About this file
Justification and Approval for Other Than Full and Open Competition
This is a Justification Review Document for a sole source procurement of 3D printer waste removal services for the Joint Manufacturing and Technology Center (JMTC) at Rock Island Arsenal. The U.S. Army Contracting Command – Rock Island Arsenal (ACC-RIA) will award a Firm Fixed Price contract to Safety-Kleen for waste removal and disposal services. The requiring activity is JMTC, which operates metal 3D printers that produce hazardous metal powder waste including condensate oil, filters, and sand. The waste is highly explosive and poses significant safety risks to personnel. Services will occur at JMTC and must comply with OSHA and EPA regulations. The contractor must respond to emergencies in minutes due to explosive risk. The contract award is planned for fiscal year 2026 and will be funded through Army Working Capital Funds (AWCF). The procurement falls below the threshold requiring an acquisition plan per DFARS 207.103-70(a)(2).
The base period and contract includes four one-year option periods, with a total estimated value covering the base and all options based on an Independent Government Estimate (IGE). The justification for sole source competition under 41 U.S.C. 1901(e)(2) and 1903, implemented by FAR 12.102(b), cites Safety-Kleen's unique capabilities to handle this specific hazardous waste. The contractor possesses required certifications to dispose of explosive metal 3D printer waste, with a facility located minutes from the Arsenal to ensure rapid emergency response. Market research identified no other company meeting the critical response time requirements or possessing necessary certifications. The contracting officer certified the anticipated cost or price as fair and reasonable. Approval was granted for this other than full and open competition procurement by the approving authority.
