On No-Fee CLINs, can the industry bid our G&A costs into these CLINs? It would be beneficial to the Government to allow industry to disclose their G&A rate to be capped for duration of contract. Suggest a G&A line item under the Surrogate CLIN. ODC is cost but G&A on ODC's would be competitive.

The surrogate dollars are inclusive of any applicable indirect rates normally added.

The Government will not add a line item under the surrogate CLIN for the Offeror's G&A rate.

RFP Section B 4 Can the Government please clarify what is considered as an ODC CLIN?ie. Travel, software, equipment.

The new Attachment 0009 Price Matrix reflects ODC CLINs consisting of travel and material.

Costs will be reimbursable. The new Attachment 0009 Price Matrix reflects an increase to the Government surrogate number for this software purchase.

In review of the PWS, it appears the Key Technical Support Items/Issues for the government are the Items listed as a Sub-Category 3.2.1.1 bullet points under Software Activities. It is the Government's intention for industry to address these as a Sub-Category instead of high priority items?

The Government does not consider the bullet points listed at PWS para 3.2.1.1 as sub-categories. They were formatted as such for ease of reading.

Will the Government clarify if the Programmer/Analyst – Database Administrator - Senior (Database and Data Management) and the Training Developer/Specialist – Senior also considered key personnel positions?

In accordance with PWS paragraph 4.6.4 Key Personnel, the following are considered key personnel:

Attachment 0001 - PWS 3.2.1.4.1 4.6.3

PWS Section 4.6.3 states, "System Administer, Database ad Data Management tasks require a minimum of an Information Assurance Technical Level Two (IAT Level II) accreditation…" According to Appendix C of PWS, System Administration task requires IAT Level I certification. Please clarify.

Both PWS Section 4.6.3 and Appendix C should read IAT Level One (IAT Level I). The PWS has been corrected to reflect this.

PWS Section 4.6.3 states, "System Administer, Database ad Data Management tasks require a minimum of an Information Assurance Technical Level Two (IAT Level II) accreditation…" According to Appendix C of PWS, Database and Data Management task area requires ONLY IT-II Level.

Please clarify.

Both PWS Section 4.6.3 and Appendix C should read IAT Level One (IAT Level I). The PWS and Appendix have been corrected to reflect this.

As all other key personnel resumes are required for submission, does the Government require a resume for the Software Configuration Management Specialist- Intermediate as well?

Regarding Subfactor 4 Workforce Qualifications, the Government will only evaluate resumes for the personnel proposed by the Offeror conforming to each of the Government labor categories listed in the RFP:

With a Bachelor's degree in Contract Management or Program Management being a very specific and relatively new degree field that is often a concentration as part of a Business Administration degree and not available in many universities, would the Government consider other degrees such as Business, Public Administration, Management, etc.? No

In Appendix C, the Government has stated experience requirements for personnel. Will the Government consider current SAAS SCP 11 experience to be equivalent to years’ of experience being requested for each Labor Category/Skill Level? For example, labor category "System Engineer" would read "MBA is preferred OR BS in Computer Science, information systems, or computer engineering AND either current SAAS SCP 11 experience OR 5-10 years' experience..."

Desired experience stated in Appendix C correlates to specific areas. For example, for Technical Writer - Intermediate, the desired experience is in technical writing; for System Engineer - Senior, the desired experience is in network management or administration.

Servers are listed as GFP. Where are these servers to be located? Contractor Facility or Current Government Facility? Servers are to be located at the Contractor facility.

Request the Government opens resume page count to two pages per resume to show full years of experience per candidate. Page count remains limited to one (1) page for each resume.

In Attachment 0004, Section L.7.A.1 states, “The offeror shall provide a detailed description of the processes, procedures, and tools the Offeror will utilize to successfully perform and complete all tasks.” Please confirm the Government is looking for Management processes, procedures, and tools since in accordance with the solicitation and PWS the technical processes, tools and requirements are directed by the government.

In accordance with Attachment 0005 Section M, the Government is looking for the Offeror's methodology and approach including, but not limited to, the Offeror's processes, procedures and tools it will utilize to successfully perform and complete all tasks.

Does the offeror need only to address the Labor Categories required for resume verification within the narrative for subfactor 4, Workforce Qualifications?

Please confirm no resume for the Software Configuration Management Specialist - Intermediate position is required for proposal submission.

Attachment 0004 - Section L L.7.C 13 Can the Government please clarify what "uplifts" are according to this contract.

Uplifts are any increase or premium added to the base labor rate for items such as shift differential, hazardous pay, etc.

If submitting a subcontract reference, should industry forward Attachment 0009 to the Prime POC or Government Representative?

For correction to the question submitted, the Past Performance Questionnaire (PPQ) Form is Attachment 0007, not Attachment 0009. For subcontract references, the PPQ should be sent to the Prime for completion and submission to the Government points of contact identified in Attachment 0007.

The Government only answered the .mil portion of our previous question not addressing DSN. Can the Government please clarify if a DSN will be provided to support military customers calling-in to the help desk -especially OCONUS customers.

The Government will provide to the contractor, a Virtual Call Center that has a DSN and Toll Free Number for the OCONUS customers.

Attachment 0001 - PWS 1.4 4

The Government stated no government personnel will need to be housed within the contractor facility - but currently there are Government functions supporting PPSS activities on a daily basis requiring direct access to our personnel.

Please clarify if these current Government functions will be performed by the successful contractor.

Government personel will not be housed at the contractor facility. All functions to be performed by the contractor are provided in the PWS in para 3.2 Performance.

Request the Government provide Industry a Property Book Transfer for specific Software/System Licensing to include specific licensing requirements, number of licenses needed to perform function, purpose for the license (PWS area it supports), and Expiration Date of current license

The Government will provide all GFE needed to perform upon contract award see RFP Attachment 0003. At this time per PWS para 3.1.8 the Government uses Hewett Packard Fortify (FSCA Flex NCD SW E-LTU) and Hewlett Packard WebInspect 1 SW E- LTU HP Support and Updates, 9x5, There are currently five licenses that expire on 10 Sep 2018. Prior to the expiration date the vendor shall purchase a new Software Code Review Tool IAW PWS para 3.1.8. Any other SW or HW purchases are unknown at this time and will addressed when the requirement becomes known. PWS para 3.1.5 and

4.4.1.1 address how the vendor shall purchase Government Furnashed Equipment/ Property.
