Vendor Questions and USG Response W519TC-24-R-MATOC Sources Sought
Q1. Reading this sources sought notice, it wasn’t totally clear whether energy resilience projects – i.e., planning, designing, engineering, and/or constructing renewable power generation, energy storage, thermal batteries, microgrids, etc.
would be included in the scope of the MATOC.
A1. All potential modernization and restoration projects at the GOGO/GOCO facilities are to be covered by the MATOC. This includes energy resilience projects.
Q2. Can you clarify the construction services needed? Is this a prime architectural and engineering design contract where we would support with construction administration services (NAICS 541310 and 541330) or is this for a prime construction contractor (236210) constructing projects where the A/E would support with design services?
A2. The USG is seeking to establish a contract vehicle(s) capable of executing design-build and design-bid-build efforts.
Q3. Will you award the AE contracts, separate from the Construction contracts, under FAR Part 36, and use the typical Brooks Bill Qualifications Based Selection process for AE selection as is required by law?
A3. It is the USG’s intent to award both design build and design bid build contracts under the MATOC. For A/E contracts, separate from construction contracts, the USG will follow the applicable selection processes outlined in FAR Part 36.
Q4. Do you intend to award just one contract type for AE and General Construction?
A4. The USG is seeking to establish a contract vehicle(s) capable of executing design-build and design-bid-build efforts.
Q5. You listed 5 objectives, all of which make sense and we support. Do you see or need increased automation, or that just a method to achieve the objectives?
A5. It is the USG’s intent that projects would include improved automation to reduce labor interfaces with hazardous processes. Automation is one way to achieve our objectives to improve the operations of the facilities.
Q6. We would like to get some clarification on what you mean by Construction Services. Are you looking for contractors that can provide energetics/chemical construction expertise in the form of:
1. Construction management services - for example: project management support, analytics, logistics, materials, cost estimating, project controls, engineering services, commissioning support, etc. Similar to some of the services described in PWS1 of the recent HSAAP solicitation. -or-
2. Engineering, Procurement, Construction (EPC) of projects – the actual construction and commissioning of facilities - similar to the USACE Norfolk ANSOL Tank Farm solicitation. -or-
3. A hybrid or alternative to the items above
A6. By “Construction Services,” it is the USG’s intent to have contractors capable of executing all aspects of construction projects. This includes construction management services and the engineering, procurement, and construction of projects through commissioning.
Q7. What is the total value of the IDIQ-MATOC?
A7. The total estimated value of the 5-year MATOC is expected to be approximately $2,000,000,000.00. This number is subject to change pending finalization of the acquisition strategy.
Q8. What is the anticipated cost range of individual projects?
A8. There are no cost estimates for individual projects at this time. However, modernization projects that deal with ammunition processes are extensive.
Q9. What dollar volume does ACC anticipate being able to manage / release in a single year?
A9. The dollar volume that will be released in any single year will be predicated on available funding for modernization projects.
Q10. What is the anticipated percentage breakdown of renovation versus new construction?
A10. The majority of anticipated projects are on brownfield sites. Many of the industrial base facilities identified in this sources sought notice that require modernization were initially built in the 1940s. These facilities do require significant renovation that normally results in new construction.
Q11. What are sample scopes of work / project types?
A11. There are no sample scopes of work / project types at this time. The purpose of this sources sought notice is to gauge the interest and capability of industry to meet the USG’s requirements.
Q12. What is the anticipated RFP release timing and award date?
A12. RFP release is planned for Government fiscal year (FY) 2024 with award in FY 2025. More precise milestones will be provided upon finalization of the acquisition strategy.
