About this file

This is a Justification and Approval document for sole-source procurement under FAR 6.302-1(a)(2), prepared by the U.S. Army Contracting Command – Rock Island (ACC-RI) for Program Executive Office (PEO) Enterprise. The Army intends to award a sole-source contract to Tricentis Americas, Inc for an Enterprise License Agreement (ELA) covering their automated testing suite, including Tosca, qTest, NeoLoad, LiveCompare, Data Integrity, and Vision AI tools. The procurement will be structured as a firm-fixed price contract funded through Army Working Capital Operation funds, Army Operation and Maintenance (OMA), and Army Other Procurement (OPA) funds.

The justification cites that Tricentis is the only source capable of meeting Army requirements due to their proprietary no-code test automation platform, which maintains STIG compliance and Authorization to Operate (ATO) on NIPR networks without requiring ongoing code updates. The tools are already deployed across multiple Army programs including GFEBS, LMP, and GCSS-Army, with successful implementation demonstrating cost reductions in testing and validation. Market research was conducted through RFIs on CHESS ITES-SW2 and NASA SEWP V, with responses evaluated and alternative solutions deemed inadequate for Army requirements, particularly for air-gapped systems testing. The document emphasizes that transitioning to alternative solutions would result in substantial duplication of costs, operational delays, and extensive reconfiguration requirements that would not be recovered through competition.

deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition.

6. Reason for Authority Cited: The Tricentis Automated Testing Solutions are proprietary and uniquely capable of meeting the Army’s requirements for automated testing, performance monitoring, and data validation.

a. Background: Tricentis is the only completely codeless test automation solution on the market. This allows for a continued ATO on the NIPR network and STIG compliance without the need to update customized code, no matter how fast the technology updates. Key justifications include:

Proprietary Technology:

For example, Vision AI is specifically designed o Object Recognition Without Network Dependency: Vision AI uses advanced algorithms to interact with graphical user interfaces (GUIs) entirely within the isolated environment, ensuring security and compliance without relying on external libraries or network connectivity.

o Adaptability to Visual Changes: Vision AI dynamically adjusts to GUI layout changes, reducing the need for manual script updates, which is vital for systems frequently updated or patched.

o No-Code Automation: Vision AI allows testers to create scripts without coding expertise, making it accessible to Army personnel and reducing reliance on external contractors.

o While other tools, such as , can theoretically be configured to work in , they lack the specialized features and adaptability of Vision AI. is a commercial tool that excels in GUI testing and cross-platform automation but has limitations in scalability, SAP integration, and . is an open-source framework ideal for web application testing but requires

programming expertise and lacks support for SAP systems or non-web applications. Neither tool offers the advanced AI-driven object recognition and adaptability provided by Vision AI, making them less effective for testing complex workflows in air-gapped systems.

Integration Across Army Systems: Tricentis tools are already deployed across multiple Army programs, including GFEBS, LMP, and GCSS-Army. Continuing and expanding the ELA ensures seamless integration and avoids compatibility issues across PEO Enterpise-wide systems.

Cost Efficiency: A sole-source ELA provides significant cost savings compared to piecemeal procurement. The Army will benefit from volume discounts and centralized support as supported in Table 1. Additionally Table 2 discusses the cost impact of migration costs to competitors such as .

Operational Continuity: Transitioning to alternative solutions would require extensive reconfiguration, retraining, and testing, resulting in operational delays and increased costs. Table 2 below discusses more of the expected cost and delay impacts.

Following an in-depth review of commercial test and automation software to be used to satisfy the Government’s newly evolved requirement, the Government determined that only a suite of tools from Tricentis, will fulfill all the testing and automation requirements needed for the ARMYERPs and maintain out of the box compliance with STIG and NIPR requirements. This is done by being a no-code platform which requires no ongoing updates for STIG and NIPR requirements. This combination of capabilities is peculiar to Tricentis.

7. Efforts to Obtain Competition: The current requirement was competed among contractors authorized to resell the Tricentis suite of test and automation tools via CHESS ITES SW2. RFIs were released on CHESS ITES-SW2 (#495770) and National Aeronautics Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP) V (#311308) and closed on . The CHESS ITES-SW2 RFI received responses from industry which included

CHESS.

a. Effective Competition: In an effort to find the most cost-effective, advantageous route for the USG to continue and expand the Tricentis effort, this requirement is being sourced direct Original Equipment Manufacturer (OEM). Based on the findings of market research conducted in , including internet searches to competitors websites, previous contract W519TC-24-F-0313, and one-on-ones with industry, only Tricentis possesses the unique capabilities and expertise necessary to fulfill the requirements of this acquisition. Therefore, FAR 5.202(a) – Exception: Only One Responsible Source and No Other Sources – applies, precluding the need for further competitive solicitation at this time. It is clear that procuring directly from Tricentis is the most advantageous approach for the government.

Due to the highly specialized nature of the Tricentis Testing and Maintenance Toosl, effective competition is limited. Tricentis’ tools are critical to meeting the Government’s requirements and is not readily available from other sources. While other companies offer similar products/services, they lack the capabilities (such as Vision AI which provides air-gapped systems) necessary to meet the performance requirements.

b. Subcontracting Competition: The Government will require Tricentis to demonstrate a commitment to maximizing subcontracting opportunities, particularly with small and disadvantaged businesses. The contract will include a clause requiring Tricentis to provide a Subcontracting Plan, outlining efforts to solicit offers from multiple subcontractors for all available work. The Government will review the proposed

CUI//SP-SSEL

Subcontracting Plan to ensure it demonstrates a good-faith effort to obtain competition in its subcontracting activities and will monitor Tricentis' compliance with the approved plan throughout the contract period.

8. Actions to Increase Competition: LMP, EBS-C, and ACC-RI conducted market research and explored the OEM t automated testing platform as an alternative solution.

The Army will remain vigilant in monitoring the ever-changing world of IT solutions in case an alternative solution leads to expanded competition. The Army is developing a comprehensive and unclassified Technical Data Package (TDP) outlining the detailed technical requirements, integration standards, and performance metrics for this type of automation testing solution. This TDP will serve as the foundation for a future competitive procurement. As the use of test and automation solutions become more prevalent, the Government will continue to seek out and review solutions through market research.

9. Market Research: In accordance with AFARS 5139.101-90(a)(1), the Army’s CHESS program, under PEO Enterprise, is the mandatory source for commercial IT hardware and software purchases. However, IAW FAR 6.302-1(b) this procurement requires items available from only one OEM. Market research included a review of CHESS resellers, vendor capabilities through Request for Information (RFIs), and consultations with subject matter experts. An RFI issued on to Tricentis resulted in a list of products available based on the Army’s needs and the capabilities the Tricentis’ tools offer. Tricentis was identified as the sole provider capable of meeting the Army’s requirements for automated testing and data validation at the required scale. Market Research determined other products did not meet the Army’s requirements. PL LMP, GCSS-Army, and PD GFEBS evaluated several potential test automation platforms:

Tricentis test automation software has been implemented with Enterprise Business Systems – Convergence (EBS-C) vendor of Accenture Federal Services (AFS) and is leverageable to an enterprise installation to preserve vendor developed test automation or can be a standalone enterprise tool to be adopted by all Army ERPs. GFEBS successfully implemented the Tricentis application during the SAP Enhancement Package 8 (EHP8) upgrade, achieving a cost reduction in testing and validation costs by automating test cases, streamlining SAP integration testing, and minimizing maintenance efforts. GCSS-Army organized the proof of concept of Test Management Tools (Tricentis) & Services applications and recommended to the PEO EIS DIBS working group the applications to be implemented. When implemented, Tricentis applications lowered the GFEBS/SA software development cost, reduced integration and regression testing.

Based upon the results of the working groups, PM DIBS and ACC-RI completed ongoing market research of several potential test automation platforms recommend acquiring the Tricentis brand solution. Under the current contract with Integration Technologies Group, Inc the current period of performance is set to expire . Through additional market research, the USG has determined it is most advantageous to obtain Tricentis licenses through direct OEM.

10. Interested Sources: To date, no other sources have written to express an interest.
