EXECUTIVE SUMMARY
This Solicitation is using FAR Part 12, Acquisition of Commercial Items; the Solicitation number is W52P1J-16-T- 3039.
The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60.
This procurement is a 100% small business (SB) set-aside IAW FAR Subpart 19.5, Set-Asides for Small Business.
The NAICS code is 332813; the size standard is 500 employees.
DESCRIPTION OF REQUIREMENT:
This solicitation is issued for Anodize, Chromate coating and CARC painting of M98 and M48 filters and/or parts, detailed in Attachment 01.
Soliciation is restricted to vendors within a 150 mile radius to Pine Bluff Arsenal to accomedate the delivery and pickup by Pine Bluff Arsenal personnel.
QUOTE SUBMISSION REQUIREMENTS:
Quotes shall be submitted by filling in Coating Pricing Matrix, Attachment 02, of the solicitation.
Offerors must also return the following with their quote:

EVALUATION FOR AWARD:
In accordance with FAR 52.212-1(g), the Government intends to award a contract against this solicitation without discussions.
In accordance with FAR 12.602, streamlined evaluation procedures will be utilized for this procurement. Award will be made to the offeror who provides the lowest Total Evaluated Price, who is deemed responsible, and who is compliant with all the requirements of this solicitation, to include submission requirements listed under “Quote Submission Requirements” above. Award will be made on a Firm Fixed Price basis.

INSPECTION AND ACCEPTANCE (PBA) (AUG 90) (4306III):
a. The work will be conducted under the general direction of the Contracting Officer and is subject to inspection by his appointed inspectors to insure strict compliance with the terms of the contract. No inspector is authorized to change any provision of the specifications without written authorization of the Contracting Officer, nor shall the presence or absence of an inspector relieve the contractor from any requirements of the contract.
b. The Contracting Officer shall designate individuals to act as the Contracting Officer's Representative (COR) under any resultant contract. Such representative will be designated in writing by the Contracting Officer with a copy of designation to the contractor. The COR will represent the Contracting Officer in the technical phases of the work, but will not be authorized to change any of the terms and conditions of the contract.
c. The COR will act in a liaison capacity to coordinate activities between the contractor and the Government as required in the performance of work under the contract.

EMPLOYEE IDENTIFICATION
The contractor shall be responsible for providing positive identification of employees as required by the Security Office at Pine Bluff Arsenal. Prior to beginning work or receiving a notice to proceed, the contractor shall identify with the Pine Bluff Contracting Division and Security Office points of contact who shall be responsible for identifying employees, subcontractors, vendors and delivery personnel. One identified point of contact shall personally accompany any contractor personnel, subcontractors, vendors, or delivery personnel to be badged to the
Security Office. Employees or other personnel arriving without an identified point of contact will not be badged.
Any delays caused by improper identification of employees shall be at the contractor's expense and no time extensions shall be allowed for such delays.

DELIVERY OF MATERIALS
It is the responsibility of the contractor or subcontractor to inform their vendors or truck drivers of the prime contractor's name, contract number and work site. Pine Bluff Arsenal is a controlled access installation therefore, subcontractors, vendors, or delivery persons who do not possess the above information and other proper identification as required by the Security Office may be denied access to Pine Bluff Arsenal. Any delay caused by such denial will be at the contractor's expense and no time extensions for such delays will be allowed. Contractors will provide escorts for suppliers' trucks from the perimeter gates to job site when required.

PINE BLUFF ARSENAL WORKING HOURS
Receiving hours at Bldg 23-330 are from 6:30 a.m. until 2:30 p.m. Monday through Thursday.
All shipments must be at Dexter Gate (truck gate) on or before 2:30 p.m. unless prior arrangements have been made.
No shipments will be accepted on Friday.
No shipments will be accepted on Government holidays. Government holidays are as follows:
New Year’s Day, Martin Luther King Day, President's Day, Memorial Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Sunday, the holiday will be observed on the following Monday.
NOTICE TO TRANSPORTATION CARRIERS
Beginning on 1 March 2016, Pine Bluff Arsenal will no longer receive unscheduled inbound shipments. Scheduling is executed via the Carrier Appointment System (CAS) in Electronic Transportation Acquisition (ETA) tool.
Carriers without access to CAS call (870) 540-3610 or (870) 540-3611 for appointment 24 hours in advance. In order to obtain an appointment, you must provide a BOL (must contain the following: NSNs, DODIC, Nomenclature and HAZCLASS). This includes FAK. Pine Bluff Arsenal Transportation office hours of operation are 7:00 am – 2:30 pm Mon-Thur (except Federal Holidays). Closed for receiving on Fridays.
ETA Registration New Users. If you do not have an ETA account, follow the instructions below:
1. Go to ETA Home https://eta.sddc.army.mil
2. Select Register for Access-> First Time Registration
3. Select CAS (Carrier Appointment System) in the Freight/Cargo section
4. Select a CAS Role from the drop down on the right-hand side. This should be the same role that was provided in the list sent by the depot.
5. Select the Generate Request Form button at the bottom of the page
6. Enter your information. All required fields contain an asterisk to the left of the field name. Users with a .mil address will be required to register their digital certificate (CAC).
7. After entering information. Select Submit Request.

DISMISSALS
The Contracting Officer may require the contractor to suspend or dismiss from work any employee or employees whose retention is deemed to be not in the public interest, because of the misconduct of the employee or for reasons of security, subject, however, to appeal under the provisions of Articles entitled "Disputes" for reinstatement of such employees.

The contractor will not accept any instructions by any person employed by the U.S. Government or otherwise other than the Contracting Officer, or the designated Contracting Officer's Representative (COR) acting within the limits of his authority. 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2015)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

(2) Inspection/acceptance location. The Contractor shall select the following inspection/acceptance location(s) in WAWF, as specified by the contracting officer.

(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.
