About this file
This is a Contractor Questions and Answers document for the DRS Assault Kitchen Utensils solicitation (W519TC26QA227) issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal.
The document addresses three key contractor inquiries regarding procurement requirements. Q1 concerns the applicability of DFARS 252.225-7001 Buy American requirements to Vollrath slotted and solid spoons (CLINs 0008 and 0009) manufactured in India, with the government clarifying that equivalent products are acceptable provided they meet Buy American requirements, product specifications, and are accompanied by a Certificate of Conformance upon delivery. Q2 requests confirmation of the correct Franklin Machine Products part number for CLIN 0002 (Kitchen Ladle, 8 oz), with the government confirming part number 137-1080 is the required vendor item. Q3 seeks clarification on the delivery schedule for CLIN 0010, with the government confirming the intended delivery requirement is 30 calendar days from date of award. These answers constitute Solicitation Amendment 1 and provide binding guidance for contractors preparing quotations in response to this kitchen utensils procurement.

DRS ASSAULT KITCHEN UTENSILS CONTRACTOR QUESTIONS
Q1. - Lines 0008 (Vollrath 46985 slotted spoon, qty 190) and 0009 (Vollrath 46973 solid spoon, qty 266): DFARS 252.225-7001 Buy American applies, and the named Vollrath items are manufactured in India, which is not a qualifying country. Would the government accept the named Vollrath items as foreign end products, evaluated under the Buy American price evaluation factor, or does the government require a domestic or qualifying-country end product for these lines?
- If a domestic or qualifying-country end product is required, would the government accept an equivalent slotted and solid spoon that meets the Vendor Item Drawing dimensions and material, under the "or equivalent" language, in place of the named Vollrath part numbers?
- If an equivalent is acceptable, what documentation should accompany the quote to demonstrate equivalency (for example, a manufacturer spec sheet)?
A1. Yes, an equivalent is acceptable as long as it meets the Buy American requirements, product specifications, and a COC is provided upon delivery.
Q2. CLIN 0002, Kitchen Ladle. CLIN 0002 identifies Franklin Machine Products part number 137-1080 for the 8 oz kitchen ladle. However, Drawing 002481153 – KITCHEN LADLE appears to identify Franklin Machine Products part number 137-1060.
Could you please confirm whether the correct referenced part number for CLIN 0002 is 137-1060 or 137-1080?
A2. 137-1080 is the vendor part number we are looking for.
Q3. In Section F, the delivery schedule for CLIN 0010 appears to state “30 Calendar Year” from date of award. Would you please confirm whether the intended delivery requirement for CLIN 0010 is 30 calendar days?
A3. This should be 30 calendar days.
