1.0 HYDROELECTRIC PLANT – OPERATIONS
1.1 SCOPE
The Contractor shall provide continuous manning for the operation of the Hydroelectric Plant, (Building 160), 24 hours a day, everyday of the year, in such a manner that a continuous supply of supplemental power is produced. The plant has eight (8) 500 HP generators and two (2) 250 HP induction generators which operate at a12 foot riverhead generating approximately 25,000 Mega Watt Hours annually or approximately 30 percent (30%) of RIA's total annual electric energy consumption. Operation of the plant includes but is not limited to operator maintenance, inspection, maintenance of water flow through the trash racks, operation of generating equipment, electrical switching operations, and operation of the Supervisory Control and Data Acquisition (SCADA) system. The SCADA system provides control and monitors incoming utility and plant generation power as well as controlling switching operations in Substation A and the Hydroelectric Plant. The major components of the Hydroelectric Plant are identified in
TE 2-1.
1.2 REGULATIONS
The Contractor shall comply with all applicable local, state, and Federal rules, laws, and regulations (reference Section C, para 6.0). Contractor shall operate the Hydroelectric Plant IAW manufacturers' operating instructions, maintenance manuals and proven industry practices.
2.0 SCHEDULED SERVICES
2.1 OPERATING PLAN
The Contractor shall prepare and submit a Hydroelectric Plant Operations Plan. The plan shall provide details on the Contractor operating methods, to include staffing, associated work shifts and operator maintenance, for the performance of requirements necessary to operate and maintain the Hydroelectric Plant.
2.2 PERSONNEL QUALIFICATIONS
The Contractor shall provide and staff the Hydroelectric Plant with individuals having experience and knowledge of medium voltage electrical systems and electrical switching and possess the following qualifications:
Hydroelectric Plant Operator shall have a minimum of 2 years of experience with power generating equipment.
Hydroelectric Plant Machinist shall possess 4 years of experience as a full service machinist with a strong working knowledge of hydroelectric equipment.
Hydroelectric Plant Supervisor shall be a Journeyman Lineman or Journeyman Electrician with 4 years of experience in the field and 2 years of management experience.
2.3 TRASH RACKS
2.3.1 DEBRIS
The Contractor shall keep trash racks clear of debris to achieve full water flow into the turbines.
Contractor shall monitor generator outputs to ensure production is not being reduced due to restricted flow through the racks. During winter operations the contractor shall open a channel in the ice ahead of trash racks and move ice, debris and dead fish out to spillway.
2.3.2 FRAZIL ICE
Frazil ice is a fine needle-like ice that is often distributed throughout a volume of moving water or is formed in water cooled below the normal freezing point (zero degrees centigrade). When frazil ice is forming, the Contractor shall take generators off line and shut down turbines.
Contractor shall open passage through the frazil ice so the water can pass through trash racks.
This will allow water into turbine pits and prevent collapse of the trash racks. Warning: Failure to comply with this requirement may result in serious damage to the facility. Contractor shall resume generation as soon as the frazil condition passes.
2.4 EQUIPMENT OPERATION
2.4.1 GENERATORS
The Contractor shall control and operate generators to produce maximum kilowatts at all times.
Contractor shall monitor the generator windings temperatures to avoid damage to windings.
2.5 SWITCHING OPERATIONS
2.5.1 HYDROELECTRIC PLANT SWITCHING
The Contractor shall perform switching operations on the electrical distribution system as required to provide reliable, uninterrupted power to the RIA
2.5.2 SWITCHING STATION "A"
The Contractor shall perform switching operations on the RIA electrical distribution system to include controlling both the incoming and outgoing feeders at Switching Station "A". Contractor shall coordinate switching with MidAmerican Energy Company whenever it is necessary to open or close incoming feeders or the bus tie circuit breaker at the incoming switchgear (Switching Station "A").
2.5.3 RIA POWER FACTOR
The Contractor shall operate generators and other power factor control equipment to control the RIA power factor. Contractor shall operate above equipment in a manner that minimizes RIA electric energy costs. The MidAmerican Energy Company service contract has provisions for a reactive demand charge when kilo volt-ampere reactive (KVAR) demand exceeds 50 percent (50%) of the kilo volt (KW) demand purchased. Contractor shall provide a summary of power generated and purchased, IAW CDRL 2-1.
2.5.4 MAP BOARD
The Contractor shall maintain the map board at the Hydroelectric Plant to show current status (opened, closed, locked, or tagged out of service) of all medium voltage switches, breakers, and fused cutouts. Contractor shall make temporary changes to the map board to reflect any additions, deletions, changes or modifications to the Arsenal's electric distribution system within one hour of a status change. The contractor shall make permanent modifications to the map board within 30 days of a status change. These changes may be a result of work done by this contract or others. All permanent changes shall match the existing map format.
2.5.5 SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEM
The Contractor shall operate the SCADA System, to include controlling the switching operations, monitoring the voltage, power factor, current produced by the generators, and collecting data. The Contractor shall maintain logs of data as identified in paragraph 4.1 of this attachment.
2.6 OPERATOR MAINTENANCE
2.6.1 OPERATOR MAINTENANCE REQUIREMENTS
The Contractor shall schedule and perform the operator maintenance requirements IAW SOP 2-1 and provide a weekly maintenance schedule IAW CDRL 2-2. All plant maintenance or repairs impacting electrical generation shall be conducted during historically low electrical demand time frames. Maintenance and repair scheduling shall be approved by the KO/COR.
2.7 OUTAGE DATA
The Contractor shall provide data on unscheduled power outages (to include glitches, bumps, and ground/line to line faults, etc.) of equal to or greater than one (1) second duration quarterly (January, April, July, and October) IAW CDRL 2-3.
2.8 ANNUAL INSPECTIONS AND GENERATOR BEARING ADJUSTMENTS
The Contractor shall annually inspect and adjust the following items: 4 each underwater turbine bearings, turbines, wicket gates, wicket gate operation etc. as well as perform inspections and adjustments to associated hydraulic and electronic control systems. The contractor shall report deficiencies to the COR. The contractor shall perform these work requirements during historically low electrical demand time frames and be approved by the KO and COR. Generator bearing adjustments shall not be required in the base year of the contract, but generator bearing adjustments will be required annually in the first through fourth option years.
3.0 APPENDICES
3.1 LOGS
The Contractor shall maintain a book of dated SCADA data and a daily log sheet of plant operations (TE 2-2). The following data shall be recorded:
