The following have been added by full text:
SOLICITATION AMENDMENT 0003
The purpose of Amendment 0003 to Solicitation W519TC-24-R-2052 is as follows:
1. To answer the following contractor questions:
Q1. Is the Buy American clause the governing domestic material requirement that will need to be adhered to for this solicitation?
A1. All clauses listed on the solicitation must be adhered to, including the Buy American clauses (52.225-9 and 52.225-10).
Q2. The proposal submission deadline is not indicated in Block 13 of the solicitation form. Can you confirm when the submission due date for prospective bidders will be?
A1. The due date for proposals is Monday, June 24th 2024, 10:00 AM CST. This will be corrected in Block 13 accordingly.
Q3. The specs contained sections regarding Design Data (Design After Award) 013316.00 10. Is the intent for this solicitation that it will be a design/build project?
A3. That is correct, this project is design build. Please reference section “3.3 Design Tasks” in the Scope of Work (3.3.1 through 3.3.4.1).
Q4. Do you have plans available that show the proposed pipes in the building including pipe size, connections to existing and profile elevations? The “Proposed WTP Piping Schematic” doesn’t give enough information to quote the material. Is there a spec on the electric actuator for the butterfly valve?
A4. There is no one, single, good drawing available for the piping under the floor. However, all existing main components in the Water Treatment Plant are shown in Appendix D page two. The space available in the subbasement and some other elevations and various sizes can be found primarily in the sheets of Appendix C. These drawings are old enough that they are of limited value. Removing the grating and physically taking measurements is recommended.
No specification for the butterfly valve electric actuator was provided as it must be accomplished by the designer. Once a valve manufacturer is selected and available power on site is determined, the designer will still have to verify building structure clearances and verify that it doesn’t interfere with the other instruments that are part of the design.
Q5. What level of detail on the interior plans are needed for this project, the current sheets provided are “hand sketched” on the original drawings. Are we to note all electrical conduits, small water lines, fixtures, etc. as part of the design build?
A5. Drawings will need to be complete enough for submission and approval for an IL-EPA Construction permit process. Also, the drawings should convey the spacing, offsets and arrangement of the selected components for a successful assembly and construction of the project. There is a lack of accurate drawings detailing the current conditions, including pipe and electrical conduit locations. To perform the overall design a “current condition” base drawing will need to be created by the design engineer. Only the items that need to be removed, temporarily relocated, attached, or modified by this project need to be included.
Q6. Is all excavation for new water mains on the exterior considered non-hazardous waste? Is it just certain areas around the pump house or all excavations?
A6. In the scope of work section 1.3.9 is discusses the area between BLDG50 and BLDG62 and along North Avenue. The conditions may have changed since the occasion for excavation in this area. For Estimating purposes, the Independent Government Cost Estimate used 500 linear feet of excavation for 12’’ pipe placement to determining a volume and therefore a cost for the disposal.
Q7. Is all the main installed on the outside of the building restrained joint?
A7. Restrained or another mechanical means for inhibiting pipe separation is desired over gravity or thrust blocks (see General Notes on page D-01 of Appendix B). Restraining need only be done wherever required to prevent an imbalance of forces that the pipe could not resist.
Q8. Do the meters need to be tied into existing computer system/software?
A8. The two larger flow meters do not need to be tied to an existing computer. The meters will need to have a location on a wall that allows for display and operator/technician interface without entering the subbasement. Additionally, the two large flow meters should have a display(s) in the WTP laboratory that mirrors the existing meter and displays a real time gpm reading for low leaving the WTP. The other meters for facility and process water need only have a display near the installed device that allows easy operator/technician use.
Q9. What are the chemicals of concern in the soil and groundwater?
A9. Please see Scope of Work page 3, section 1.3.10 and sections 1.3.10.1 through 1.3.10.3.
2. To provide the Site Visit Attendee List from June 12, 2024. Please see Attachment 0012 “Site Visit two (2) Attendee List”.
3. All other terms and conditions remain unchanged.
