Q+A 2

1. I am a licensed Superintendent and Teacher, do you need our credentials in a separate packet, or will the appendix be fine?

A1: There is no set format, just needs to be included in the proposal.

2. When pricing books for publication, they usually send us quotes per 100. Roughly how many books do you think you would need? There is a huge pricing difference between hard cover, soft cover -- and whether the inside is b/w or color. Please give me a ball park of what you are looking for...

A2: There is no requirement for publishing.

3. With my publishing license, do we need to sell at cost, or the market rate on line?

A3: The contractor will provide training and materials for the identified modules, this cost should all be inclusive in the contractor’s firm fixed price proposal.

4. To make sure the modules are in line with UDI, can you please tell us how long you want each course to run? And whether the books should be consumable or reused?

A4: This is up to the contractor, estimated times should be included in the contractor’s proposal.

5. Is this an 'off the shelf' curriculum that is already developed or is curriculum development part of the solicitation?

A5: Curriculum developed by the contractor.

6. Should the three parts (Part I - Price, Part II - Technical, and Part III - Past Performance References) be submitted via email as three separate files or merged into one document? We noticed (b)15 didn't mention the words "Submitted Electronically" but (b)14 and (b)16 did.

A6: Everything should be submitted electronically, three separate or one document is fine

7. Is the "'one designated lead instructor' to attend all training and coaching sessions" also considered the 'Primary Instructor'?

A7: Yes, the designated lead instructor is also referred to as the Primary Instructor.

8. Under Special Qualifications for the instructors, it states "Primary instructor must have the following qualifications:" and then lists 8 items. Which of the eight qualification items are most desirable for the other instructors to have?

A8: The most desirable qualification for other instructors would be dependent on which module(s) they are involved with teaching. It is up to the contractor, to determine the best fit amongst their instructor pool.

9. As this program has been delivered multiple times, is there an incumbent? Can you please name them or other past contractor(s)?

A9: Please see Q+A 1

10. The PWS Requirement Overview states that "Two contract employees may be necessary to conduct coaching sessions for all 30 students." With thirty participants, we find having two instructors teaching, facilitating and supporting a cohort is a best practice especially for a series of five-day course courses. Are you willing to consider having two qualified instructors throughout the engagement?

A10: Yes, the instructors can be co-teaching, facilitating and coaching/

11. In addition to classroom instruction, would you be willing to include one or two "excursion learning" experiences to enhance the learning outcomes?

A11: All training must be conducted on-site at the Rock Island Arsenal, Rock Island, IL.

12. In addition to the Command Group speakers, panel; guest speakers, etc., may we include other guest speakers as Subject Matter Experts as a part of the design? For example, we have presentation skills and written communication experts who teach these topics internationally.

A12: Yes, as long as the lead/primary instructor is present while guest speakers are teaching/facilitating.

13. If the Contractor is currently doing business with the government will that suffice for an instructor not having served as a civilian in the government workforce in the DOD or DOA for at least 5 years?

A13: No, must have served for at least 5 years as a civilian.

14. What certification documentation needs to be provided for sub factor 4 Degree assessment and MBTI Step II? Does the documentation need to be provided with the proposal or after award?

A14: Certification must be submitted with the proposal that shows the lead/primary instructor has successfully completed subject certification programs and is able to conduct 360 Degree assessments and Myers Briggs Type Indicator Step II assessments.
