PERFORMANCE WORK STATEMENT (PWS)

MODERNIZATION OF ENTERPRISE TERMINALS (MET) DEPOT AND ENGINEERING SERVICES SUPPORT

GENERAL

The mission of Program Executive Office Command, Control, Communications-Tactical Project Manager Integrated Enterprise Network (PM IEN), Product Manager Wideband Enterprise, Satellite Systems (PdM WESS) is to acquire, deliver, and sustain superior strategic enterprise wideband military satellite communications (SATCOM) for the Department of Defense (DOD) and the Joint Warfighting Community.

Overview This PWS defines the requirements for a non-personal services contract to provide sustainment support and engineering services to support SATCOM terminals managed by the PdM WESS. This contract includes support for the SATCOM terminals affiliated with the MET and AN/GSC-52 Modernization (52 Mod) programs.

Background PdM WESS manages the acquisition, development, sustainment and modernization of enterprise SATCOM systems for use with Wideband Global Satellite (WGS), Defense Satellite Communications Systems (DSCS), and commercial satellite constellations.

The MET provides SATCOM via WGS and other transponded X- and Ka-Band satellites. The MET consists of X-Band and dual-band (simultaneous X- and Ka-Band) large-fixed configurations, dual-band small-fixed configurations and dual-band transportable configurations. Fixed configurations consist of a pad-mounted antenna subsystem along with electronic equipment installed in the antenna and in a site-provided electronic equipment building. Transportable configurations consist of a mobile antenna subsystem and an operations and maintenance van. Transportable configurations are provided in standard and high-altitude electromagnetic pulse (HEMP) hardened configurations. Selected large-fixed configurations are also HEMP hardened.

The 52 Mod Program modernized and extended the life of all AN/GSC-52 terminals and provided commonality among the family of DSCS strategic terminals. The modernization of the AN/GSC-52 fixed and vanized terminals was accomplished by application of modification work order (MWO) kits. Less extensive modifications were completed on the AN/GSC-39, AN/FSC-78 and AN/TSC-86 terminals to retain maximum commonality of subsystems among all the family of DSCS terminals. Restoral terminals were procured and deployed to most sites which enabled continued mission communications during modification of the site’s respective terminals. The original 52 Mod Program additionally augmented the terminals’ capabilities and supported new requirements SATCOM Gateway sites and the Missile Defense Agency (MDA).

Scope This contract includes support for SATCOM terminals affiliated with the MET and 52 MOD programs supporting the DOD and allied SATCOM community. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to provide sustainment support and engineering services, including telephonic and onsite technical assistance, terminal installation, deinstallation, installation team support, integrated product support (IPS) to support the following SATCOM terminals:

MET Program: AN/GSC-52B(V)1 through 6 and 10 through 12.

52 Mod Program: AN/GSC-52A(V)1 through 8; AN/FSC-78C(V); AN/GSC-39C; AN/TSC-86F; OU-187 L-Band Interface Unit; and OM-88, Anti-scintillation Modem.

Test, measurement and diagnostic equipment (TMDE) and special tools associated with the MET and 52 Mod Programs There are or will be approximately 110 terminals to be sustained at approximately 56 worldwide locations. These terminals are operated and maintained by US Army, US Navy, US Air Force and US Space Force major commands as well as the Australian Defence Force (ADF).

Period of Performance (PoP) The PoP for this contract consists of a one-year base period, and four one-year option periods.

The Contractor shall submit a list of Contractor Authorized Representatives (CAR) to and request a list of AGRs from the COR within five business days after award. The Contractor and COR shall submit updated lists to each other as changes occur.

The CARs shall be authorized to coordinate work effort through the provisions of this PWS with the Governments’ respective program AGRs. The respective CARs and AGRs shall be responsible for ensuring adequate funding for the respective program is obligated on the contract prior to obtaining COR approval to commence work under this PWS.

Holidays The contractor is authorized to observe US Federal holidays. However, with written direction from the Government, contractor personnel may be required to work on Federal holidays due to critical mission requirements. Observation of holidays does not apply to technical assistance, installation, and de-installation activities.
