About this file

This is a Questions and Answers document for Request for Proposal W51AA1-26-R-0012, issued by the government on 7 May 2026 for CDC Playground Upgrades. The document addresses three key areas of clarification submitted by potential offerors during the presolicitation phase.

Regarding the climbing structure requirement for toddlers, the government references U.S. Army Corps of Engineers (USACE) standard design criteria for equipment specifications and guidance rather than providing a specific structure model or image. For the existing play surface comprised of rubber pellets with turf top, offerors must verify its current condition and identify any applicable safety standards it fails to meet prior to solicitation closing. If the existing surface meets current standards, work shall proceed per contract specifications; if it does not meet standards, the government will provide additional guidance. The contractor is required to obtain a Certified Playground Safety Inspector (CPSI) to conduct an independent inspection and provide written documentation certifying that the completed playground meets all applicable standards prior to government acceptance. The document will be incorporated into the solicitation and any resulting contract.

Exhibit 6 – Questions and Answers

Date: 7 May 2026

Note: Verbiage may have changed from the initial Requests for Information (RFI)/Questions submitted, however, the context of the questions did not. Similar questions were combined and one answer provided. If you feel as though a(n) RFI/Question you submitted was not addressed, or was done so without providing a clear and concise answer, please notify the Contract Specialist, Mark Buonomo.

This Question and Answer document shall be incorporated into the solicitation and any resultant contract.

Question #1: The requirement to provide a climbing structure for toddlers is unclear.

Some of these structures are priced in excess of $50,000. Kindly provide guidance on the expected size and whether the structure should include additional elements such as a climbing wall, tunnel, slide, etc. If there is a specific structure the government has in mind, a reference image would be greatly appreciated.

Answer #1: Reference the U.S. Army Corps of Engineers (USACE) standard design criteria for climbing structure equipment requirements and guidance.

Question #2: We have been informed that the existing play surface (rubber pellets with turf top) does not meet current playground standards. If the existing structure is extended, it may not comply with current standards. Please confirm whether this condition is acceptable to TYAD.

Answer #2: Offerors shall verify the condition of the existing play surface and provide the specific safety standards that it fails to meet prior to the closing of this solicitation. If it’s determined that the existing play surface DOES meet current applicable standards, then all work shall be completed in accordance with the specifications and other applicable contract documents and attachments. If it DOES NOT meet standards, the Government will provide further guidance.

Question #3: Is an independent, 3rd party inspector required to inspect the work prior to requesting Government acceptance?

Answer #3: Yes. IAW the Design Criteria exhibits, the Contractor shall provide written documentation that the playground meets all applicable standards and has been inspected by a Certified Playground Safety Inspector (CPSI) prior to turning over to the Government.
