About this file
This document is a Contractor Registration Guide for a U.S. Army Corps of Engineers (USACE) Industry Day event scheduled for December 1–3, 2026, in San Juan, Puerto Rico, supporting three foreign military sales (FMS) and operations & maintenance projects: Callao Naval Base Design & Construction, NAMRU-S Facilities O&M, and Centro Naval Sede San Borja in Lima, Peru.
Registration for the Industry Day is completely free; USACE does not endorse or use paid registration services, and contractors must use only official government websites (.gov, .mil, .nato.int). The guide establishes one critical rule: legal business names and physical addresses must match exactly—letter for letter, including accents, punctuation, and suffixes (S.A.C., S.A., S.R.L.)—with the contractor's Ficha RUC/SUNARP Partida Registral documentation, as name mismatches are the primary cause of rejections and delays. P.O. Boxes are not accepted as physical addresses. The registration process requires seven sequential steps totaling 6–8 weeks: (1) creating a Login.gov account; (2) obtaining an NCAGE code from the NSPA portal (up to 14 business days); (3) acquiring a UEI through SAM.gov validation (hours to ~7 days); (4) completing full SAM.gov registration with "All Awards" selected, Reps & Certs completed, and three designated contacts (EB, GB, AR) named (10+ business days); (5) adding the NCAGE to PIEE via the Help Desk (1–2 business days); (6) activating a PIEE administrator/CAM (up to 5 days plus 2 days); and (7) requesting "Proposal Manager" role in PIEE's Solicitation module (same day after CAM approval). Opportunities are posted on SAM.gov; documents are downloaded and proposals submitted through PIEE unless otherwise specified. SAM.gov registration must remain active at proposal submission and award, with renewal required every 12 months. Attendees at the hands-on registration clinic should bring a laptop and charger, current Ficha RUC/SUNARP Partida Registral documentation (less than 5 years old), NCAGE code if available, three named contacts with titles and contact information, email access for verification codes, and for A/E firms, SF 330 Part II information including firm names from the past 6 years, staff per discipline, and professional-services revenue for the preceding 3 years. Expected NAICS codes are 236220 (Commercial and Institutional Building Construction) and 541330 (Architect and Engineering – General: Other), though each solicitation will confirm applicable codes. Primary USACE points of contact are Claudia M. Montero (Administrative Management Assistant), Jaclyn Yocum (Contract Specialist for NAMRU-S), and M. Renee Booth (Contracting Officer for NAMRU-S). The document is provided in both English and Spanish.
