Supply/Service: Security Support Services – Global Contract Bridge Extension

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: The Office of the Under Secretary of War – Acquisition and Sustainment (OUSW (A&S)) requests a, firm-fixed-price bridge modification to extend the following SSS-G multiple award (MA) indefinite delivery, indefinite quantity (IDIQ) contract vehicle: W52P1J-19-D-0001 with GardaWorld Federal Services, LLC;

ACC-RI projects award of the bridge modification for 06 November 2025. During the extension, fiscal year (FY) 26 and FY27 Operations and Maintenance funds may be obligated at the task order level. The ACC-RI Principal Assistant Responsible for Contacting approved an acquisition plan in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i)(B) on 13 July 2017 for IDIQ contracts W52P1J-19-D-0001. No amendment to the plan is required because the Procuring Contracting Officer determined the changes resulting from this modification bridge will result in a continuation of the existing IDIQ contract period of performance, with no significant changes in scope.

The SSS-G base MA IDIQ contracts were competitively awarded on 07 November 2018 for a base year and four 1-year option periods. A class J&A (Control Number 24-018) extended the performance period by 18 months from 06 May 2024, and the base IDIQ contracts are set to expire on 06 November 2025. Of the five awarded IDIQ contracts, only two contractors currently have active task orders: GardaWorld Federal Services, LLC, Inc., with performance in Somalia and Haiti, and Triple Canopy, Inc., with performance in Kuwait.

The justification of the current base IDIQ was extended under the authority of Federal Acquisition Regulation (FAR) 6.302-1 as supported by Justification and Approval (J&A) 24-018. That J&A’s paragraph 7, Actions to Increase Competition, stated:

The follow-on GPS requirement will be competed on a full and open basis. The acquisition team has worked to promote competition through the exchange of information with industry as detailed below in paragraph eight. Competition will be sustained by issuing multiple IDIQ contracts in response to the solicitation. Task order competitions will be conducted for each requirement IAW FAR 16.505(b)(1) Fair Opportunity procedures.

The Government completed those actions to increase competition as outlined in paragraph 7 of J&A 24-018, including promoting competition through industry engagement and issuing multiple award IDIQ contracts for Global Protective Services (GPS) in June 2025, in place of the SSS-G MA IDIQ. Efforts to conduct a competitive follow-on award of the SSS-G contracts and the ability to award future task orders under FAR 16.505(b)(1) are complete; however, for reasons described in paragraph 5, utilizing the new GPS MA IDIQ Contract (GPS program) to compete the United Nation’s

Multinational Security Support Haiti and related Gang Suppression Force Mission (MSS Haiti) requirement is not in the U.S. Government's best interests at this time.

3. Description of Supplies/Services: The Government is extending the base SSS-G IDIQ held by GardaWorld Federal Services, LLC for the sole purpose of enabling further extensions of the SSS-G task order supporting the MSS Haiti mission.

In addition to providing trained and qualified security guards, the contractor delivers management oversight and logistical support necessary to perform security operations effectively, while ensuring compliance with all applicable laws, regulations, and standards for security services in Haiti.

The period of performance for the proposed base IDIQ contract modification is 07 November 2025 through 06 November 2026. The proposed contract modification will include

Extending the contract ensures uninterrupted security services during the MSS Haiti mission while the Government continues to assess the evolving security environment and operational requirements. This approach allows the Government to maintain continuity of critical services without disruption, ensuring the safety of personnel and facilities in Haiti.

4. Authority Cited: 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited:

As described at FAR 6.302-1(a)(2)(iii) for the Department of Defense (DoD), National Aeronautics and Space Administration (NASA), and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling the agency’s requirements. The follow-on GPS MA IDIQs (GPS program) have been awarded; however, the MSS Haiti task order requires an extension of the current

SSS-G contract due to unique mission circumstances and operational risks associated with transitioning to a new contractor. The MSS Haiti mission operates in a volatile and unpredictable environment, necessitating uninterrupted security services to ensure the safety of U.S. personnel and facilities.

6.302-1(a)(2)(iii)(A) Substantial Duplication of Cost.

These mobilization efforts, estimated , would duplicate costs already incurred by the current contractor. The substantial duplication of mobilization costs outweighs any potential price savings from competition. GardaWorld has incurred to establish operations in Haiti.

. Transitioning to a new contractor would require duplication of these mobilization efforts, resulting in significant additional costs to the Government.

Additionally, there is a LOGCAP task order that provides life support to the current privates security contractor as well as to the multinational forces that are the MSS-Haiti. Overlapping security contractor personnel during contract transition will result in cost growth on the parallel LOGCAP task order.

6.302-1(a)(2)(iii)(B) Unacceptable Delay.

Competing a new task order under SSS-G will require 6-9 months based on the following estimated procurement requirements: Services Acquisition Workshop, market research, creation of a validated requirement package, site visits with industry, issuance of solicitation and industry questions, evaluation of proposals, and debriefs and award documentation.

Transitioning to a new contractor without otherwise utilizing the current contract to issue additional performance periods will result in unacceptable delays due to the substantial length of time necessary for mobilization requirements, including: obtaining theater business clearance, arming authorizations and training, and establishing new infrastructure in Haiti. As previously mentioned, the operating environment in Haiti is one of the most volatile and dangerous regions in the world.

An absence of private security during this time will result in severe consequences for the MSS Haiti mission. There would be an immediate gap in security services, which would: jeopardize the lives of multi-national forces being supported by the LOGCAP task order, U.S. personnel providing logistic support to MSS-Haiti, and LOGCAP contractors also providing support to MSS-Haiti; create unacceptable security risks of to the property utilized by both the MSS Haiti forces and of LOGCAP contractor personnel; and halt or limit mission-critical operations, undermining U.S. efforts to promote stability and respond to emerging threats.

6. Efforts to Obtain Competition: ACC-RI will publish the notices required by FAR

5.201. Because this is a sole source action, effective competition is not applicable.

Under the GPS Program, the Government will achieve effective competition through task order competitions IAW FAR 16.505(b)(1). FAR 52.244-5 Competition in Subcontracting was not included in the SSS-G IDIQ contracts or in GPS because the prescription at FAR 44.204(c)(1) states the clause is not required when a firm-fixed price contract is awarded on the basis of adequate price competition. Since SSS-G was awarded as five, firm-fixed-price IDIQ contracts on the basis of adequate price competition, subcontracting competition is not anticipated to be required during the SSS-G bridge PoP as this is not a class J&A and only to support the Security Operations in Haiti as described above.

7. Actions to Increase Competition: The Government has conducted extensive market research to identify potential sources capable of fulfilling the requirements of the MSS Haiti mission within the GPS program. This research has included issuing Requests for Information (RFIs), engaging with industry stakeholders.

The MSS Haiti mission has been extended incrementally, often with decisions regarding extensions made at the last minute. This has created significant challenges in planning and executing a seamless transition of the Haiti Security Task Order to the GPS program. The unpredictable nature of the mission and the lack of long-term clarity have made it difficult to align a transition of the current SSS-G task order into the GPS program. Although the MSS Haiti mission is currently being extended incrementally, the Government remains committed to increasing competition for this requirement. If the MSS Haiti mission becomes an enduring requirement with an extension period long enough to allow for a competition, the SSS-G task order will be transitioned to the GPS program. The GPS program was designed to provide a decentralized, global security solution and was awarded through a competitive process to ensure fair opportunity procedures for task order competitions in accordance with FAR 16.505(b)(1). This structure will allow the Government to compete the Haiti Security Task Order effectively if the mission evolves into a long-term requirement.

Acquisition milestones cannot be scheduled and executed when there is not an enduring Army mission and funding support to the United Nation’s MSS Haiti activity.

Extending the current contract with GardaWorld ensures continuity of critical security services while avoiding unnecessary financial and operational risks.

8. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information 206.302-1(d), ACC-RI posted a request for information (RFI) to the current SSS-G IDIQ contractors on 09 September 2024 (within 18-months IAW AFARS 5153.303-5). The RFI requested information on each contractor’s current posture and capability within Haiti.
