About this file
This is Amendment 0002 to Solicitation W519TC-25-R-0016, issued by Army Contracting Command – Rock Island for the procurement of M82 and M82A1 percussion primers. The amendment provides answers to 33 questions submitted by offerors regarding technical specifications, packaging, testing requirements, contract administration, and proposal submission procedures.
Key technical clarifications address drawing specifications, adhesive allowances, lacquer drying times, packaging markings, barrier bag dimensions, and ballistic lot acceptance sampling. The Government confirmed that the M82A1 geometry is correct, that all changes from drawing revision AK to AL are clerical and acceptable, and that input energy requirements per MIL-DTL-46296D take precedence over specified ball diameter and drop height for testing. Regarding production capability, the Government clarified that minimum monthly production of 20,000 primers in any M82/M82A1 combination and maximum of 115,417 primers per month represent potential requirements for a single awardee, not aggregate across all awardees. The Government also stated that First Article Testing will be required and not waived, with separate FAT required for each configuration variant, though offerors may request FAT waivers separately. Proposal submission may be directed to either Mrs. Megan Kirby or Mr. Benjamin Riessen via email or DoD SAFE. The amendment does not extend the proposal submission deadline (14 September 2026, 4:00 P.M. CT per Amendment 0001), and all other terms and conditions of the solicitation remain unchanged.

*** End of Narrative A0000 ***
The purpose of Solicitation W519TC-25-R-0016, Amendment 0002 is to provide answers to the following questions submitted in response to the Solicitation:
Q1. On Part 1301423 Rev - Foam Washer, M82A1, there is no adhesive listed on the drawing. Would the USG allow an adhesive on one side of the washer as a manufacturing processing aide?
A1. THE USG IS OPEN TO ANY IDEAS THAT IMPROVE DESIGN AND MANUFACTURABILITY. HOWEVER, ANY ADHESIVE ADDITION WOULD HAVE TO UNDERGO
ADDITIONAL TESTING TO ENSURE COMPATIBILITY.
Q2. Does the USG require a specific drying/curing time of the Tinted Cellulose Nitrate Lacquer Type I or II, Spec MIL-L-10287, before subsequent processing or testing?
A2. A DRYING TIME IS NOT SPECIFIED.
Q3. In Part No. 13101861, Packing and Marking for Box, Fiberboard for M81A1, Primer, Percussion, Marking Instruction M2 requires descriptive nomenclature in each barrier bag. Is there a requirement for this marking to be a sticker or simply a piece of paper? In addition, the same marking instruction requires Lot-XXXX. Can the USG define what is expected in the XXXX - is it the full lot number of a 4-digit lot number?
A3. THE REQUIREMENT IS FOR NOT A PIECE OF PAPER AND MARKING INSTRUCTIONS ARE FOR THE FULL LOT NUMBER.
Q4. Regarding the barrier bag question above, is the nomenclature that is called out supposed to go IN the sealed bag or ON the sealed bag?
A4. THE NOMENCLATURE IS ON THE SEALED BAG.
Q5. TDP / Drawing Clarification: The body drawing shows the M82 body as PN 8861198, while the M82A1 body is PN 8861198-1. The drawing title block, however, shows drawing number for M82 body as 8861198 (SHT 1) and the M82A1 body as 88611981 (SHT 2). We believe this is an error. The drawing number should be the same on both sheets, and the dash numbers should designate the differences from the base number.
Seek direction before FAI/PCA.
A5. THE M82 BODY IS DWG 8861198 (SHT 1) AND THE M82A1 IS DWG 8861198-1 AND ALSO SHT 2. THE GOVERNMENT WILL INVESTIGATE IF THE DRAWINGS
NEED TO BE UPDATED.
Q6. Please verify: is the geometry of the special notch for the M82A1 Body correct? The 3D model of this item doesn't match the TDP.
A6. THE GEOMETRY OF THE SPECIAL NOTCH FOR THE M82A1 BODY IS CORRECT.
Q7. Reference Drawing 13101861; Packaging and Marking for box, Fiberboard for M82A1, Primer, Percussion
a. Note 4 gives dimensions on the envelop barrier material that the M82A1 will go into
b. For the outside dimensions it states "Advisory Outside Dimensions: 2" x 4""
c. Does the term "Advisory" give us flexibility to use a larger outer bag if doing so would make automated packaging easier?
A7. CORRECT, HOWEVER IT'S RECOMMENDED TO MAINTAIN DIMENSIONS AS CLOSE TO 2X4" AS POSSIBLE.
Q8. Will the USG consider a minimum guaranteed order specific to year 1? This will allow NRE to be segregated to one year in the pricing matrix and result in a lower proposed total price to the USG.
A8. THE ONLY GUARANTEED MINIMUM THAT WILL BE AWARDED AS A RESULT OF THE SOLICITATION IS OUTLINED IN SECTION A.8.
Q9. Per Section L.3.3.2 the solicitation states "Font and Size: Proposals must adhere to the following font and size requirements: --
Font Family: Times New Roman or Arial, -- Font Size: No smaller than 12 point." Will the Government please consider permitting a reduced font size of 10 pt. for tables, diagrams, the IMS, Process Maps, and other graphics?
2 6
W519TC-25-R-0016
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
A9. THE FONT SIZE REMAINS AT 12 POINT.
Q10. CDRL A015, Test and Inspection reports, requires the FAT report to be submitted 270 calendar days after contract award. Meanwhile, the FAT does not have a delivery date in the CLIN schedules. Will the USG allow a proposal showing FAT and FAT report submittal later than 270 calendar days to align with the contractor's production approach? Or will an IMS violating this CDRL submittal date result in a noncompliant proposal?
A10. THE FAT DATE MUST ADHERE TO CDRL REQUIREMENT IN THE IMS.
Q11. In Drawing 8861204 Container Assembly, Note 3 requires cleaning of the part in accordance with finish No. 5.4 of MIL-STD-171.
However, Finish 5.4 in MIL-STD-171 Rev F is for Corrosion-resisting steel not to be painted and requires post-processing by nitric acid or citric acid baths. Can the U.S. Army confirm this is the proper cleaning method after brazing?
A11. THIS IS THE CORRECT CLEANING METHOD.
Q12. Since the full M82A1 TDP was not released until August 6, will the USG extend the window for submitting questions through August 14 to allow a full technical evaluation?
A12. THE USG EXTENDED THE WINDOW FOR SUBMITTING QUESTIONS TO 13 AUGUST 2026 VIA AMENDMENT 0001.
Q13. Given the above questions regarding TDP release and cost-drivers with protective finish, will the USG extend the proposal submittal due date by two weeks to September 14, 2026?
A13. THE USG EXTENDED THE PROPOSAL SUBMITTAL DUE DATE TO 14 SEPTEMBER 2026, 4:00 P.M. CT VIA AMENDMENT 0001.
Q14. Under Critical Items on page 9 of the solicitation, what is the Case? Should this be Body? Could you provide a drawing number or verify if this is intended to be the Body DWG. 8861198?
A14. CORRECT, THIS IS BODY DWG 8861198
Q15. Primer supplier has stated revision AL of drawing 10522621 is only revision that they can produce currently while solicitation mentions revision AK of the drawing.
A15. ALL CHANGES FROM REVISION AK TO AL ARE CLERICAL AND ACCEPTABLE FOR PRODUCTION/PURCHASE.
Q16. Can you confirm the input energy requirements stated in MIL-DTL-46296D w/ Amend 2 3.7 and 3.8.1 take precedence over the ball diameter and drop height as specified in 4.7.1.1 and 4.7.3.
A16. THE PURPOSE OF CORRECT BALL DIAMETER, WEIGHT, AND HEIGHT IS TO ACHIEVE THE DESIRED INPUT ENERGY REQUIREMENTS. THE MAIN OBJECTIVE IS
TO TEST THE PRIMER'S FUNCTION/NONFUNCTION CAPABILITIES UNDER THOSE SPECIFIC INPUT ENERGIES.
Q17. Page 24 of the solicitation mentions 25 M82/ M82A1 test samples for BLAT, and the end item specification, MIL-DTL-46296D w/ Amend
2, mentions changing to 10 samples after 3 successful BLAT's. Could you confirm that the change to 10 BLAT samples per the specification will apply.
A17. IAW SECTION 4.7.4.2.2, THE REDUCED RATE WILL APPLY AFTER THREE CONSECUTIVE SUCCESSFUL BALLISTIC LOT TESTS.
Q18: Section G's payment-allocation instructions reference FAR 52.232-16, Progress Payments; however, FAR 52.232-16 does not appear in the Section I clause list. Please confirm whether FAR 52.232-16 will be incorporated into each resultant IDIQ contract and, if so, identify the applicable progress-payment and liquidation rates.
A18: THE PROGRESS PAYMENT CLAUSE FAR 52.232-16 WILL NOT BE INCORPORATED INTO A RESULTANT CONTRACT.
Q19: Sections A.7 and A.8 state that the initial delivery order issued concurrently with the basic IDIQ contract will fund the $5,000
Technical Data Package review. Exhibit A requires the First Article Test Plan under CDRL A014 at 120 calendar days after contract award and the First Article Test Report under CDRL A015 at 270 calendar days after contract award. Please confirm whether CLIN 0001 FAT will also be ordered at or near basic contract award. If FAT is ordered under a subsequent delivery order, please confirm when the 120-day and 270-day periods begin.
A19: CLIN 0001 FAT WILL BE ORDERED WITH THE FIRST DELIVERY ORDER AWARDED. FAT PERIODS UNDER A SUBSEQUENT DELIVERY ORDER BEGIN WITH
AWARD.
Q20: CLIN 0001 and Attachment 0001 provide one FAT price for each ordering period, while the solicitation requires the successful offeror to produce both the M82 and M82A1 configurations. Please clarify:
3 6
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
a. Whether separate first articles are required for the M82 and M82A1;
b. Whether the single FAT price applies to one configuration, both configurations collectively, or each configuration separately; and
c. Whether an offeror may request FAT waiver separately for the M82 and M82A1 based on prior production and Government acceptance.
A20: (A) SEPARATE FAT WOULD BE REQUIRED FOR M82 VS M82A1 BASED UPON VARIANT REQUESTED IN DELIVERY ORDER. (B) FAT PRICE APPLIES TO BOTH.
(C) YES, OFFEROR MAY REQUEST FAT WAIVERS SEPARATELY.
Q21: Attachment 0007 appears to contain the following discrepancies on both the EPA BRASS and EPA STEEL worksheets:
a. The final ordering-period column is labeled "Ordering Period 4" rather than "Ordering Period 5";
b. The formulas in cells D22, F22, H22, and J22 appear inconsistent with the formulas used for the preceding quantity ranges; and
c. The workbook contains a hidden worksheet referencing another solicitation and an external workbook link.
A21: A REVISED ATTACHMENT 0007 HAS BEEN INCORPORATED INTO SECTION J OF THE SOLICITATION. THE REVISED ATTACHMENT CORRECTLY LABELS
ORDERING PERIOD 5, REVISED THE FORMULAS, AND REMOVED THE EXTERNAL WORKBOOK LINK. THERE ARE SEPARATE WORKSHEETS FOR STEEL AND BRASS WHERE
OFFERORS MAY PROVIDE THE OUNCES-PER-UNIT INFORMATION.
Q22: Attachment 0001 provides one production unit price for the combined M82/M82A1 CLIN within each quantity range. For a delivery order containing quantities of both NSNs, please confirm:
a. Whether the applicable quantity range will be determined using the combined quantity of the M82 and M82A1;
b. Whether the quantity range will instead be determined separately for each NSN; and
c. Whether the same proposed unit price applies to both configurations.
A22: THERE WILL NOT BE A DELIVERY ORDER ISSUED CONTAINING QUANTITIES OF BOTH NSNS. WITHIN THE PRICE MATRIX, THE PRICE PROVIDED WILL
APPLY TO BOTH CONFIGURATIONS.
Q23: Section B states that the minimum monthly production schedule is 20,000 primers in any combination of the M82 and M82A1 configurations. Section L.4.1.1.1.C refers to a minimum of 20,000 each M82/M82A1 primers per month, while Section M.3.1.1.1.C refers specifically to 20,000 M82A1 primers per month. Please confirm:
a. The minimum monthly production capability that offerors must demonstrate; and
b. Whether the stated maximum of 115,417 primers per month represents a potential requirement for a single awardee or the aggregate requirement across all awardees.
A23: THE MINIMUM AND MAXIMUM QUANTITIES PROVIDED IN THE SOLICITATION REPRESENT A POTENTIAL REQUIREMENT FOR A SINGLE AWARDEE, NOT AN
AGGREGATE FOR ALL POTENTIAL AWARDEES.
Q24: Section A.23 directs offerors to email the proposal to Mr. Benjamin Riessen and states that no other form of submission will be accepted. Section L.1.4 directs submission to both Ms. Megan Kirby and Mr. Riessen and permits use of DoD SAFE due to file-size limitations. Please confirm:
a. The required proposal recipients;
b. Whether email and DoD SAFE are both authorized submission methods; and
c. Whether an offeror using DoD SAFE must also send the proposal by email.
A24: PROPOSAL SUBMISSIONS MAY BE SUBMITTED TO EITHER MRS. KIRBY OR MR. RIESSEN VIA THE EMAIL ADDRESSES PROVIDED OR DOD SAFE. IF
SUBMITTED VIA DOD SAFE, PLEASE REQUEST A SUBMITTAL LINK IN AN APPROPRIATE AMOUNT OF TIME PRIOR TO THE PROPOSAL SUBMISSION DEADLINE.
Q25: Please clarify the following Past Performance Factor instructions:
a. Section L.4.2.3.1 directs offerors to include the POC list in "Volume 3, Section 1," although Volume 3 is the Price Factor and must be maintained separately from non-price information. Please confirm that the POC list should be included in Volume 2, Section 1.
b. Section L.3.1.2 establishes a twenty-five-page maximum for Volume 2, while Section L.4.2.5.3 states that the number of pages submitted for adverse contract performance is unlimited. Please confirm whether Section 3, Adverse Contract Performance, is excluded from the twenty-five-page limit.
c. Section L.4.2.3.1 directs the offeror to send the PPQ to both the Government contracting activity and technical representative.
Please confirm whether the Government requires a separate completed PPQ from both representatives for each contract reference, or whether one completed PPQ per reference is sufficient.
A25: (A) CORRECT, THE POC LIST SHALL BE LISTED IN VOLUME 2, SECTION 1. (B) PLEASE SEE SECTION L.4.2.1 FOR PAST PERFORMANCE PAGE
LIMITATIONS. (C) ONE COMPLETED PPQ PER REFERENCE IS SUFFICIENT.
Q26: Attachment 0010 requests small-business goals based on "Total Contract Value (Awarded)," while Section L.4.4.2 requires proposed goals based on the total contract value, including all ordering periods. Please identify the dollar-value denominator offerors must use at proposal submission to calculate the overall and socioeconomic-category commitments. For example, should offerors use the Total
Evaluated Price, the individual IDIQ ceiling, an anticipated award value, or another value specified by the Government?
A26: OFFERORS SHALL USE THE TOTAL EVALUATED PRICE FOUND ON THE ATTACHMENT 0001, PRICE MATRIX FOR THEIR "TOTAL CONTRACT VALUE (AWARDED)"
FIELD UNDER ATTACHMENT 0010.
4 6
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
Q27: Section H.1 requires the OPSEC SOP/Plan within ninety calendar days after contract award. Attachment 0004 and CDRL A004 require submission within thirty calendar days after the Contracting Officer provides the Critical Information, but Attachment 0004 provides twenty days for Government disposition while CDRL A004 provides ten calendar days. Please identify the controlling submission, Government-review, and contractor-resubmission schedule. Please also confirm that Attachment 0005 is provided as a sample only and that
Section H.1, DoDI 5200.48, and other applicable CUI requirements control in the event of a conflict, including requirements for encrypted electronic transmission and destruction that prevents reconstruction.
A27: GOVERNMENT DISPOSITION OF THE OPSEC PLAN WILL BE IN ACCORDANCE WITH ATTACHMENT 0004, TWENTY DAYS. ATTACHMENT 0005 IS PROVIDED AS A
SAMPLE ONLY.
Q28: For proposal planning purposes, please provide the Government's current, non-binding planning estimates for:
a. Contract award;
b. Issuance of the initial production delivery order;
c. First required production delivery; and
d. Anticipated monthly quantities or production ramp during Ordering Period One.
Please also indicate whether the anticipated schedule assumes First Article Test approval or First Article Test waiver.
A28: CONTRACT AWARD DATES ARE TO BE DETERMINED HOWEVER ALL OFFERORS SHALL ASSUME FIRST ARTICLE TESTING WILL BE REQUIRED AND NOT WAIVED.
Q29: Does the Government currently anticipate that M82 requirements will primarily support Direct Commercial Sales (DCS), Foreign
Military Sales (FMS), or other overseas customers, and that M82A1 requirements will primarily support U.S. Government domestic requirements? If so, please provide the anticipated quantity mix by configuration and intended destination.
A29: THE ANTICIPATION IS TO ONLY ORDER M82A1S BUT HAVE THE OPTION FOR M82S IF THAT IS DEEMED MISSION CRITICAL.
Q30: For M82 primers intended for overseas shipment, does the applicable packaging requirement include a moisture-vapor barrier bag around the paperboard container? Please identify the controlling drawing or packaging provision.
A30: NO ADDITIONAL BARRIER BAG FOR OVERSEAS SHIPMENT.
Q31: Does the Government anticipate using the M82 configuration for surge or contingency production requirements? If so, please provide the anticipated surge rate or planning quantity.
A31: THE ANTICIPATION IS TO ONLY ORDER M82A1S BUT HAVE THE OPTION FOR M82S IF THAT IS DEEMED MISSION CRITICAL.
Q32: May separate production delivery orders issued during the same ordering period contain overlapping delivery schedules, or will additional quantities added under Section A.12 commence only after completion of the original delivery-order quantity?
A32: SITUATION DEPENDENT. THE USG WOULD NOT ASK AN OFFEROR TO PRODUCE TO A CAPACITY THEY ARE NOT CAPABLE OF THAT IS OUTSIDE THE STATED
QUANTITIES IN THE RFP.
Q33: Please advise the required lead time after award for initial First Article. Lead time from AFATA to production is noted, but there is no stated requirement from contract award to initial FAT.
A33: THE REQUIRED LEAD TIMES FOR THE INITIAL FIRST ARTICLE SHALL BE IN ACCORDANCE WITH EXHIBIT B, CRDL'S A014 AND A015. A FIRST ARTICLE
WILL ONLY BE REQUIRED IF AN AWARDEE IS ISSUED A RESULTING DELIVERY ORDER AWARD.
The date and time for receipt of proposals is not extended as a result of this Amendment.
All other terms and conditions of Solicitation W519TC-25-R-0016 remain unchanged and applicable.
