About this file

This is a Justification and Approval document for Other Than Full and Open Competition for a sole source procurement.

The Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC) requests a sole source contract with AUCOS (Integrated Technologies, Inc), a certified AUCOS dealer for the geographical region, for repair, technical support, and maintenance of the Plating Shop AUCOS system software and rectifiers. The U.S. Army Contracting Command – Rock Island (ACC-RI) projects contract award for August 2026 and will obligate fiscal year 2026 Army Working Capital funds. The estimated total contract value is $918,150.00 (inclusive of evaluated options under IAW 52.217-7), covering a base period from 17 August 2026 through 16 August 2027 with four one-year option periods extending through 16 August 2031. The contract excludes FAR clause 52.244-5 regarding competition in subcontracting due to the absence of subcontracting opportunities.

The requirement encompasses all labor, technical support, and materials necessary to maintain AUCOS US software systems controlling automated plating processes at RIA-JMTC. Specific services include 24-hour phone support with 72-hour onsite emergency response, two planned annual on-site maintenance visits, one-time in-depth on-site training on PLC programming and software architecture, preventative maintenance and calibration of rectifiers with parts supply, and proprietary software support including updates, patches, licensing support, and access to technical documentation. The justification cites the proprietary nature of AUCOS software as custom-designed and integrated specifically for RIA-JMTC's plating processes, with AUCOS being the only vendor possessing legal rights to modify the proprietary source code and access internal control systems. Market research confirmed that non-OEM vendors lack the proprietary codes and access required for offline debugging and custom compilation essential to operations. The authority cited is 41 U.S.C. 1901(e)(2), as implemented by RFO FAR 12.102(b), and no other sources have expressed written interest in the requirement.

Department of Army Justification and Approval for Other than Full and Open Competition

1a. Requiring Activity: Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC)

1b. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: RIA-JMTC requests a sole source contract with AUCOS (Integrated technologies, Inc a certified dealer designated for RIA-JMTC's geographical region) for the repair, technical support, and continued maintenance of the RIA-JMTC ‘s Plating Shop AUCOS system software and rectifiers. ACC-RI projects award for August 2026 and will obligate fiscal year 2026 Army Working Capital funds. An acquisition plan is not required because this procurement does not meet the threshold at Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 207.103-70(a)(2).

3. Description of Supplies/Services: The requirement includes all labor, technical support, and materials necessary to maintain the AUCOS US software systems that control all automated plating processes at RIA-JMTC. Specific services include:

• Phone and Emergency Support: 24-hour response phone support and 72-hour on-site emergency support for server software issues, PC diagnostics, and PLC/Server collaboration.

• Preventative Maintenance: Two planned on-site maintenance trips per year to perform PLC/PC program backups, hardware checks, database updates, network connectivity checks, and software bug fixes.

• Training: One-time, in-depth on-site training on both PLC programming and higher-level software architecture of the AUCOS line control system.

• Rectifier Services: Preventative maintenance, calibration, repair, and parts supply for all rectifiers in the plating department.

• Proprietary Support: Maintenance including product updates, revisions, patches, licensing support, and access to proprietary technical documents and databases.

Control No: NA Contractor: Integrated Technologies, Inc Supply/Service: Aucos Software Support

Est Dollar Value: $

Some of the essential technical support that AUCOS will be performing includes proprietary software maintenance (product updates, revisions, patches/releases), proprietary licensing support, and telephone/email support with technical experts who have direct knowledge of product development and implementation. The procurement of AUCOS software maintenance and support through Integrated technologies, Inc., an AUCOS certified dealer designated for RIA-JMTC's geographical region, is strongly recommended due to the AUCOS application already being installed, the databases built, the training completed, procedures in place, and the systems already understood.

Attempting to introduce a third-party contractor to repair or maintain the existing controls would introduce unacceptable operational risks and potentially void software support agreements. The cost associated with replacing this software would far exceed the annual maintenance cost of the current product. It is in the best interest of the Government to continue procuring this software support on a sole-source basis to prevent significant schedule delays and duplication of costs that are not expected to be recovered through competition.

6. Efforts to Obtain Competition: ACC-RI will publish the notices as required by FAR

5.201. However, given that this is a sole source action, effective competition is not applicable. Additionally, the contract will exclude FAR clause 52.244-5, "Competition in Subcontracting," since there are no subcontracting opportunities associated with this requirement.

7. Actions to Increase Competition: A Notice of Intent to Sole Source will be published on SAM.gov. While any capabilities statements received will be evaluated, current market knowledge and IP restrictions dictate that only AUCOS (Integrated technologies, Inc) has the legal right to access, modify, and utilize the proprietary source code and technical data required to fulfill this requirement.

8. Market Research: Market research indicates that while other companies may have general IT or control system repair capabilities, they do not possess the legal right to modify or integrate AUCOS’s proprietary source code or access their internal control systems. Furthermore, non-OEM vendors lack the proprietary codes and access required for offline debugging and custom executable compilation essential to RIA- JMTC’s operations.
