2 PWS Section 1.2.1 Within PWS paragraph 1.2.1 it should list BICES and CENTRIX as supported systems. These are only in use in contingency locations. We suggest clarifying systems used in contingency vs. sustainment.
This has already been done. Please see PWS para 5.1.
3 PWS Section 1.2.5 Within PWS paragraph 1.2.5 above baseline services needs to be defined. There could potentially be a lot of “scope” issues if this is not defined in the PWS, or a well written SLA (which does not exist yet). Will the Government consider defining baseline services?
Baseline services are defined by the CIO G6 C4IM catalog.
Above baseline services are identified as “enhanced”, and “mission” services (Ref. PWS 1.4.4) within the C4IM and regional catalogs. Baseline services are provided by all CONUS NECs, but are not generally provided in CENTCOM, PACOM, or EUCOM. Where no SLA for enhanced services exists, the assumption is that the service will be provided by the contractor, IAW standards stated in the PWS.
4 PWS Section 1.4 Within PWS paragraph 1.4 the Air Force documentation to address the site at Eglin AFB is not included. Will the Government consider including this Air Force documentation that is specific for the Eglin AFB site location?
Pertinent refs are provided.
5 PWS Section 2.1.5 In reference to PWS paragraph 2.1.5, what locations will need to coordinate ticketing systems with the local NECs?
All CONUS locations, Hawaii, and EUCOM locations in Germany, the Netherlands, and Belgium.
6 PWS Section 2.1.5 In reference to PWS paragraph 2.1.5, do the local NECs systems to be utilized prioritize the tickets in accordance with the ASC C4IM prioritization specifications?
Yes. Contractors will select the appropriate priority based on baseline or enhanced services guidelines.
7 PWS Section 2.1.7 Within PWS paragraph 2.1.7 it states, “Web/SharePoint Administration (where required)”. This leaves some ambiguity as to what is specifically required. Will the Government please clarify what locations require web administration? Will the Government please clarify what locations require SharePoint administration?
The ASC Share Point presence (to include subordinate AFSBs) resides on the Army Enterprise Portal. Share Point “Administration” pertains to site and/or portal manager or content manager functions. Currently the contract has one dedicated Share Point manager at the 401st AFSB in Kuwait.
One employee at LRC Bragg assists the organization with both web and Share Point content and management. One employee at ASLAC assists the Government site manager as needed with Share Point content management.

8 PWS Section 2.3.4 Within PWS paragraph 2.3.4 do all locations require the Critical Cybersecurity response Team?
Kuwait, Bagram AB and Kandahar Airfield, Afghanistan, Qatar, ASLAC, Ft. Hood, Ft. Bragg, Kaiserslautern and Camp Henry require an after-hours Cybersecurity response capability.
9 PWS Section 3.2 In reference to PWS paragraph 3.2, what locations support servers? What type of servers are supported?
The only dedicated server and network administrators are at
ASLAC.
10 PWS Section 6.1 In reference to PWS paragraph 6.1, will every contractor be required to submit for an SSBI, or will this be grandfathered with a current NACLC or NACI? Can the Government provide clarification on the security clearance requirements?
The SSBI requirement is contained in AR 25-2, Section V, 4- 14, and table 4-2. Personnel having administrative permissions on classified systems are categorized as IT-1 personnel, and must have an SSBI. Personnel only working on NIPR (unclassified systems) do not have an SSBI requirement.
