridge shall provide effective illumination (see 4.4.3.5.4 & 6.8) for a minimum of 50 seconds.

3.8.6.3 Infrared (IR) Illumination. The M816 cartridge shall provide effective illumination

(see 6.8) for a minimum of 60 seconds.

3.8.6.4 Fuze function time. The fuze assembly, when tested at +70+2.5oF and +145

+2.5oF shall function and comply with the fuze function time in Table I:

3.9 Workmanship.

3.9.1 Parts and assemblies. All parts and assemblies shall be fabricated and finished in a thorough manner. Parts and assemblies shall be free of burrs, chips, dirt, grease, rust corrosion and other foreign material that shall adversely affect fit or function. Coatings and protective finishes shall be uniform and shall provide complete coverage of designated surfaces. The cleaning method used shall not be injurious to any part nor shall the cleaning agent contaminate parts.

3.9.2 Painting and marking. The painting and marking shall be restored by the assembling facility on any components that have been marred or obliterated.

4. VERIFICATION

4.1 Classification of verification. The verification requirements specified herein are classified as follows:

a. First article inspection (see 4.3)

b. Conformance inspection (see 4.4)

4.2 Verification conditions. Unless otherwise specified all verifications shall be performed in accordance with the test conditions specified herein.

4.3 First article. When specified in the contract or Statement of Work, a sample shall be subjected to first article verification in accordance with Table III.

4.3.1 First article quantity. First article inspection shall be performed on the quantities listed in Table III.

4.3.2 Verification to be performed. The first article inspection shall be performed in accordance with Table III.

4.3.3 First article rejection. If any item of the sample fails to comply with the first article requirements, the sample shall be rejected.

Notes: 1/ 120 rounds shall be ballistic tested for first article lot. Six (6) additional rounds shall be selected and used as test support rounds.

4.4 Conformance inspection.

4.4.1 Lot formation. Lot formation shall be in accordance with the lot formation requirements of MIL-STD-1916, paragraph “Acceptance by tables.” Lot numbering shall be in accordance with MIL-STD-1168. In addition, each inspection lot of cartridges shall contain:

a. Projectile body metal parts of one lot interfix number from one manufacturer.

b. Ignition cartridges of one lot interfix number from one manufacturer.

c. Fin assemblies of one lot interfix number from one manufacturer.

d. Propelling charges of one lot interfix number from one manufacturer.

e. Loaded fuzes of one lot interfix number from one manufacturer.

f. Parachute of one lot interfix number from one manufacturer.

g. Canister loading assemblies of one lot interfix number from one manufacturer.

h. Obturating rings of one lot interfix number from one manufacturer.

4.4.2 Examinations and tests.

a. For the conformance inspection paragraphs (4.4.2.1 to 4.4.2.24), the definitions of critical, major and minor defects are provided in paragraph “Definitions” of MIL-STD- 1916 (also see 6.8.e for critical classification rationale).

b. Conformance examinations and tests are specified in 4.4.2.1 to 4.4.2.24.

The conformance inspection paragraphs (4.4.2.1 to 4.4.2.16) shall be successfully performed for each part by the manufacturer and made available to the end producer prior to the LAP operation.

c. The acceptance criteria for sampling inspection shall be in accordance with the levels provided in the conformance examination/test paragraph and MIL-STD-1916 (See 6.10).

4.4.3 Testing.

4.4.3.1 Pull force for oval sleeve crimps to suspension wire and suspension wire ring.

Pull force shall be conducted in accordance with paragraph 4.5.3 (see drawing 9209555-8, 9381075, 9381093 and 12953388). Pull force for the oval sleeve crimps shall be conducted individually on suspension wire and suspension ring. Beginning with the first production shift, oval sleeve crimps are to be inspected periodically during the shift at a rate to equal or exceed three (3) units per every (2) hours until the end of the production shift. The pull force shall be conducted in accordance with paragraph 4.5.3. Any defect in a sample requires the rejection of production units since the last acceptable sample.

4.4.3.2 Examination of depth, diameter and location of rear shear pins holes. The location, depth and diameter of the shear pin holes shall be inspected in the following manner using approved gages. Beginning with the first production shift, ten (10) consecutive drilled inert units shall be inspected and found defect free prior to rate production. Then inspect five (5) units every two hours until the end of the shift. Five (5) units shall be inspected at the end of the shift.

If a defect is found in any of the five (5) units, the machine set up shall be adjusted until ten (10) consecutive units are defect free. Any defect in a sample requires the rejection of production units since the last acceptable sample. The machine set up shall be adjusted until ten (10) consecutive units are defect free.

4.4.3.2.1 Sampling plan procedure. The sampling plan procedure depicted in 4.4.3.2 shall be applicable to each drilling machine/equipment setup.

4.4.3.2.2 Tooling change. A change of tooling will require a first piece inspection prior to continuing production. The sampling plan will be the same as the prior to the tooling change.

4.4.3.3 Body loading disassembly. Beginning with the first projectile loading assembly lot, units are to be inspected periodically during the shift at a rate to equal or exceed five (5) units per every (2) hours until the end of the production lot. The pull apart test shall be conducted in accordance with paragraph 4.5.4.

4.4.3.4 Pull force for obturating ring. One obturating ring sample, minimum, after every

100 projectiles, shall be assembled to a fixture, heat sealed and tested as specified in 4.5.5.

However, this test must be performed at the start of a production run or whenever a production run is stopped and restarted for any reason. Failure of the sample to meet the requirements shall cause for those 100 preceding projectiles, represented by the sample, to be re-banded and retested.

4.4.3.5 Proving ground testing.

4.4.3.5.1 First article test and first production lot acceptance. One hundred and twenty

(120) samples cartridges shall be selected for first article testing and first production lot acceptance testing. The cartridges shall be separated into three groups; one group (24 samples) conditioned for 24 hours at +145 ±2.5 °F, one group (72 samples) conditioned for 24 hours at +70 ±2.5 °F, and one group (24 samples) conditioned for 24 hours at –25 ±2.5 °F. An additional six

(6) sample cartridges shall be selected and used as test support rounds for first article and first production lot testing. These test support cartridges shall be separated into three groups; one group (2 samples) conditioned for 24 hours at +145 ±2.5 °F, one group (2 samples) conditioned for 24 hours at +70 ±2.5 °F, and one group (2 samples) conditioned for 24 hours at –25 ±2.5 °F.

The quantities shall be tested at charges as indicated in Table IV.

4.4.3.5.1.1 Combined first article test and first production lot acceptance. It is anticipated that some of the production lots may be produced in small quantities. In this case, a single ballistic lot acceptances test (BLAT) consisting of multiple production lots of up to a maximum of seven (7) production lots shall be tested. Multiple lot formation shall be controlled by the same interfix number of its components and shall be produced consecutively in the same loading, assembling, and packing (LAP) process. The total quantity from the combined lots shall not exceed 30,000 cartridges. Test samples taken from each of the multiple lots shall be randomly selected from each continuous production lot and shall be in proportion to form a total of one hundred and twenty cartridges (120). However, no production lots shall have less than ten (10) test samples. An additional six (6) sample cartridges shall be selected and used as test support rounds for ballistic testing. Test samples shall be separated into three groups conditioned at 145 + 2.5˚F, 70 + 2.5˚F, and -25 + 2.5˚F for 24 hours. See paragraph 6.6.1 for grouping of cartridge quantities per charge.

4.4.3.5.2 Production test. After successfully completing the first production lot acceptance test, for the subsequent production lots, seventy (70) samples shall be selected for this test. The cartridges shall be separated into three groups; one group (14 samples) conditioned for 24 hours at +145 ±2.5 °F, one group (42 samples) conditioned for 24 hours at +70 ±2.5 °F, and one group (14 samples) conditioned for 24 hours at –25 ±2.5 °F. An additional six (6) sample cartridges shall be selected and used as test support rounds for production lot testing. These test support cartridges shall be separated into three groups; one group (2 samples) conditioned for 24 hours at +145 ±2.5 °F, one group (2 samples) conditioned for 24 hours at +70 ±2.5 °F, and one group (2 samples) conditioned for 24 hours at –25 ±2.5 °F. The quantities shall be tested at charges as indicated in Table IV.

4.4.3.5.3 Cartridge acceptance criteria for M853A1 and M816

4.4.3.5.3.1 Individual acceptance criteria. The test shall be performed as specified.

Note 1: If the fuze performance of any round in the sample fails to meet the individual fuze functioning time requirements in paragraph 3.8.6.4 and the round functions properly in all respects with the exception that the “effective illumination” time is less than 50 seconds for M853A1 or 60 seconds for M816 because the illuminant and parachute assembly hit the ground while still burning, the illuminant time defects shall not be counted against the round. The individual fuze functioning time failure will be counted against the round and will be added to the number of illuminant time defects.

Note 2: If the fuze performance of any round in the sample meets the individual fuze functioning time requirements in paragraph 3.8.6.4, the performance of the cartridge shall be considered valid for evaluating the acceptability of the lot for illumination time defects.

Illumination time defects can be caused by the cartridge, the payload, or the candle. Some examples of cartridges related failures modes are: poor propulsion system performance, poor obturation, or excessive drag during cartridge flight. Some examples of payload failure modes are: streaming chute/ripped chute, partial or fully tangle chute, chute fails to deploy and chute detaches from canister. Some examples of candles failures modes are: candle non-ignition, illuminant dropout, incomplete burn, or inadequate illumination time.

Note 3: If the fuze performance of any round in the sample meets the fuze functioning time requirements and functions below 300 meters for M853A1 or below 350 meters for M816 above ground level, the performance of the cartridge will not be considered valid for evaluating the acceptability of the lot of illumination time defects.

Note 4: For M853A1 cartridge, the effective illumination below 50 seconds at +145oF, charge 4 shall not be counted as functional defects if the following conditions are satisfied:

1) The average for the group is at least 50 seconds.

2) No individual burn times are below 45 seconds."

4.4.3.5.4 Overall acceptance criteria for M853A1 cartridge. In addition to the individual acceptance/reject criteria of 4.4.3.5.3, the following acceptance criteria shall be used:

a. The first article test allows a maximum of four (4) major defects for illumination less than 50 seconds in the air. However, if either one misfire or one non-separation/non-function defect occurs, a maximum of three (3) additional major defects are allowable for illumination less than 50 seconds in the air. If one misfire and one non-function/non-separation defect occurs, a maximum of two (2) additional defects for illumination less than 50 seconds are allowable. If either two or more misfires or non-function/non-separation defects occur during testing, the first article lot shall be rejected (see Note 4).

b. The first production lot acceptance test allows a maximum of five (5) major defects for illumination less than 50 seconds in the air. However, if either one misfire or one non-separation/non-function defect occurs, a maximum of four (4) additional major defects are allowable for illumination less than 50 seconds in the air. If one misfire and one non-function/non-separation defect occurs, a maximum of three (3) additional defects for illumination less than 50 seconds are allowable. If either two or more misfires or non-function/non-separation defects occur during testing, the first production lot shall be rejected (see Note 4).

c. Production lots (lot 2 and on) test allow a maximum of three (3) major defects for illumination less than 50 seconds in the air. However, if either one misfire or one non-separation/non-function defect occurs, a maximum of two (2) additional major defects are allowable for illumination less than 50 seconds in the air. If one misfire and one non-function/non-separation defect occurs, a maximum of one (1) additional major defects for illumination less than 50 seconds is allowable. If either two or more misfires or non-function/non-separation occurs during testing, the production lot shall be rejected (see Note 4).

4.4.3.5.5 Overall acceptance criteria for M816 cartridge. In addition to the individual acceptance/reject criteria of 4.4.3.5.3, the following acceptance criteria shall be used:

a. The first article test and first production lot acceptance lot allows a maximum of five

(5) major defects for illumination less than 60 seconds in the air. However, if either one misfire or one non-separation/non-function defect occurs, a maximum of four (4) additional major defects are allowable for illumination less than 60 seconds in the air. If one misfire and one non-function/non-separation defect occurs, a maximum of three (3) additional defects for illumination less than 60 seconds are allowable. If either two or more misfires or non-function/non-separation defects occur during testing, the first article or first production lot shall be rejected.

b. Production lots (lot 2 and on) allow a maximum of three (3) major defects for illumination less than 60 seconds in the air. However, if either one misfire or one non-separation/non-function defect occurs, a maximum of two (2) additional major defects are allowable for illumination less than 60 seconds in the air. If one misfire and one non-function/non-separation defect occurs, a maximum of one (1) additional defects for illumination less than 60 seconds are allowable. If either two or more misfires or non-function/non-separation defects occur during testing, the first article or first production lot shall be rejected.

4.4.3.5.6 Acceptance criteria for fuze.

4.4.3.5.6.1 The lot shall also be rejected if the percent lot defective for fuze functioning time as computed with the use of MIL-STD-1916, acceptability criteria, paragraph 5.2.2.2.3.b, less than the k value specified in Table III at a verification level II.

4.5 Methods of inspection

4.5.1 Material verification. Material verification shall be based on compliance to the notes on all the applicable drawings.

4.5.2 Surface finish. The texture comparison specimens prescribed by ASME B46.1 shall be used as a basis for surface roughness determination. Four (4) power magnification shall be used in performing visual examination.

4.5.3 Pull force for oval sleeve crimps to suspension wire and suspension wire ring. The pull force sample is an assembly which consists of a suspension wire ring and a parachute cable as delineated in drawing 9381093 and see detail C of dwg.12953388. The test sample shall be assembled on an universal testing machine. One end of the pulling device shall be attached to the suspension wire ring. The fixture that comes into contact with the suspension wire ring shall simulate the pin on drawing 9381088. The other end of the pull device is attached to the cable loop where the parachute shroud lines would be connected. The applied load shall be in an axial direction until the required pull force is exerted. The rate of travel of the machine shall be two inches per minute maximum.

4.5.4 Body loading disassembly. The projectile loading assemblies shall be subjected to a load (pull) sufficient to shear off the pins; slowly remove the body tube assembly from the tail cone, hold the drogue plate to prevent movement of the components inside the body tube. Inspect the double strand overhand knot. If one overhand knot is found to be improper, the sample shall be classed defective. Slowly remove the drogue plate and inspect the parachute bag pull cord. If the pull cord is not about half coil between the drogue plate and parachute disc and the other half between the parachute disc and parachute bag, and/or the pull cord is pinch between the drogue plate and/or split sleeves, the sample shall be classed defective. Remove the parachute and inspect for presence of the bag closure cord, if cord found the sample shall be classed defective.

The inspection samples may be used for production if no defect is found. If the cable is frayed, kinked or deformed, the sample shall be classed as defective. Inspect the steel cable loop for presence of polyester sleeve. If the polyester sleeve is missing or improperly compressed against crimp, the unit shall be classed as defective. Any defect in a sample requires the rejection of production units since the last acceptable sample. The inspection sample may be used for production if no defect is found. The components from the inspection samples may be used for production if they are not damaged. The body tube assembly and tail cone can be reused with up to two (2) sets of four (4) holes max. However, the second set of the 4 holes must be 45 degree off-phase from the first set and all blank holes must be completely sealed with silastic to prevent any possible moisture getting into the body loading assembly. Apply silastic below flush of the body tube. Removal of any silastic is required if it is found on the surface of the body tube or tail cone.

4.5.5 Pull force for obturating ring. Properly install and weld an obturating ring onto a simulated 81mm body groove of the correct size and shape (see projectile body drawing) with a relief for a pull test hook. Apply the required load perpendicular (radially and in a direction away from the center axis) to the tack weld. If the tack weld fails to meet the strength requirement, replace the obturating ring on all rounds since the last successful test.

4.5.6 Torque test. The samples supplied in accordance with 4.4.2.21 shall be tested by applying the minimum required torque to the components in the direction of assembly before the thread sealing compound has set. Any perceptible movement of parts will be considered as failure of the assembly to comply with the requirement with dwg.

4.5.7 Marking, shipping and storage configuration.

4.5.7.1 Configuration. The packaging and its marking for 81mm M853A1 cartridge shall be visually inspected for compliance with drawing numbers 12993640, and 12944509. The packaging and its marking for 81mm M816 cartridge shall be visually inspected for compliance with drawing numbers 12993640 and 12993638.

4.5.7.2 Paper and wood material. Paper and wood material moisture content shall be determined in accordance with ASTM D4444 or ASTM D644. All packaging material shall be thoroughly dry at the time of packaging, 9% maximum moisture content is allowed.
