About this file

This is a Sources Sought Questionnaire for an Architect-Engineer (A-E) Survey & Mapping Multiple Award Task Order Contract (MATOC) covering the Central America, South America, and Caribbean Area of Responsibility (AOR).

The questionnaire assesses market capability across four primary sections. Section A requests business size designation (Large Business or Small Business) and applicable socioeconomic status categories (SDB, 8(a), HUBZone, WOSB, EDWOSB, SDVOSB, VOSB). Section B evaluates corporate experience, including past performance as prime contractor on A-E surveying and mapping services outside the continental U.S. within the past 10 years, with specific focus on Central America, South America, and Caribbean experience. Respondents must indicate whether their firm or proposed subcontractors/teaming partners hold or have previously held required licenses and permits (surveyor licenses, engineering registrations, business operating permits, or equivalent authorizations) for 34 specific countries and territories, including Puerto Rico, U.S. Virgin Islands, 13 Caribbean nations, 7 Central American countries, and 11 South American countries. Section C addresses technical and personnel capabilities, including ability to self-perform five survey types (Topographic & Control Surveys per EM 1110-1-1005, Hydrographic Surveys per EM 1110-2-1003, Real Estate/Boundary/Cadastral Surveys per ALTA/ACSM standards, Construction Layout & Alignment Surveys, and Photogrammetric & LiDAR Mapping), employment of licensed Professional Land Surveyors (PLS) or Professional Engineers (PE), secure digital data handling procedures, and multilingual personnel capabilities. Section D assesses logistical and teaming capabilities, specifically experience mobilizing survey equipment to the target AOR while navigating customs, import/export requirements, and managing host-nation subcontractors.
