About this file

This is a Questions and Answers document for Solicitation W51AA126QA044, an ISO 14001 Audit Services contract with the Department of the Army. The document addresses vendor inquiries regarding the scope, organizational structure, and regulatory requirements for conducting environmental management system (EMS) audits at a government facility.

Key details from the Q&A include: the facility has an estimated population of 3,200 personnel for bidding purposes; the previous contract was W25G1V23P0053; the organization operates under Title V Synthetic Minor, NPDES Permit, Drinking Water Permit, and Part B permit requirements; shift work occurs in the Paint Shop during third shift (2300-0700 hours); five adverse environmental events requiring EPA or state agency reporting occurred in the past three years; and the last audit was a surveillance audit conducted in February 2026. The government confirmed it has all previously issued ISO 14001 certificates and has not relied on consulting firms to establish or maintain the EMS. The government clarified that offerors must be Certification Bodies accredited to ISO 17021 by an International Accreditation Forum member with ISO 14001 scope, and auditors must be Lead Auditors certified by Exemplar Global or the International Registry of Certificated Auditors, with copies of accreditation and auditor certifications required in technical proposals. The solicitation closing date is April 29, 2026 at 12:00 PM EST, and the facility is classified as High risk/complexity for EMS purposes.
