About this file
This document is a Contractor Registration Guide for the U.S. Army Corps of Engineers (USACE), Latin America & Caribbean District, for an Industry Day event scheduled December 1–3, 2026, in San Juan, Puerto Rico. The guide provides instructions for contractors seeking to participate in three federal contracting opportunities: Callao Naval Base Design & Construction (FMS), NAMRU-S Facilities Operations & Maintenance, and Centro Naval Sede San Borja in Lima, Peru.
The registration process is entirely free and requires contractors to complete seven sequential steps over 6–8 weeks before submitting proposals. Critical requirements include: (1) creating a Login.gov account; (2) obtaining an NCAGE code through the NSPA portal (for non-U.S. companies); (3) acquiring a Unique Entity Identifier (UEI) via SAM.gov; (4) completing full SAM.gov registration by selecting "All Awards" and naming three contacts (Electronic Business, Government Business, and Accounts Receivable); (5) adding the NCAGE code to PIEE and contacting the PIEE Help Desk to establish a Vendor Group; (6) activating a PIEE administrator (CAM) through the EB contact; and (7) requesting "Proposal Manager" role access in PIEE. A critical Rule #1 stipulates that legal business names and physical addresses must match exactly with Ficha RUC/SUNARP registration documents, including accents and suffixes, with P.O. Boxes prohibited. Contractors must maintain active SAM.gov records at proposal submission and award, renewing every 12 months. Opportunities are posted on SAM.gov with documents downloaded and proposals submitted via PIEE unless otherwise specified. The guide is provided in English and Spanish and lists three USACE points of contact for assistance.

INDUSTRY DAY CONTRACTOR REGISTRATION GUIDE
Callao Naval Base Design & Construction (FMS) • NAMRU-S Facilities O&M • Centro Naval Sede San Borja, Lima, Peru
Registration is 100% FREE. There is no fee for an NCAGE code, a UEI, or SAM.gov. USACE does not use or endorse paid registration services. Use only official sites ending in .gov, .mil or .nato.int. Start now: the process takes 6 to 8 weeks, and you must be registered before you submit a proposal.
1 RULE #1 — NAMES MUST MATCH EXACTLY
• Your legal business name and physical address must match your Ficha RUC / SUNARP Partida Registral letter for letter, including accents, punctuation and suffixes (S.A.C., S.A., S.R.L.). This is the #1 cause of rejections and delays.
• P.O. Boxes are not accepted as a physical address.
2 SEVEN STEPS TO REGISTER
# What to do Where Time
1 Create a Login.gov account. One per person — do not share. Use an authenticator app for codes (SMS to non-U.S. numbers can fail).
login.gov Same day
2 Get your NCAGE code (ID code for non-U.S. companies). Required before SAM.gov. NSPA NCAGE portal Up to 14 business days
3 Get your UEI (SAM.gov company ID) by validating your legal name and address. sam.gov Hours; ~7 days if documents are requested
4 Finish SAM.gov registration. Select “All Awards,” complete Reps & Certs, and name 3 contacts: EB, GB, AR. sam.gov 10+ business days
5 Add your NCAGE to PIEE. Contact the PIEE Help Desk to create your Vendor Group. PIEE Help Desk 1–2 business days
6 Activate your PIEE administrator (CAM). Your EB contact appoints the CAM; the CAM then registers. piee.eb.mil Up to 5 days + 2 days
7 Request the “Proposal Manager” role. Staff who will submit proposals register in PIEE under the Solicitation (SOL) module. piee.eb.mil Same day after CAM approval
Remember: Opportunities are posted on SAM.gov; download documents and submit proposals in PIEE unless the solicitation says otherwise. Your SAM.gov record must be active at proposal and award — renew it every 12 months.
