About this file
This is a Justification for Exception to Fair Opportunity (JEFO) document approving a sole-source award under the Logistics Civil Augmentation Program (LOGCAP) V multiple-award IDIQ contract.
The Army Sustainment Command (ASC) requested a Cost-Plus-Fixed-Fee (CPFF) task order (W519TC-26-F-A640) with KBR Services, LLC under LOGCAP V base contract W52P1J-19-D-0044 to provide comprehensive base life support (BLS) and sustainment services at Fort Bliss, Texas, specifically at Dona Ana Base Camp (DABC) and Camp Westbrook, New Mexico. Services include temporary billeting facility management; mobile shower units, latrines, and handwashing stations; bulk and personal laundry operations; solid waste removal; greywater disposal; custodial services; pest control; and food service operations delivering two hot meals daily (breakfast and dinner) compliant with military nutritional standards. The base period of performance spans a limited duration aligned with FBTX's projected capacity recovery as rotating units vacate the installation. The justification cites FAR 16.507-6(b)(1), which permits exceptions to fair opportunity when agency need is so urgent that providing fair opportunity would result in unacceptable delays. The document notes that less than 18 days existed between requirement definition and the full operational capability target date, while a standard competition among four LOGCAP V contractors would require approximately 180 days. KBR, as the regionally aligned contractor for U.S. Northern Command (USNORTHCOM) and the only LOGCAP V contractor currently providing support in the USNORTHCOM area of responsibility, was selected to meet the urgent timeline. The Contracting Officer, Alissa S. Rohm (ACC-RI), approved the after-the-fact JEFO, with funding from FY 2026 Operations and Maintenance, Army appropriation. The procurement history table documents multiple prior CPFF task orders awarded to KBR under the same base contract, all competitively awarded or justified under fair opportunity exceptions, with award dates ranging from April 2019 through April 2025.

Contractor: KBR Services, LLC Supply/Service: LOGCAP V BLS Support, FBTX Surge
Department of the Army Justification for Exception to Fair Opportunity
1a. Requiring Activity: Army Sustainment Command (ASC), Installation Management Command (IMCOM)
1b. Contracting Activity: U.S. Army Contracting Command Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.
2. Description of Action: Army Sustainment Command (ASC) requests a Cost-Plus- Fixed-Fee (CPFF) task order under Logistics Civil Augmentation Program (LOGCAP) V multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract W52P1J-19-D-0044 with KBR Services, LLC (KBR). Under this action, KBR will fulfill an urgent requirement to provide comprehensive Base Life Support (BLS) and sustainment services at two Fort Bliss, Texas (FBTX) sites, Dona Ana Base Camp (DABC) and Camp Westbrook, New Mexico. This is a post award Justification for Exception to Fair Opportunity (JEFO) for the LOGCAP support described above and in the following paragraphs. Prior to the Notice to Proceed (NTP) discussed herein, the JEFO approval authority concurred with the use of Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 16.507-6(b)(1) and agreed to formally approve this JEFO after NTP.
ASC, via the LOGCAP Program Management Office, requested ACC-RI issue a NTP on based on ASCs urgent and emerging operational requirements at FBTX. , ACC-RI executed a limited NTP under LOGCAP V IDIQ Contract W52P1J-19-D-0044. This limited authorization directed KBR to initiate immediate market research and sources-sought activities restricted exclusively to Service Code 04.06 (Food Service Operations). ACC-RI formally implemented this requirement via Undefinitized Contract Action (UCA) as a new task order, W519TC-26-F-A640, against Contract W52P1J-19-D-0044. ASC provided Fiscal Year 2026 Operations and Maintenance, Army funds.
An Acquisition Plan is not required in accordance with (IAW) Defense Federal Acquisition Regulation Supplement 207.103(e) because this acquisition is included in the Principal Assistant Responsible for Contracting approved LOGCAP V program level Acquisition Plan, dated 18 December 2017. The LOGCAP V Acquisition Plan approved the use of Multiple Award IDIQs with regionally aligned Setting the Theater (STT) task orders to satisfy the guaranteed minimum. Initial service performance task orders were awarded to the regionally aligned contractor. New requirements within a theater are competed unless a JEFO approval is obtained. IAW the LOGCAP V Acquisition Strategy, Business Arrangement, requirements approved under a JEFO are sourced to the regionally aligned contractor.
On 12 April 2019, the four LOGCAP V base IDIQ contracts and multiple task orders were awarded. This included a task order award to KBR for the United States Northern
Command (USNORTHCOM) STT activities, which includes crisis action planning and emerging requirements. KBR was the only contractor to receive a LOGCAP V task order in the USNORTHCOM region. Under the STT task order, the regional LOGCAP contractor conducts pre-activation planning, including efforts prior to LOGCAP being authorized to perform services, to shorten response time and establish the conditions for successful execution of future operations. Pre-activation planning includes developing an in-depth knowledge of the area of operations, a robust vendor base with possible sub-contractors, and an in-depth understanding of the geo-political environment in order to function in a multitude of possible scenarios. As stated above, KBR is the regionally aligned contractor for USNORTHCOM and is the only LOGCAP V contractor currently providing LOGCAP support in the USNORTHCOM area of responsibility (AOR). As such, the services described above supporting the FBTX will be awarded to KBR on a sole source basis due to ASCs urgent and compelling need for LOGCAP support. Providing fair opportunity amongst all LOGCAP V IDIQ contract holders would have resulted in unacceptable delays to this critical requirement, which is further explained in paragraph 5 below.
3. Description of Supplies/Services: Army Regulation 700-137 established LOGCAP as a DA regulatory program to plan for and provide contracted capabilities to assist commanders in accomplishing their missions when the sustainment force structure is not available or not an option for contingency and non-contingency requirements LOGCAP V services include, but are not limited to, the following:
Camp Construction Various Health and Medical Services Facilities Management Hazardous Material/Hazardous Waste Management Vector & Pest Management Services Laundry Service Operations Food Service Operations Morale, Welfare, and Recreation Power Generation Water Production Billeting Waste and Sewage Management Material Handling Equipment Operations Maintenance Transportation Motor Pool Operations Shuttle Bus Service Class III Retail Operations Fire Fighting Services and Fire Protection Oxygen Generation Operation and Maintenance Project Planning Government Provided Automation Systems Government Support Services
Mortuary Affairs Corps Logistics Services Support Material Yard Gravel Trans Load Corps Logistics Services Support Distribution Center Central Issue Facility Self Service Supply Center Class II Bulk Fuel Operations Class V Operations Class VIII Medical Supply Support Activity Class IX (Air) Supply Support Activity Field Maintenance Theater Transportation Mission Airfield Operations and Management Services Theater Transportation Recovery Operations Theater Movement Control Container and Cargo Management Convoy Support Center Defense Logistics Agency Contingency Support Retrograde Procurement and Supply management Repair Roads, Railways, or Parking Lots Agricultural Cleaning in Support of Retrograde Operations Redeployment Staging Base Operations
This requirement is to acquire temporary BLS and logistics sustainment services under
LOGCAP.
To support the health, welfare, and readiness of the force, the contractor shall provide comprehensive base life support operations for up to across two geographically separated training sites within the FBTX complex, DABC and Camp Westbrook, New Mexico. Contracted deliverables encompass the management and maintenance of temporary billeting facilities; the provision and servicing of mobile shower units, latrines, and handwashing stations; full-service bulk and personal laundry operations; and essential ancillary site services, including solid waste removal, greywater disposal, custodial services, and pest control. Additionally, the contractor shall provide food service operations capable of preparing and serving two hot meals per day (breakfast and dinner) compliant with military nutritional and health standards across both remote range locations.
The anticipated base period of performance is from
. This limited duration aligns with FBTXs projected installation capacity recovery, as other rotating units currently occupying base infrastructure are scheduled to vacate the installation on
c. The urgent and compelling nature of this requirement, combined with the extremely compressed timeframe for supporting on short notice, precludes any delay in contract award. LOGCAP V is the only viable contract vehicle capable of maintaining uninterrupted force protection and essential BLS services. During the planning phase, alternative courses of action were thoroughly analyzed but ultimately deemed non-viable due to severe geographic, capacity, and timeline constraints.
Specifically, the utilization of other U.S. bases and camps were heavily considered; while some units were successfully redirected to Camp Atterbury and Fort Hood, the remaining affected units must reside near an active CRC to facilitate immediate deployment. Since Camp Atterbury and FBTX are the only two active CRC locations in the country, utilizing any other standard military installations is logistically unacceptable and operationally non-viable.
Furthermore, relying on existing local contract vehicles is impossible.
Finally, suspending or delaying support to execute a standard, full-and-open contract competition is entirely unacceptable as historical data for similar urgent actions shows it would take at least 18 months.
Therefore, LOGCAP V is the sole instrument capable of rapidly delivering the required surge capacity and distributed infrastructure to safeguard soldier welfare and guarantee mission readiness.
d. The LOGCAP V competition required all offerors to demonstrate a global capability.
This means that all four LOGCAP V contract holders are capable of performing the required services. However, due to the immediate support required for the mobilization and demobilization operations at FBTX, there is insufficient time to conduct a task order competition under LOGCAP V using fair opportunity procedures. The requirement was not defined or formally requested until , leaving less than 18 days until the target date for full operational capability LOGCAP performance. Based on similar LOGCAP procurements, it would take at least 180 days for ACC-RI to compete the requirement amongst the four LOGCAP V contract holders. This encompasses a minimum of 30 days to provide adequate time to request and receive proposals from the four LOGCAP V contract holders, followed by evaluations, meaningful exchanges (if required), task order award, debriefings, and potential protests. As such, KBR, as the regionally aligned contractor for USNORTHCOM and the only LOGCAP V contractor currently providing LOGCAP support in the USNORTHCOM AOR, can provide this urgent requirement without an unacceptable delay.
e.
6. Actions to Increase Competition: ACC-RI will conduct task order competitions for new, emerging requirements under LOGCAP V using fair opportunity procedures when conditions permit. At this time, the U.S. Government believes this is a one-time requirement, and as such does not anticipate an enduring situation that would justify a future competition among LOGCAP V multiple award IDIQ contract holders.
Consideration will be given to the Randolph Sheppard Act (RSA) if the requirements within this JEFO become sustaining, to include additional market research. ACC-RI recognizes the RSA provides priority to blind vendors when competing full food service dining facility requirements.
7. Market Research: The following actions were evaluated in September 2026 for feasibility as an alternative to this justification:
a) Use of Organic Military Capabilities: The military does not possess sufficient organic logistics assets or culinary personnel at FBTX to absorb an unexpected surge for BLS and sustainment services for an additional
b) Utilization of Other U.S. Bases/Camps: The utilization of other U.S. bases/camps were taken into consideration, and some units were sent to Camp Atterbury and Fort Hood. However, the units affected need to remain near a CRC location to deploy when needed. Camp Atterbury and FBTX are the only two CRC locations, making other U.S.
bases/camps unacceptable for use.
c) Utilization of Existing Installation Garrison Contracts: Existing BOS and local service contracts at FBTX lack the required scope, contract ceiling, surge capacity, and geographically distributed food service infrastructure needed to support over on short notice.
d) Suspension or Deferral of Services: Suspending or delaying support until a full competition can occur is unacceptable, as it would immediately deprive soldiers of essential life support, violating basic health, sanitation, and nutritional standards while creating a critical bottleneck in the deployment pipeline.
e) Compete Requirement amongst other LOGCAP V Contractors: While other LOGCAP V contractors are technically capable, KBR is uniquely qualified as the only source able to meet the missions urgent timeline. Awarding to another contractor would require a task order competition, creating unacceptable delays through administrative lead times and mobilization lag. Utilizing KBR, the active USNORTHCOM provider, leverages an established regional footprint to guarantee immediate, seamless support.
