Total Evaluated Price

NOTE: The NTE ceiling amount represents the maximum amount of the Government’s liability. The contractor exceeds the ceiling at its own risk.

Basis for award: Any award made will be based on Lowest Total Evaluated Price which is deemed technically acceptable.

5. Evaluation Methodology.

a) Technical Factor: Step One - Determine Technical Acceptability. The technical evaluation provides an assessment of the offeror’s capability to satisfy the

Government’s requirements in accordance with the Statement of Objectives (SOO).

Each Technical subfactor will receive a rating of Go or No-Go. If any element is rated

No-Go, the Technical factor, and thus, the entire proposal is rendered unacceptable and will not be considered further. Only proposals that are deemed technically acceptable, either initially or following discussions, will be considered for award. The ratings are defined in the following paragraphs.

Go: Based on the information provided, little or no doubt exists that the offeror has demonstrated a thorough understanding of the methods and techniques for meeting performance requirements in the SOO. The offeror information shall provide the relevant certifications in accordance with the original equipment manufacturer version required.

No-Go: The Offeror’s proposal does not demonstrate the Offeror’s ability to perform and possess the technical understanding of the requirement as set forth in the proposal since the Offeror did not provide the certifications required to complete the SOO.

b) Price Factor: Step Two - Evaluate Price. Offerors shall submit their proposal based on a Firm-Fixed-Fee (FFP) with a cost reimbursable travel CLIN. The Period of Performance (PoP) for this effort is a six (6) month base period with four (4) one-year option periods for a total evaluated price. Offerors shall submit pricing for all CLINs of the RFP for the Base Period and all option periods. The total evaluated price shall be a sum of all the CLINs for the entire PoP. Failure to provide prices for all CLINs is unacceptable and may render the offeror ineligible for award.

Price will be evaluated in accordance with Federal Acquisition Regulation (FAR) 15.404- 1, Proposal Analysis Techniques, to determine the awarded price fair and reasonable.

As part of the cost/price evaluation, proposals may be reviewed to identify any significant unbalanced pricing. In accordance with FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.

c) Step Three Award Decision. An award will be made to the responsive and responsible Offeror that submitted the lowest, technically acceptable proposal.

The Government intends to award a contract without discussions with Offerors

(except clarifications described in FAR 15.306(a)). Therefore, Offeror’s initial proposals should contain the best terms. However, the Government does reserve the right to conduct discussions if determined necessary by the Contracting

Officer.
