About this file

This is a Statement of Work (SOW) appendix for shuttle transportation services at Installation X under Army Materiel Command (AMC). The contractor must provide comprehensive transportation services for Soldiers to and from designated dining facilities and other locations across the installation, with operations structured in three tiered service levels prioritizing Essential Station Messing (ESM) Soldiers, then expanding to all Soldiers, DOW civilians, contractors, and military dependents on a space-available basis. The contractor is fully responsible for providing all personnel, vehicles, equipment, maintenance, fuel, route signage, and administrative systems; the government will furnish no resources, facilities, or government furnished property (GFP).

The contractor must maintain a fleet of vehicles including at least two ADA-compliant transports with boarding assistance hardware, ensure 100% mission availability through preventative maintenance and repairs, and achieve 80% daily vehicle capacity utilization and 90% on-time performance standards. All drivers must possess valid driver's licenses, government security clearances, fewer than two moving violations in 12 months, English fluency, and must undergo annual winter driving training and mandatory remedial training following any traffic violations or accidents. The contractor shall implement a customer-facing mobile application providing real-time data including route maps, departure/arrival times, service alerts, and usage analytics; record ridership via CAC readers; conduct daily reporting on ridership, routes, and operational metrics; perform 10-panel drug screening for all personnel prior to service and annual testing thereafter; and notify the Contracting Officer's Representative (COR) immediately of any vehicle accidents, service disruptions, weather impacts, or driver status changes. The COR is designated to monitor technical contract compliance without authority to modify contract terms, and the contractor must appoint a point of contact available Monday through Friday, 0800 to 1630, to resolve contractual issues. Routes and schedules are provided in Attachment 1 with example locations including dining facilities (Rocky II, Spartan, Hunter Airfield/Chisholm), kiosks, barracks, and operational facilities with specified days and hours of operation ranging from early morning (0730) through evening (1900) service windows.

Installation X Appendix A – Installation Transportation Services DRAFT v8

13 March 2026

1. DESCRIPTION OF REQUIREMENT

Army Materiel Command (AMC) has established a firm funding ceiling for Soldier transportation to and from designated dining facilities at Installation X. Any service requirements exceeding this designated funding threshold are the sole responsibility of the Installation Senior Commander.

Nothing in this contract shall be construed as creating a contractual relationship (privity) between the U.S. Government and any labor organization representing the Contractor's employees. The services provided under this contract are strictly non-personal in nature. Under this contract, no employer-employee relationship will exist between the Government and the contractor and/or between the Government and the contractor’s employees. No contractor employee will be directly supervised by the Government. All individual employee assignments, and daily work directions, shall be given by the contractor. If the contractor believes any Government action, inaction or communication would create a personal services relationship, or appearance of, between the Government and any contractor employee, the contractor shall promptly notify the KO. Additionally, the contractor shall ensure all contracted employees fully understand the Government–contractor relationship. All contract employees must be fully aware that Government personnel do not have direct authority over contractor personnel. Additionally, all contractor employees must fully understand that only the KO has the authority to change the terms of the contract and only the KO has authority to direct work. Both KO and COR can provide guidance.

The Contractor is solely responsible for the negotiation, implementation, and funding of all bonus programs, incentive pay, or supplemental compensation agreed upon through Collective Bargaining Agreements (CBAs) or other formal labor-management practices. The Government shall not be liable for any costs associated with bonuses not explicitly mandated by Federal law (e.g., the Service Contract Act or Davis-Bacon Act). The Government is not a party to the Contractor’s labor agreements. Any commitments made by the Contractor to its employees regarding bonuses are the sole financial responsibility of the Contractor. Negotiation of a new or revised CBA during the period of performance shall not constitute a basis for an equitable adjustment or a claim for additional funds to cover bonus or incentive pay.

Installation X requires transportation to move Soldiers to and from barracks and places of employment to designated food locations across the installation. Transportation services may be extended to additional locations and other installation tenants based on installation Senior Commander Quality of Life (QoL) initiatives.

Transportation services shall be for all Essential Station Messing (ESM) Soldiers with meal cards first, then all Soldiers, DOW civilians, contractors, and military dependents on a “space-available” basis as outlined in DODM 4500.36. QoL initiatives will be included as funding allows.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Shuttle Transportation Services at Installation X. The Contractor shall ensure all operations meet the performance standards specified in this contract.

The Contractor shall furnish and maintain all assets in working order such as but not limited to:

• A fleet of vehicles sufficient in quantity and capacity to meet mission requirements, including at least two (2) Americans with Disabilities Act (ADA) compliant transport equipped with necessary boarding assistance hardware.

• All vehicle fuel, preventative maintenance, and repairs required to ensure 100% mission availability.

• Professional route signage and shuttle decals/markings for easy passenger identification, subject to Contracting Officer Representative (COR) approval.

• All necessary hardware and consumables, including computers, printers, paper, and ink, required for manifest tracking or administrative reporting.

The Contractor shall maintain a clean and sanitary environment for passengers and staff by providing standard sanitation and cleaning supplies and Personal Protective Equipment (PPE), including disposable gloves and other consumables as required by current health protocols.

Installation X has X Dining Facility (DFAC) locations and X kiosks. Routes must incorporate these X locations with flexibility to adjust as locations temporarily close, become permanently unavailable for use, or shift operating hours.

The contractor shall provide all labor, equipment, facilities, and materials necessary to perform.

The government will not provide personnel, facilities, materials, or Government Furnished Property (GFP). All requirements must be met using contractor-acquired and/or contractor-owned resources.

The contractor shall ensure that drivers meet all applicable requirements to operate vehicles pertaining to this contract (compliance with applicable federal, state, and local licenses, permits, and insurance required for vehicle operation. This includes possessing a valid driver’s license and the minimum required government security clearance). The contractor shall ensure all drivers have fewer than two moving violations within the previous 12-month period. Any violation of reckless driving is strictly prohibited.

The Contractor shall ensure all personnel are fully qualified, licensed, and trained to perform transportation services at Installation X in accordance with all applicable Federal, State, Army Regulations and policies. The Contractor shall provide personnel possessing all appropriate professional certificates and licenses required by federal, state, and Army regulations for the specific vehicle types operated. Personnel in a "training status" shall not be utilized as substitutes for fully qualified personnel or counted toward minimum staffing requirements during active service hours. The contractor, at its own expense shall maintain all qualifications and certifications required to fulfil the requirements of this contract.

The Contractor shall manage and document all required training, licensing, and road-testing procedures. The Contractor shall conduct Annual Winter Driving Training for all operators to ensure safety and mission readiness during inclement weather. Any Contractor driver convicted of a moving violation or determined to be at fault in a traffic accident shall be referred for mandatory remedial training prior to resuming duties.

All drivers must be fluent in English (speaking and understanding) and shall wear the appropriate uniform, including a high-visibility safety vest, at all times while performing duties.

By submitting a proposal, the contractor certifies that all drivers are free of any medical or health conditions that could impair driving ability or compromise passenger safety. In addition, the contractor shall not employ any U.S. Government personnel if such employment creates a conflict of interest or the appearance thereof.

The Government reserves the right to require the immediate removal of any driver from service under this contract for failure to comply with these requirements.

The Contractor shall notify the Contracting Officer’s Representative (COR) immediately upon discovery of any change in a driver’s licensing status, health eligibility, or driving record.

Transportation services operating on the installation shall implement a free customer-facing mobile application designed to deliver real-time data and advanced functionality, ensuring seamless delivery and enhanced user experience. The application shall include features such as route maps, real-time departure and arrival times, service alerts, nearby stop locations, walking distance to stops, usage volume and the ability to save favorite stops for public users. The application shall provide transportation usage data to support operational insights and decision-making. This may be done through the My Army Post App (MAPA), which is maintained and managed by the government, or through a third-party application. The contractor shall meet this requirement.

Tier 1: The contractor shall develop routes to move X number of ESM Soldiers to/from barracks, places of employment, and food locations.

Tier 2: The contractor shall develop routes to move total Soldier population to/from barracks, places of employment, and food locations.

Tier 3: The contractor shall develop routes to move Soldiers, DOW civilians, contractors, and military dependents to/from barracks, places of employment, food locations, and QoL locations identified by installation Senior Commander.

The Contractor shall develop and submit optimized transportation routes based on Government-provided parameters, including specific locations, building numbers, physical street addresses, and required days/hours of operation. (see attachment 1 for an example)

All proposed routes, schedules, and stop locations are subject to the review and approval of the Government prior to implementation. The Contractor shall not modify, add, or delete approved routes or stops without prior coordination and subsequent approval from the Government. The Government reserves the right to mandate route adjustments based on mission changes, traffic patterns, or installation security requirements.

The contractor shall record ridership using Common Access Card (CAC) readers installed on any vehicle used to satisfy transportation requirements in this contract. A potential rider without a valid CAC will be denied ridership. For these purposes, a valid CAC means the individual falls into the service tier currently being supported by the contractor.

The contractor shall meet with the COR, as needed, to determine any revisions to ridership, routes, pick-up/drop-off points, and/or hours of operations based on usage data or changes to food/QoL locations. The COR will notify the contractor in writing of any of these changes.

2. DELIVERABLES

Routes and Schedules: The contractor shall establish/provide routes and schedules to include pick-up/drop-off points and times that accommodate hours of operation listed in attachment 1 (as an example).

Contingency Service: The contractor shall provide contingency drivers to prevent a lapse in service due to employee availability. The contractor shall immediately notify the COR when a vehicle is not in service due to driver availability which could result in schedule delays. The contingency drivers shall possess the same qualifications and perform the schedule of those drivers regularly scheduled.

Delays or Disruptions in Service: The contractor shall immediately report to the COR all vehicle breakdowns or other problems which may affect service. When a vehicle breakdown occurs, it shall be the responsibility of the contractor to swap out the vehicle with another from its internal fleet and continue service.

Weather: The contractor shall immediately notify the COR if unfavorable road conditions exist (inclement weather) that may render contractor vehicles unsafe to operate. The contractor shall receive a response from the COR within one hour of notification as to whether to discontinue service.

Future Delays: If the contractor foresees that they will not be able to provide service on a given day, they will provide advance written explanation of why and provide it to the COR. This documentation must be signed by the contractor’s designated responsible POC. The COR will determine if service from another source is required. If this occurs, the COR will immediately notify the contractor once a decision is made.

Contractor Communication System: The contractor shall maintain two-way communication between drivers and dispatchers during operating hours. The contractor shall be available to accept calls from the COR during the hours of 0800 to 1630 Monday through Friday. Each contract vehicle will be GPS enabled. The contractor will provide the government with access to near real-time data on contract fleet daily operations.

3. REPORTING

Drug Testing: All Contractor personnel assigned to this contract shall undergo and pass a 10-panel (or as otherwise specified by Army Regulation) drug screening prior to performing any service. The Contractor shall conduct annual drug testing for 100% of personnel assigned to this contract. The Contractor shall perform immediate drug and alcohol testing following any vehicle accident or upon reasonable suspicion of impairment. The Contractor shall maintain records of all testing and provide a "Certificate of Compliance" to the COR upon request.

Drivers List: The contractor shall provide a list of drivers and a copy of each driver’s valid driver’s license on day one of FOC. If a change to personnel is to be made affecting this order, the contractor shall provide the COR with an updated list with an explanation as to why the change occurred.

Ridership: A rider will swipe his/her CAC when entering the vehicle at each pick-up point, and again when exiting at a drop-off point. The contractor shall report accurate ridership headcounts, route and pick-up/drop-off point usage, and high and low demand hours of operation to the COR by extracting data from CAC readers installed in contract vehicles. The report is due to the COR daily. In addition, the contractor shall provide heat maps to identify rider population.

Accidents: In the event of a vehicle accident, the Contractor shall adhere to the following protocols: The Contractor shall notify the Contracting Officer Representative (COR) and Installation Safety Office via telephone and email within one (1) hour of the occurrence. The vehicle involved shall not depart the scene, and service shall not continue in that specific vehicle. The driver involved shall remain at the scene until an authorized investigation is complete or a law enforcement officer releases the scene. Before any vehicle or driver leaves the scene, the driver shall compile a comprehensive Passenger Manifest, including Full Name, Contact Phone Number, and Place of Employment/Unit. The driver and/or supervisor shall complete all required Army and Contractor accident report forms and submit them to the COR within 24 hours of the incident. The Contractor shall provide a replacement driver and vehicle to the scene within one (1) hour of the accident to ensure minimal disruption to the route and the comfort/safety of passengers.
