The U.S. Army Contracting Command - Rock Island (ACC-RI) is requesting five firm-fixed-price bridge modifications to extend the ordering periods for the existing SSS-G IDIQ contracts held by GardaWorld Federal Services, LLC; Acuity-Janus Global, LLC; Reed International, Inc.; SOC, LLC; and Triple Canopy, Inc. The requested period of performance is 07 May 2024 through 06 November 2025, which includes a 15-month base period and a 3-month option period. The estimated total value of the bridge modifications, including the option, is provided. The bridge is necessary due to delays in developing the requirements package and awarding follow-on Global Protective Services (GPS) IDIQ contracts. The existing SSS-G contractors are the only viable sources capable of providing these specialized services within the required timeframe without causing unacceptable delays.

Class Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.
2. Description of Action: The Office of the Under Secretary of Defense – Acquisition and Sustainment (OUSD (A&S)) requests five, firm-fixed-price bridge modifications to extend the following five SSS-G multiple award (MA) indefinite delivery, indefinite quantity (IDIQ) contract vehicles: W52P1J-19-D-0001 with GardaWorld Federal Services, LLC; W52P1J-19-D-0002 with Acuity-Janus Global, LLC; W52P1J-19-D-0003 with Reed International, Inc; W52P1J-19-D-0004 with SOC LLC; and W52P1J-19-D- 0005 with Triple Canopy Inc. ACC-RI projects award of the bridge modifications for April 2024. During the extension, fiscal year (FY) 24 and FY25 Operations and Maintenance funds will be obligated at the task order level. The ACC-RI Principal Assistant Responsible for Contacting approved an acquisition plan in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i)(B) on 13 July 2017 for IDIQ contracts W52P1J-19-D-0001, W52P1J-19-D-0002, W52P1J-19-D- 0003, W52P1J-19-D-0004, and W52P1J-19-D-0005. No amendment to the plan is required because the Procuring Contracting Officer determined the changes resulting from these modifications are not significant because the requested bridge will result in a continuation of the existing IDIQ contracts, with no significant changes in scope.
The SSS-G base MA IDIQ contracts were competitively awarded on 07 November 2018 and expire on 06 May 2024 (includes FAR 52.217-8 extension). Of the five awarded IDIQ contracts, only two currently have active task orders: Reed International, Inc; with performance in Somalia, and Triple Canopy, Inc; with performance in Kuwait. Efforts to award a competitive follow-on are underway, but for reasons described in paragraph five below, the new IDIQ contracts will not be in place prior to expiration of the current IDIQ contracts. This action for bridge modifications will ensure continuation of critical private security services throughout the United States Central Command (USCENTCOM) and the United States Africa Command (AFRICOM) Areas of Responsibility (AOR), in support of the Area Support Group – Kuwait (ASG-KU) and Combined Joint Forces - Horn of Africa (CJTF-HOA), while the Government works on the follow-on acquisition requirements package with OUSD (A&S), the competitive source selection, and subsequent awards of the follow-on IDIQ contracts.
3. Description of Supplies/Services: Private Security Companies (PSCs) contracted by the U.S. Government operate to support peace and stability initiatives in areas of armed conflict, post conflict, and comparable situations where military or other government security forces are unavailable, insufficient, or inappropriate. PSCs protect relief, recovery, and reconstruction activity from theft, extortion, vandalism, terrorism, and other unlawful activities. Effective discipline, training, and oversight of the Government-contracted PSCs build confidence in the local population, reduce the risk of civilians and civilian activities from becoming military targets, and support the restoration of the rule of law. To accommodate this objective, a performance work statement (PWS) provides a full spectrum of private security functions in support of contingency operations, other significant military operations, humanitarian and peace operations, or exercises for multiple agencies in multiple Outside the Continental United States Combatant Commands AORs. Examples of the private security functions the contractors provide are fixed guard duties at Entry Control Points, towers, Ammunition Supply Points, and mobile/roving patrols along base perimeters and other designated routes.
The requested period of performance (PoP) is 07 May 2024 through 06 November 2025 which is inclusive of a 15-month base period and a 3-month option period. The Government will utilize the base period to complete the source selection evaluation and award for the follow-on competition, Global Protective Services (GPS). The option period will be utilized in the event there is a delay in the source selection or a protest is filed.
The estimated total dollar value of the bridge which is inclusive of the option. This estimate is based on historical contract data, including the recently re-baselined Kuwait task order, due to the virtually identical scope. ACC-RI coordinated with the current task order requiring activities, U.S. Army Central Command (USARCENT), the CJTF-HOA, to develop the estimated value of the bridge PoP. The following table summarizes the requested ordering period extensions and the associated estimated value.

* Note: FY24 appropriations for the two active task orders have already been obligated and are therefore not included in the base period total. The total in the chart above reflects the estimated value of funding that will be obligated to the current orders or obligated on orders that will potentially be issued during the 15-month PoP.
4. Authority Cited:
10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited:
a. As described at FAR 6.302 1(a)(2)(iii)(B), for the DOD, National Aeronautics and Space Administration, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.
b. The extension is necessary due to unanticipated delays in the competitive acquisition process. The requirements package was initially delayed due to difficulty in identifying a requiring activity to serve as the primary technical point-of-contact for the follow-on requirement. A requiring activity was not identified until September 2023 and the acquisition requirements package is currently in development and is not estimated to be completed until June 2024. Based on ACC-RI’s initial milestone projections, the GPS requirements package should have been received in November/December 2022 to meet the procurement acquisition lead time of approximately 18 months for a source selection of the anticipated size and scope. The 18 months consists of a 6-month acquisition requirements lead time, or the time from receipt of a procurement ready requirements package to issuance of the request for proposal (RFP), and a 12-month procurement administrative lead time, or the time from RFP issuance to contract award. Also, the unprecedented and complex vision for the future of private security to support all agencies under the DOD makes requirements development more challenging and time-consuming. The GPS program is envisioned to be a truly global, decentralized strategic security solution, which is unique, complex, and unprecedented. Whereas SSS-G was predominantly USCENTCOM focused with a limited menu of security support services in support of only a small number of requiring activities, GPS aims to be adaptable to all U.S. Combatant Commands in support of any and all DOD organizations. ACC-RI has done extensive research in attempts to identify adjacent security programs and services that can fit under GPS, such as military working dogs/contract working dogs, convoy security, and emerging security technologies like drones. GPS will be decentralized, making it attractive to more organizations. Decentralization will allow requiring activities to award task orders and execute modifications, thus giving the individual organizations control over their own task orders.
c. ACC-RI has made every effort to get the follow-on source selection underway, both prior to a requiring activity being named and since. However, given the current contract expiration of 06 May 2024, there is not sufficient time to perform a full-scale, meaningful source selection. ACC-RI continues to move forward with the GPS program, while being cognizant and transparent of the day-for-day milestone slip. ACC-RI completed a Services Acquisition Workshop from 13 to 15 December 2023 at Rock Island Arsenal and included all stakeholders as well as advisors from the Defense Acquisition University, to work through issues, define roles and responsibilities, and define all requirements under the follow-on IDIQ contracts. ACC-RI is actively engaging with industry and has performed initial market research and issued multiple requests for information to the current contract holders and industry in efforts to refine the follow-on requirement.
ACC-RI hosted an Industry Day 29 to 30 January 2024, to refine the PWS, highest technically rated offeror (HTRO) matrix, sections L & M of the solicitation, and the requirements package. ACC-RI has revised the PWS, HTRO matrix, and sections L & M of the solicitation to incorporate suggestions from industry that the contracting team determined were applicable and in the Government’s best interest. ACC-RI posted the revised documents to SAM.gov on 29 February 2024 for feedback. ACC-RI continues to work diligently to solicit and award the follow-on IDIQ contracts in a timely manner and has developed the following milestones:

d. Apart from the existing SSS-G contract holders, there are no viable alternatives capable of delivering these services within the required timeframe without causing unacceptable delays in meeting the Warfighter’s needs. Market research indicates there are companies with the potential capability to fulfill the necessary requirement. However, conducting a source selection for new vendors for a short-term requirement would prove to be inefficient and not in the best interest of the U.S. Government as it would take approximately the same amount of time as the follow-on GPS competition, approximately 18 months, and would be a duplication of effort. The 18 months consists of a 12-month procurement administrative lead time and 3 to 6 months for mobilization. Mobilization
