About this file
This document is Amendment 0001 to Solicitation W519TC26QA154 issued by Army Contracting Command - Rock Island (ACC-RI) on June 30, 2026.
The solicitation procures 228 pairs (456 each) of flat mount weld-on hinges for the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). The requirement is being conducted under Federal Acquisition Regulation (FAR) Part 12 for commercial products and services. The Government intends to award one firm fixed-price (FFP) purchase order to the lowest-priced, responsive, and responsible contractor. Amendment 0001 extends the response due date from June 30, 2026 to July 7, 2026 at 6 PM Central Standard Time and adds supplementary clauses and deviations. Delivery is required to Rock Island Arsenal, IL 61299, with on-time delivery being critical; failure to meet delivery schedules may result in order termination. A Certificate of Conformance (CoC) is required at delivery and must be emailed to the contract specialist. Standard commercial packaging is acceptable, and Item Unique Identification marking is not required given the per-unit cost is below the $5,000 threshold. The Government will evaluate proposals and issue an award without discussions except for clarifications. Key points of contact are Contract Specialist Andrew Owens and Contracting Officer Kelly Hendricks. Additional FAR and DFARS clauses incorporated address small business rerepresentation, employment reports on veterans, safeguarding covered defense information, buy American requirements, prohibitions on inverted domestic corporations and delinquent tax liability, and annual representations and certifications via the System for Award Management (SAM).

SOLICITATION NARRATIVE
1. The Army Contracting Command - Rock Island (ACC-RI) hereby issues solicitation W519TC26QA154 for the procurement of Flat Mount Weld on Hinges in support of the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC) and is issued in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Products and Commercial Services).
The Government intends to award one Firm Fixed Price (FFP) purchase order to the lowest price, responsive, and responsible contractor whose quote conforms to the terms and conditions of the solicitation and represents the lowest total evaluated price. Contractors are responsible for providing their best price at the time of the quote submission. Contractor's responsibility will be determined as outlined in FAR 9.104-1. The Government intends to evaluate proposals and issue an award without discussions with Offerors (except for clarifications as described in FAR 15.306 (a)).
Certificate of Conformance (COC) will be required for all items at delivery and emailed in advanced to contract specialist.
2. All offerors must complete the following provisions contained within this solicitation if they have not completed it within the System for Award Management (SAM). Failure to comply may result in your firm being considered noncompliant.
3. Quotes shall include delivery to Rock Island Arsenal, IL 61299.
4. On time delivery is critical. Therefore, the contractor must adhere to the delivery requirements indicated in this purchase order. Failure to comply with the contractual delivery schedule after award may result in termination of the order or require consideration if the Government elects to extend your delivery. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflict, etc., are not acceptable excuse for failing to meet your delivery schedule. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and/or Contracting Officer designated in this purchase order prior to being late. Contractors must provide written notice of what the delay is, the new proposed delivery schedule, and offered consideration for the delay for Government consideration. If the Government elects to extend your delivery, a formal modification will be implemented. It is the responsibility of the contractor to ensure they are providing quality products that conform to the purchase order terms and conditions (to include delivery schedule). Early Delivery is acceptable at no cost to the Government.
