1. Will the Government consider providing the draft PPI-002 prior the RFP release so that respondents can provide suggested modifications?

A: PPI-002 will be released with the final RFP.

2. The Government has indicated that award(s) will be made in a lowest price technically acceptable manner. Because there exists a real possibility for multiple awards to be made, will the Government consider adding language to this section which determines how the competitive range will be established, i.e. review criteria and any associated weighting of these criteria?

A: There will be no weighting to the evaluation criteria. See Basis of Award section of RFP.

3. As the Business Process Form provides an avenue for respondents to incorporate their responses to key SOW Sections, will the Government clarify how it will confirm that respondents truly have the capabilities that they assert to?

A: Since the acquisition is a Lowest Price Technically Acceptable the Army only wants a statement of compliance. No additional consideration can be made for information provided as narrative and therefore unnecessary.

4. Can the government provide some clarification around the distinction between “conducting discussions” and “requesting clarifications” as referenced in regards to the evaluation process of this RFP? And will this extend through all phases of the evaluation process?

A: See basis of award section of the RFP and specifically, FAR 15.306(a), (b) and (d).

5. DRFP – Page 2 – The NAICs code is 334111; Will the Government please clarify that the “Small

Business Non-manufacturer” Rule will apply. Also please clarify if the Army intends to request any class or individual waivers to this rule.

A: The Non-manufacturer rule does apply under a Small-Business Set-aside.

Individual of class waivers to this rule will be determined at the Delivery Order level.

6. DRFP – Page 3 – Consolidated Buy (CB) – Will the Government please clarify what differentiates the ADMC-3 complete product offering from the CB offering. Are ADMC-3 complete product offering price changes and product additions permitted at any time, or is there a limit on all

ADMC-3 complete product offering price changes and product additions to 3 times per year

(prior to each CB).

A: Contractors shall have the opportunity to refresh product offerings before each CB when the following occurs: (1) Product end of

Lifecycle (2) Mandated DoD/Army requirements directed change.

7. DRFP – Page 5 – Ceiling Price – please clarify if pricing may be adjusted during each CB refresh if necessary?

A: Pricing may be adjusted if the following occurs: (1) Product end of Lifecycle (2) Mandated DoD/Army requirements directed change.

8. DRFP – Page 43 – Equipment Submission Form – Please clarify whether each product category is limited to only once OEM configuration or if multiple offerings per product category are permitted.

A: Offerors shall submit only one configuration per category.

9. SOW – Page 6 – 1.2.2 Consolidated Buy

We would recommend that the government reconsider the following:

New Army technology refresh requirements shall be introduced for the 1 October CB. Given the end of the federal fiscal year September is by far the busiest month of the year, completing a refresh of Army requirements, only during that month, for an October 1 open date will present multiple challenges.

A: Noted.

10. SOW – 1.2.6 – Acceptance – Please clarify that Acceptance via WAWF is permitted in lieu of the

DD250.

A: Yes, see WAWF clause in solicitation.

11. Will the government please provide clarification around the application the TAA Clause? Is the government looking at the contract as a whole across all contract holders relative to the WTO threshold of $204,000, as under SEWP and CIO-CS?

A: See FAR 52.225-5 and 25.1101(c) regarding TAA compliance/applicability.

12. Given that Small businesses are exempt from the TAA clause there is some concern around this presenting an unfair competitive advantage.

A: Noted.

13. Would the government consider removing the 5% Open Market per task order limitation and consider a related items CLIN instead or raising the threshold to 25%?

A: The Government has increased the threshold from 5% to 10%.
