REPLACEMENT - APACHE HELMET

C.1 SCOPE

The purpose of this Statement of Work is to establish the requirements to replace the Cathode Ray Tube (CRT) in the Apache Integrated Helmet and Display System (IHADSS) Improved Helmet Display Unit (IHDU) with a high brightness, high resolution flat panel display. The IHDU uses a monochrome CRT that is currently only made by one supplier. As a result, to protect against obsolescence, the CRT will be replaced with a flat panel micro display. The requirement is to have at least the same performance as the current IHDU set forth in PS14-11877, no more weight and backward compatibility to allow the use of either an IHDU or the Flat Panel Helmet Display Unit

(FHDU).

C.3 REQUIREMENTS

3.1 The contractor shall take actions to implement a Flat Panel Display Unit (FHDU) which can replace the existing IHDU. The purpose is to correct potential obsolescence and sole/single source vendor problems by replacing the current CRT with a micro-display.

3.2 The FHDU shall comply with the current legacy IHADSS performance specifications (PS 14-11877). The FHDU shall interface to the existing Display Drive Unit (DDU). The DDU, with any changes required for the FHDU, shall remain backward compatible to the IHDU.

3.3 No later than two (2) months after award, the contractor shall host a System Requirements Review (SRR) where the design concept will be presented along with the contractor’s plan for meeting system requirements. The SRR agenda shall be provided to the COR no later than fifteen (15) days prior to the SRR, and the SRR minutes shall be provided to the COR no later than thirty (30) days after the SRR.Agenda and meeting minutes shall be provided in accordance with DI-ADMN-81249A (CDRL A001) and DI-

ADMN-81505 (CDRL A002).

3.4 No later than five (5) months after award, the contractor shall submit a plan for prototype development. This task may include creating drawings for mechanical and electronic components, digital video interface implementation, circuit design, firmware modification (DDU), identifying any changes required in the ISDU, firmware development (FHDU scan conversion), flat panel display procurement, IHDU optics module procurement, and procurement of other hardware required for integrating micro-displays into the FHDU. The conclusion of this task shall be documented by a Preliminary Design Review (PDR) in which the Contractor will brief how it will begin development of prototypes. The PDR will be at the Contractor’s facility. The PDR agenda shall be provided to the COR no later than fifteen (15) days prior to the PDR, and the PDR minutes shall be provided to the COR no later than thirty (30) days after the PDR. Agenda and meeting minutes shall be provided in accordance with DI-ADMN- 81249A (CDRL A001) and DI-ADMN-81505 (CDRL A002).

3.5 No later than ten (10) months after award, the contractor shall supply four (4) prototype units which will be demonstrated by the Contractor in the laboratory, aircraft mock-up, and aircraft as available. To the existent possible, changes to hardware should be confined to the DDU and IHDU. The image quality (brightness, dimness, contrast, dynamic range, and resolution) shall be evaluated in comparison to the current IHDU image quality set forth in PS 14-11877. A Critical Design Review (CDR) shall be conducted at the Contractor’s facility to confirm the design and implementation of the prototype FHDU and associated components (Note: The prototypes are for internal

testing only, and will not be Government assets). The CDR agenda shall be provide to the COR no later than fifteen (15) days prior to the CDR, and the CDR minutes shall be provided to the COR no later than thirty (30) days after the CDR. Agenda and meeting minutes shall be provided in accordance with DI-ADMN-81249A (CDRL A001) and DI-

ADMN-81505 (CDRL A002).

3.6 No later than sixteen (16) months after award, four (4) qualification representative and eight (8) flight worthy FHDUs shall be supplied for the purpose of qualification and flight testing. The units shall be comprised of the “lessons learned” from the prototype demonstration and evaluation. The FHDUs shall incorporate the appropriate micro-display and optics chain as necessary. Any modification to the DDU or Integrated Sight Display Unit/Enhanced Display Electronics Unit (ISDU/EDEU) shall be implemented as specified (any hardware changes will be tested at the same time as the FHDU as a system). A Test Readiness Review (TRR) shall be conducted prior to the start of testing to confirm readiness to test in accordance with the testing procedures listed in C.4. The TRR agenda shall be provide to the COR no later than fifteen (15) days prior to the TRR, and the TRR minutes shall be provided to the COR no later than thirty (30) days after the TRR. Agenda and meeting minutes shall be provided in accordance with DI-ADMN- 81249A (CDRL A001) and DI-ADMN-81505 (CDRL A002).

C.4 TESTING

4.1 The contractor shall notify the Government no later than 20 business days before the scheduled safety of flight (SOF) and full qualification test occurs.

4.2 Environmental and electro-magnetic interference (EMI) testing shall be conducted to qualify the FHDU, as follows:
