About this file
This document is a Questions and Answers (Q&A) spreadsheet for a box culvert bridge material solicitation from the McAlester Army Ammunition Plant (MCAAP). The solicitation seeks six sets of identical box culvert bridge materials for modernization and repair work, with specific technical requirements including a 16ft span, 8ft rise, 78ft length without end sections, and 1ft wall/floor/ceiling thickness. Technical specifications include an E-80 train design load, and delivery is requested as soon as possible, with a target date of January 30, 2026.
Bid submission details require vendors to email proposals to mackenzie.a.helgerson.civ@army.mil, with mandatory SAM registration. Vendors must provide comprehensive pricing and account for every listed item in their submission. Key technical clarifications from the Q&A include that connectors between culvert sections vary by manufacturer, reinforcing schedules will differ, and detailed drawings are attached to the SAM.gov posting. The solicitation is being managed by the Department of the Army Materiel Command Contracting Command at Rock Island Arsenal, with a solicitation closing date of December 22, 2025.

| Questions and Answers for Box Culverts | |
| 1. Could you provide detail for the connectors that are needed? | Answer: The connectors between culvert sections vary per manufacturer and are not part of the design. |
| 2. Because precast RCP is built to the design engineer's requirements and is not an inventory item, they are unable to provide accurate pricing without reviewing the project plans and design details. Could you please provide details of the following if available: culvert plan/layout, precast RCP design details, reinforcing schedule and design load | Answer: - The span needs to be 16ft from the inside of one wall to the other. The rise needs to be 8ft from the floor to the ceiling. The length without end sections is 78ft. The wall, floor, and ceiling thickness is 1ft as well as having 1ft chamfers. |
-The design load for all 3 structures is an E-80 train. The reinforcing schedule will vary per manufacturer and is not part of my design. That is why we are going with pre-engineered culvert sections.
| 3. | Do you have any loading criteria for the culverts? Such as depth of cover and expected live loading? This drives the specific steel designs for approval prior to manufacture. | Answer: Refer to answer to question #2 |
| 4. Do you have any detailed drawings for the box culverts themselves? | Yes, attached drawing has been added to the SAM posting. | |
| 5. What is the soil cover needded over the culverts? | It will be ballast but will already be provided. | |
| 6. What is the Vehicle Load Rating needed? | Answer: Refer to answer to question #2. | |
| 7. There are 6 sets of (identical) culverts correct? | Answer: Yes, 6 sets of identical culverts. | |
| 8. It says delivery on or before Jan. 30, 2026, do all of these boxes need to be delivered by that date or just the start of the delivery requirement? | Answer: We need them as soon as possible. |
