Question NumberRFP / PWS / Attachment / CDRL Reference and TextPage #, Paragraph #QuestionAnswer
1PWSPg 8 Para 2.3.Request bidders be permitted to detail their own organizational structure using their own job titles and provide these as well as the qualifications required for each position. To do otherwise prevents companies from using their own innovations and approaches to the staffing of the operation. It provides the incumbent a distinct advantage in Evaluation Factor 1 (Management), Subfactors 1&2 evaluations as they are familiar with the non-standard ASP job titles listed in the PWS (2.3).Contractors may propose use of other titles and own organization, as long as position description, technical and operational requirements outlined in the solicitation and corresponding documents are met. All personnel training, education, etc. requirements outlined in the solicitation or corresponding documents shall be met. Staffing plan will be reviewed during evaluations.
2PWSPg 9 Para 2.3.2The Title Operations Manager is very vague and the paragraph does not contain sufficient detail to define exactly what this individual is required to do. It appears to be a title developed by a previous or current contractor. Request the position be made more decriptive by adding the details of their job description OR by putting in a generic description that is of sufficient detail to determine what it is you ecpect this individual to do. Otherwise the incumbent will have a distinc advantage in staffing and providing the resume for this position.Contractors may propose use of other titles and own organization, as long as position description, technical and operational requirements outlined in the solicitation and corresponding documents are met. 4PWSpg 10 Para 2.3.9The Title Area Supervisor is non-standard in ASP operations and is very vague as the paragraph does not contain sufficient detail to define exactly what this individual is required to do. It appears to be a title developed by a previous or current contractor. Request the positions be made more decriptive by adding the details of their job description OR by putting in a generic description that is of sufficient detail to determine what it is you ecpect this individual to do. 5PWS section A-6.1. states: The Contractor shall be fully transitioned and operational 90 days after award.pg 30 para 3.3PWS requires Quality Plan be submitted before award vice 10 days after as in the original draft. As A-6.1. of the RFP provides 90-days The Contractor shall be fully transitioned and operational 90 days to be "fully transitioned and operational after the award." Recommend this requirement be shifted to 30 days post award as there is no doubt a functioning and approved Quality plan in operation and per RFP at IAW H-20. MARKING OF PROPRIETARY INFORMATION these documents are not proprietary and should be available. This will faciliteate a smooth transition by keeping to functioning and approved plans in place that people are used to operating under without a totally new plan being introduced her (and in other sections) that would be potentially disruptive as it may very well be q new way of doing business. The requirement will be revised to 30-days after award, which is during the 90-day transition period.
6PWSpg 32 para 3.7.1This para states there is a transition period and in the RFP at A-6.1. on page 2 it indicates a 90-day transition period. There is no transition period in the CLIN structure. How long is the transition period? The transition period is 90-days, which is within the base year.
7RFPpg 47-53 & Q&A responses Q 82Are employees new to the CENTCOM AOR (i.e. already in Kuwait or another portion of the AOR) required to process through a CONUS Replacement Center suach as the one at Ft Bilss or another site or similar program?New empoyees have to go through CRC. Existing employees in Kuwait do not have to re-process through CRC.
8RFPpg 47-53 & Q&A responses Q 82Are employees already in the CENTCOM AOR (i.e. already in Kuwait or another portion of the AOR) required to process through a CONUS Replacement Center suach as the one at Ft Bilss or another site or similar program?New empoyees have to go through CRC. Existing employees in Kuwait do not have to re-process through CRC.
9Attachment 2 CDRLspg 1 Lines 4, 5, 10, 13, 16 & 18These plans/SOPs are currently in place in Kuwait. Per RFP at H-20 they are not proprietary. Request that these documents be due 30 days after award (of an apparent 90-day transition period) allowing the incumbent contractor the opportunity to review and utilize to the extent practical the current plans and SOPs in use. These plans/SOPs have been approved and are apparently functional. The employees ion site are used to working with them. Writing these plans without the benefit of the existing plans, although posible, may result in significant turbulence as current practices may be inadvertently changed causing disruption to the smooth working procedures already in progress. Allowing 30 days post award provided the incumbent with the ability to observe exiosting plans and SOPs, discuss potential cahnges with the Gopvernment and make any recommended changes as approved without a total re-write. This is economical to all parties.Any SOPs which are not proprietary may be provided during tranisition to the incoming contractor, to help facilitate a smooth transition. However, it is expected that the incoming contractor develop its own plans and SOPs following that period.
10RFP section M.11.2.1. states: RECENT contracts are defined as follows:

-Were awarded or commenced within three (3) years prior to the closing date of this solicitation; or

-Were awarded or commenced prior to three (3) years, but remained on-going as of the closing date of this solicitation.pg 77 para M.11.2.1.RFP has a three-year limt on recency. Request this be extended to 5 years as is typical on most RFPs. Experience by a company remains and is continued via other similar & relevant contracts and it offers the Government a broader base upon which to evaluate our past performance. This may be updated to five years if a final RFP is issued.
11Sections 2.4.1; 2.4.1.1 & 2.4.4 in the PWS state:
“ammunition training requirements of DA PAM 385-64, Figure 1-1.”; “will have Ammo 45, AMMO 63, and AMMO 64…” “ The Government shall provide training equivalent to that which would be provided to Government personnel at no cost, for any change in training requirement subsequent to contract award so the Contractor can maintain the requisite proficiency - for example, training on Army automated systems supporting Class V supply operations or mandatory DAC sponsored ammunition courses that cannot be completed on-line or via contractor approved lesson plans that have changed after the effective date of this contract.”pg 12-14 para 2.4.1.; 2.4.1.1. & 2.4.4.Does the Government provide access to the DAC training at no cost to the contractor?”Yes.

The rules oer the Dept of Labor states (Predecessor’s certified service employee lists 29 C.F.R. § 9.12(e) and FAR 48 C.F.R. § 22.1204) "The contracting officer shall provide the certified service employee list to the successor contractor immediately upon receipt of the certified service employee list, but not before contract award and, if requested, also provide the list to employees or their authorized representatives."
