The following have been added by full text:
AMENDMENT 00001
The purpose for W519TC-24-R-2061, Amendment 0001 is the following –
1. To answer the following Contractor questions Q1. In the specs I see call outs for both UPS (primary description of required products/accessories) or Inverters – confirming inverters are fine to quote?
A1. Paragraph 2.1.1 states
UPS System Components: The UPS system shall consist of the following main components:
a. UPS module containing Rectifier(s), Inverter(s), Battery Charger(s), Static Bypass, and associated Control and Monitor Panel.
b. Battery string(s) in Line-and-Match Battery Cabinets.
c. Line-and-Match and/or sidecar-type accessory cabinets for transformer, maintenance bypass, parallel tie and distribution applications.
Specific accessory availability depends on UPS model.
d. Non-matching wall mounted or floor standing maintenance bypass cabinets or multi-module parallel tie cabinets.
The paragraph that the supplier references on inverters only discusses the required characteristics. It does not state that the inverter is separate.
Q2. Do the inverters need to comply with BAA? Batteries? If so which Buy American clause is incorporated into the project.
A2. Reference FAR clause 52.225-9, Buy American – Construction Materials and 52.225-10, Notice of Buy American Requirement – Construction Materials
Q3. In the specifications it calls out “UPS module shall consist of the following standard components, housed in a 40kw or 120kw frame”, is it to be assumed that the inverters for this project will be centrally located?
A3. Yes, the UPS system will be centrally located.
Q4. Will (3) individual 40kw inverters suffice?
A4. The inverters are part of the entire UPS system. The desire is to have one (1) UPS system sized to handle the load.
Q5. When reviewing the panel schedules the first INV is in excess of the above at 42KVA – would assume this would need to be bumped to a 50KVA unit.
A5. This question assumes that there are three (3) independent UPS Systems. That is not true.
Q6. Would it make most senses to locate inverters throughout the building at each ELP panelboard?
. Sizing would go as follows in order of the panels shown on the plans which would include in rush @ a
1.25 multiplier
a. 60KVA
b. 16.7KVA
c. 7.5KVA
d. 16.7KVA
e. 16.7KVA
A6. No, the UPS System should be centrally located for the entire building.
Q7. If one central location for the inverters is chosen then the conduits and wire would need to be oversized due to the long distance of the building.
A7. That is a true statement.
Q8. Is there a total fixture and control count available in an excel file for ordering?
A8. There is no total fixture count. The fixture types have not been determined in all areas. That is the responsibility of the contractor.
Q9. How was the count tallied?
A9. The contractor is responsible for developing the count.
Q10. What happens in the event of a shortage/overage?
A10. This is the responsibility of the contractor.
Q11. What are the specs for the new Masonry room and is that a part of the proposed bid?
A 11. As a Design-Build Project, the contractor is responsible for the development of the drawings and the specifications.
Q12. In the UPS specs page it looks like it says dadada…part number or equivalent is it possible to work with 3M and square D on the UPS installation materials and wire design?
A12. The manufacturer of the UPS system is not limited to a specific manufacturer. The basis of design was Eaton Model 93PM UPS 20-200kW.
Q13. Will the circuitry in place be convertible to the new Em light locations or will new conduit and wiring have to be run for these locations?
A13. The existing circuitry will not accommodate the emergency lighting power. Refer to the drawings.
Q14. Is it possible to do a battery back up in the fixture?
A14. No.
Q15. How accurate are the Panel schedules?
A15. As a Design-Build contract, the contractor is ultimately responsible for the panel schedules and sizing.
Q16. For the lighting control system is Emt required for the low voltage controls wire and should that emt be blue in color?
A16. The lighting control system used for the basis of design is Lithonia nLight Air. There is no low voltage wiring.
Q17 Distance from ups seems far. In some of the control wire notes maximum distances will be exceeded from primary location to termination. Please advise.
A17. As a Design-Build contract, the contractor is ultimately responsible for the wire sizing.
Q18. Is there a concern for Voltage drop on control lines?
A18. As a Design-Build contract, the contractor is ultimately responsible for the wire sizing.
Q19. What is the true expected time line from start to finish?
A19. Refer to the Statement of work.
Q20. Will 3E and square D be doing the final commissioning for the control system?
A20. Final commissioning is the responsibility of the contractor in conjunction with the lighting control system manufacturer and RIA DPW.
2. To extend the proposal due date from 10:00 am CST, 26 August 2024 to 10:00 am CST, 3 September 2024.
3. To provide contractor requested photos, reference Attachment 00010, Site Visit Photos
4. All other terms and conditions remain unchanged.
