About this file
This document is a Minimum Specification for a Fiber Optic Testing Set, outlining detailed technical requirements for a portable testing device. The specification requires a test set that can function in multimode and single-mode configurations, with testing capabilities including measuring fiber length, optical loss, polarity checking, and end face inspection. Key performance characteristics include a power measurement range of -75 to +15 dBm, ability to test up to 12 km in Multimode and 100 km in Single-Mode, a high-contrast 3.5" color touch-screen LCD, and memory to store 10,000 loss test results.
The device must meet specific size and power constraints, being no larger than 9" x 7" x 3" and weighing under 2 pounds, with a battery and 120 VAC charger included. The test set must comply with TIA, ISO, and IEC standards, and meet safety requirements per IEC 60825-1 and CFR 1040.10. The contractor is required to provide two sets of commercial manuals and offer a minimum one-year warranty for parts and labor, with potential longer manufacturer warranties to be passed through to the government. This specification is associated with a Department of the Army Request for Information (RFI) solicitation number W51AA125Q0047 for a Fiber Optics Test Kit.

MINIMUM SPECIFICATION FOR
FIBER OPTIC TESTING SET
Requirements. The fiber optic test set shall be a portable fiber optic output loss tester for tier 1 fiber certification with the following features and capabilities as a minimum:
Performance Characteristics & Features.
- Test set shall function in either multimode or single-mode with a testing speed of 6 seconds or less
- Test set power measurement range shall be from -75 to +15 dBm as a minimum.
- Test set shall measure up to 12 km in Multimode and 100 km in Single-Mode
- Test set shall employ optical interface via interchangeable adapter LC/PC, LC/APC.
- Test set shall have a minimum of a high-contrast 3.5” color LCD with touch-screen functionality.
- Test set memory shall store up to 10,000 loss test results
- Test set shall perform Pass/Fail testing based on Telecommunication Industry Association (TIA) 568.3, International Organization for Standardization (ISO) 11801 and ISO/International Electrotechnical Commission (IEC) 14763-3 standards
Testing Capabilities:
- Fiber optic test set shall be capable of measuring fiber length.
- Fiber optic test set shall be capable of measuring optical loss (two fibers and two wave lengths)
- Fiber optic test set shall be capable of checking polarity.
- Fiber optic test set shall be capable of inspecting fiber end faces.
- Fiber optic test set shall be capable of generating certification reports.
Accessories: The fiber optic test set shall include but not be limited to a patch cord microscope with a FMAE LC duplex optical interface
Machine Size: The Fiber Optic Test set shall not be greater than 9” high by 7” wide by 3” deep nor weigh more than 2 pounds such that it is portable and be carried easily throughout the shop or in the field as required to perform fiber optic assembly testing.
Power: The Fiber Optic Test set shall include battery and charger. The charger shall operate on 120 VAC, single phase, 60 cycle power.
Safety: The fiber optic test set shall meet all requirements set forth in IEC 60825-1(2002 and comply with CFR 1040.10 except for deviations per Laser Notice No. 50, July 2001 Key Feature #4. It shall also be compliant with CSA/UL/IEC 61010-1
Documentation: The contractor shall provide two sets of commercial manuals with the fiber optic test set. This documentation shall be provided at the same time as the machine delivery.
Warranty: The equipment furnished under this specification shall be warranted for parts and labor for a minimum of 1 year from the date of acceptance. IN THE CASE OF ANY COMPONENTS OR SUBSYSTEMS WHICH COME WITH A WARRANTY FROM THE MANUFACTURE THAT IS LONGER THAN A YEAR, THAT WARRANTY WILL BE PROVIDED TO THE GOVERNMENT WITH THE OTHER REUQIRED DOCUMENTATION. THE EXISTANCE OF WARRANTIES FOR COMPONENTS OR SUBSYSTEMS WHICH HAVE A DURATION OF LONGER THAN ONE YEAR IN NO WAY NEGATES OR DIMINISHES THE RESPONSIBILITY OF THE CONTRACTOR FOR PROVIDING WARRANTY OF THOSE COMPONENTS OR SUBSYSTEMS FOR A PERIOD OF ONE YEAR AFTER THE DATE OF ACCEPTANCE. There shall be single contractor accountability to prevent confusion of responsibility if a problem or breakdown occurs.
