About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a bridge contract modification to extend the existing ASP/TSA 2.0 services contract with Leidos, Inc. The bridge contract will extend performance from September 2024 through May 2025 while the government completes the competitive acquisition process for a follow-on "ASP/TSA 3.0" contract.
The ASP/TSA services include the issue, storage, and receipt of munitions (training and war-reserve), components, and related materials in support of 1st Theater Sustainment Command operations in the CENTCOM area of responsibility. The 9-month bridge contract will be issued as a cost-plus-fixed-fee with a performance-based incentive fee. The incumbent Leidos, Inc. is cited as the only responsible source due to its specialized experience and knowledge of the Kuwaiti operating environment. A full and open competition for the follow-on requirement is underway but will not be completed prior to the current contract expiration.

Full and Open Competition
1. Contracting Activity: U.S. Army Contracting Command - Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.
2. Description of Action: The 1st Theater Sustainment Command (1 TSC) requests a cost-plus-fixed-fee with a performance-based incentive fee bridge contract modification to extend contract W52P1 J-18-C-0002 with Leidos, Inc. The modification will be issued as an Undefinitized Contract Action (UCA) from which ACC-RI projects award for-
, Operations and Maintenance, Army funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
ACC-RI competitively awarded contract W52P1 J-18-C-0002 to Leidos, Inc. on 28 February 2018 with a Period of Performance (PoP) throug~.
Utilizing Federal Acquisition Regulation (FAR) clause 52.217-8, Option to Extend Services, the evaluated six-months of service extended the current contract expiration date to . A competitive, follow-on acquisition is in process by ACC-RI, but for reasons described in paragraph 5, the new contract will not be in place prior to expiration of the current contract. This action is a bridge modification to ensure continuation of ASP/TSA services at Camp Arifjan, Kuwait while the Government completes the acquisition package and follow-on source selection. Additionally, this bridge modification must be awarded by
3. Description of Supplies/Services: Leidos operates the ASP/TSA at Camp Arifjan, Kuwait. Leidos is responsible for the issue, storage, and receipt of Class-V munitions (both training and war-reserve), munitions components, munitions packing and packaging material, and munitions-related material in support of all ammunition stocks accounted for by the 1 TSC to U.S. Military/Government component, Department of Defense (DoD) agencies and, as required, Coalition Forces in the U.S. Central Command (CENTCOM) Area of Responsibility (AOR). Associated functions include:
supporting periodic munitions readiness inspections, stock accountability, stock control, warehousing, munitions and non-munitions material salvage/residue accountability, munitions reclamation, ASP/TSA munitions security, user turn-in (both training and war reserve ), and packaging and shipment.
This extension will also entail a workload increase of 36 contractor personnel positions, to include 6 Americans and 30 Other Country Nationals, for issuing, storage and receipt of munitions (both training and war-reserve), munitions components, munitions packing and packaging material and munitions related material. Associated functions include:
supporting periodic munitions readiness inspections; stock accountability, stock control, and warehousing; munitions and non-munitions material salvage/residue accountability, Page 2 of9

4. Authority Cited: 10 U.S.C. 3204(a)(1 ), as implemented by FAR 6.302-1 , Only one responsible source and no other supplies or services will satisfy agency requirements
5. Reason for Authority Cited:
a. As described at FAR 6.302-1 (a)(2)(iii)(B), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
b. Efforts are underway to conduct a competitive follow-on named ASP/TSA 3.0;
however, due to unanticipated delays in the competitive acquisition process, it will not be in place prior to the expiration of the current contract. The follow-on requirement package for ASP/TSA 3.0 was validated on 07 March 2024 by 1 TSC. ACC-RI planned to release the solicitation on 25 March 2024; however, due to unforeseen last-minute requirement changes to RIP/TOA identified by 1 TSC on 15 March 2024, the solicitation release date has been delayed to
c. ACC-RI has made every effort to get the follow-on source selection underway. 1 TSC is working on the revised requirement package and anticipates providing the draft package to ACC-RI for review by . The milestones for the competitive follow-on are estimated as follows:

5.201. Additionally, since this is a sole-source action, effective competition is not applicable. The contract contains FAR clause 52.244-5, Competition in Subcontracting.
During proposal evaluation , the Government will evaluate all proposed subcontract costs and ensure Leidos is compliant with FAR 52.244-5.
