About this file

This is a Questions & Answers document for Solicitation W51AA1-26-Q-A037 addressing clarifications on tower maintenance and inspection requirements.

The document clarifies scope and procedures for tower maintenance and safety inspections. One-time maintenance repairs are limited to those specified in PWS Section 5.1, with plumb and tension evaluations conducted annually during inspections; any necessary repairs are addressed under Time & Materials CLINs. Foundation and below-grade inspection work is required as part of annual maintenance. Regularly scheduled yearly safety inspections must comply with Unified Facilities Criteria (UFC) code for the respective structure type, including TIA-222 for guyed towers, though Professional Engineer signature and sealing of inspection reports is not required. The contractor may bring necessary equipment such as boom or scissor lifts onto the facility to complete repairs on Building 32 Platform and Building 31 Platform without constraints. The contract scope covers only structural aspects of towers; antennas, coax, and equipment mounted on towers are excluded from inspection and repair requirements. Additionally, the contract requires Cybersecurity Maturity Model Certification (CMMC) in accordance with FAR provisions 252.204-7025 and clause 252.204-7021 for processing Federal Contract Information or Controlled Unclassified Information, with certification completed through the SPRS module of PIEE.

Questions & Answers

1. Are the plumb and tension of all wires included in the one-time maintenance and must they be checked during the annual maintenance?

Currently no other immediate repairs are included with one-time maintenance other than those provided in PWS Section 5.1. Plumb and tension is to be evaluated annually during inspection and any repairs needed will be addressed under the T&M CLINs.

2. Is any foundation or other below grade inspection work required for the annual maintenance?

Yes

3. Regarding the Regularly Scheduled Yearly Safety Inspections from section 5.2 of the Performance Work Statement:

-Are these inspections to be completed to a specific code? i.e.ANSI/TIA-222-I

Yes, please see PWS Section 1.4. Towers are to be inspected in accordance with Unified Facilities Criteria (UFC) code for the respective type of structure. That includes TIA-222 for guyed towers.

-Would you like these inspection reports to be signed and sealed by a PE?

No PE signature is required.

4. To complete repairs on the Building 32 Platform & Building 31 Platform, a boom or scissor lift may be required. Are there any issues or constraints with getting this equipment into the facility?

There should be no issue with bringing necessary equipment on base to perform inspections.

5. Will the antennas, coax, or equipment on the towers require inspections and /or repairs?

No, just the structural aspects of the tower.

6. Will this contract require a CMMC certification?

The Cybersecurity Maturity Model Certification (CMMC) Program is a requirement for new contracts to increase assurance that prospective contractors and subcontractors have implemented contractually required cybersecurity standards for nonfederal information systems that will process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI) during contract performance. Please see provision 252.204-7025 and clause 252.204-7021 for more details. The certification will be completed in the SPRS module of PIEE.
