1.0 SCOPE The purpose of this contract is to demonstrate the remediation of simulated mustard agent contaminated soils with a thermal desorption system. The tasks in this contract are for the development and government approval of a detailed test plan for a non-incineration thermal desorption system with a proposed simulant for the agent mustard and test conditions, provisioning of all the equipment, materials, trained personnel to perform the tests, execution of the tests in the test plan, and the generation of a report documenting the results and conclusions of the tests. The test plan for a thermal desorption system shall address the operating parameters to remediate a variety of soils spiked with a simulant for the chemical warfare agent mustard at a location of the contractor’s selection. The test plan may include laboratory and/or bench scale tests if deemed necessary by the offeror. The demonstration tests shall be performed with a thermal desorption system that can process 2 (two) cubic yards per hour with the soil considered the most difficult to process spiked with simulant for the chemical warfare agent mustard. The thermal desorption system will remediate the spiked soils to a condition that correlates to the Health Based Environmental Standards for mustard of less than .010 mg/kg and demonstrate a removal efficiency of 99.99%. The offeror shall develop the test plan, obtain approval of the test plan from the government, provide the simulant, soils, equipment, consumables, utilities, and trained personnel to transport to the location designated by the contractor, assemble, systemize, and operate the thermal desorption system. The test plan shall include a sample and analysis plan that specifies the samples to be collected, analyzed, and data quality. The offeror shall demonstrate that the thermal desorption system can be dissembled, transported to a remote location and assembled. The offeror shall provide a turnkey operation which means that the offeror shall be entirely self-sufficient to include providing all fuels, lubricants, utilities, water, labor, and disposal of waste materials to operate the thermal desorption system. The offeror shall obtain all safety and environmental permits to conduct the tests and shall operate their equipment in compliance with all environmental, safety, and other applicable regulations. The offeror shall provide a report that documents the treatment conditions, samples, data quality, and results for these tests.
1.1 BACKGROUND. This Performance Work Statement (PWS) supports the U.S. Army mission to demilitarize the recovered unitary lethal chemical agents and munitions while ensuring the maximum protection to the environment, general public, and personnel involved in the destruction effort. This mission is being executed by the JPM-E as an element of the Joint Program Executive Office – Chemical, Biological Defense (JPEO-CBD) headquartered in Edgewood, MD.
1.2 OBJECTIVE. The objective of this PWS is to perform tests to evaluate the performance of thermal desorption system to remediate soils contaminated with a simulant for chemical agent mustard.
