*** End of Narrative A0000 ***

1. Amendment 03 is being issued to:

a. Provide responses to questions that were submitted to the Government for solicitation W52P1J-17-R-0029.

b. Update W52P1J-17-R-0029 Section L and Section M.

c. Provide updated Attachment 0002, Price Matrix to add requirement for Bobcat skid steer loader.

d. Extend the closing date of W52P1J-17-R-0029 from 05 July 2017 to 14 July 2017.

e. Add requirement that within seven (07) calendar days after award the successful offeror shall provide a memorandum signed by

Jordanian Armed Forces that the offeror has been authorized access to conduct operations in support of awarded transportation and material handling equipment contract on any Jordanian Armed Forces-owned installations throughout Jordan.

2. Questions and responses from the Government are as follows:

a. We reached out to a senior JAF officer in order to procure this memorandum (Per section L.7.1.3) but was denied since JAF has no intentions on signing any base memorandums until contract award. They have been contacted by a number of vendors and do not wish to make any commitments until receipt of award in order to deal with only one vendor. Will the USG consider modifying this requirement to state

Vendor must procure JAF memorandum within 15 calendar days upon receipt of award?

Answer: Reference revised Sections L and M.

b. Is transportation required to Qatraneh & Rukban? If so, we recommend adding language about military permitting for all transportation assets driving throughout those regions.

Answer: The only known location is Tower 22.

c. Can the USG clarify how the Duration of work as identified in PWS paragraph 8.1 Transportation Equipment will be applied to the handling equipments? For example; can the Forklift be requested to do loading and offloading in 3 deferent location within 1 day order?

If yes, are we transporting the forklift from Location A to B on our own expenses? If yes, transporting heavy equipment takes normally more time than trucks transportation which might delay offloading at destination. If the delay resulting from transporting the forklift caused a mission delay that exceed 24hrs can we double charge all order for that day mission? All above is also applicable for the cranes as the maximum speed for requested cranes according to manufacture guideline is 37Km/h.

Answer: When requested, the Material Handling Equipment (MHE) can be utilized in three different locations within a 24 hour time frame from beginning of services. If the 24 time frame is exceeded, and the equipment still needs to be used, the customer will be charged for an additional 24 hour service charge. For instance if 24 hour period starts at 0600 on Monday and equipment is used until 0800 on

Tuesday the customer will be charged for initial service and an additional service for going over the 24 hour period.

d. Regarding section L.7.1.7 if we can produce a signed letter of commitment from our key subcontractor (who owns these assets) will that meet the USG requirement? We do not currently own these assets but can immediately deploy based upon our existing subcontractor relationship.

Answer: Yes, as long as the vendor is able to procure the assets upon request by the USG within the stated time.

e. What is the minimum insurance amount for all cargo transportation in case of a lost / stolen or damaged container? What is the minimum insurance amount for all armored vehicle transportation? (T-72s, BMPs, M1A1, etc.)

Answer: This a business decision that needs to be made by the company depending on the amount of liability and risk the company is willing to accept.

f. In consideration of clause 1.4.11 (Insurance) in the PWS for Jordan Transportation and MHE RFP, we have two questions concerning insurance requirements as the answers will affect our incurred costs: What is the approximate value of US cargo requiring insurance and how much life insurance coverage for local personnel is required/recommended by the USG to support this contract?

Answer: Value of cargo and equipment being transported/handled will vary widely between Task Orders. The amount of insurance needed to be covered for cargo and local personnel is a business decision that needs to be made by the company depending on the amount of

2 10

W52P1J-17-R-0029 0003

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

liability and risk the company is willing to accept.

g. In reference to Duration of work as identified in PWS paragraph 8.1 Transportation Equipment. The USG states, Contractor must provide transportation equipment and operators within 12 hours of receiving a request from the USG, can you provide more accurate definition to this statement as within definition includes 0-12hrs which can cause a problem translating contract later on.

Answer: Vendor has to ensure that they are able to accommodate a customers request within a 12 hour timeframe, NLT 4 hours before mission commencement. This implies that a vendor has a 4-12 hour window to ensure they meet the needs of the USG.

h. In reference to paragraph 1.1 Description of Services/Introduction. Can the USG provide guideline for change order time as well?

Answer: If a change order is issued for Task Order already initiated vendor will be allowed sufficient time to schedule the different assets/operators.

i. In reference to Austere Environment Missions; flat rate per mission regardless number of assets used is difficult to quote based on description of the service and number of possible mission assets with possible maintenance and failures. We are requesting a change to be per vehicle.

Answer: Rate is based per piece of equipment used for any particular mission.

j. In reference to ATTACHMENT 2 Material Handling Equipment; you mentioned in the product specification for the 30ton crane minimum load is 30 ton which is wrong according to the manufacture guideline for Grove RT 530E2 crane which can lift up to 30ton on its maximum capacity. Same thing for the 60ton crane. Please clarify.

Answer: Attachment two does not state the minimum load is 30 ton/60 ton, it annotates the Crane will be required to lift a minimum of

30/60 tons. In the event the customer requests the 30T/60T and it is not able to fulfill its duties, then the vendor will be held liable for any damages/ maintenance discrepancies, and the USG will not be charged for its usage.

k. In regards to this RFQ, should we submit our bid/relevant attachments via e-mail to the POC or should we submit via the electronic response option?

Answer: In accordance with solicitation W52P1J-17-R-0029 section L.4. PROPOSAL SUBMITTAL proposals will be submitted to mailbox:

usarmy.ria.acc.mbx.W52P1J-17-R-0029@mail.mil.

3. All other terms and conditions of Solicitation W52P1J-17-R-0029 remain unchanged.

The following will not count against page limitations: Title or Cover pages, table of contents pages, acronym lists, Glossaries, Resumes, and page dividers (used to separate proposal sections). Pages will be counted if they contain any other information, i.e., diagrams, extraneous data, annexes, documentation, attachments, etc. will count against the page limitations. M.6. FACTOR 3 PRICE PROPOSAL.

1. Offerors shall submit Attachment 0002, Price Matrix with all formulas as provided with the solicitation. PDF files are not acceptable.

2. The Government will evaluate offers based on the prices proposed on the Price Matrix. For each proposal, the Government will calculate a Total Evaluated Price by adding the total of all CLINs, range and Ordering Periods. Failure to provide prices for all CLINS, ranges and Ordering Periods may be considered unacceptable and the Government may reject the proposal.

A subtotal for each Ordering Period will be calculated by summing the CLIN weighted prices. The CLIN weighted prices are calculated by multiplying the quantity of 1 times the weight times the Offerors Fixed Unit Price. A Total for each Transportation Equipment, MHE and

Austere Environment Missions will be calculated by summing the subtotals of the five Ordering Periods. A Total Evaluated Price will be calculated on the Summary Tab by summing the Total for Transportation Equipment, MHE and Austere Environment Missions.

3. For evaluation purposes, the Total Evaluated Price is automatically calculated on the Summary Tab by summing the Total for

Transportation Equipment, MHE and Austere Environment Missions. The Total Evaluated Price is the summary of the total evaluated prices for each Price Matrix tab and all ordering periods plus the Extension of Services FAR Clause 52.217-8. The offerors do not propose the amount for the Extension of Services; it is equivalent to 50% of the Ordering Period five (05) Total Evaluated Price. It is calculated on the respective Price Matrix.

4. Price analysis will be used to determine price reasonableness and whether the proposals reflect an understanding of the effort required. As part of the price evaluation, proposals may be reviewed to identify any significant unbalanced pricing. In accordance with

FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.

5. Additional analysis techniques may be used as determined necessary by the Contracting Officer. These methods of evaluation may include the use of information/input from sources such as (but not limited to) other Government agencies and personnel.
