P0001 NARRATIVE

The purpose of this amendment is for the following:

1) Extend the solicitation closing date from 19 February 2024 to 11 March at 2:00pm.

2) Include Section L, Instructions to Offerors, and Section M, Evaluation Factors for Award, to the solicitation.

All other terms and conditions remain unchanged and in effect.

SECTION A - SOLICITATION/CONTRACT FORM

The following have been modified:

EXECUTIVE SUMMARY

1. Army Contracting Command – Rock Island (ACC-RI) hereby issues solicitation W519TC-24-R-2014 for Fiber Container & Spacers and Fuze Collars. This solicitation will result in a single firm fixed price contract for one base year and four ordering periods, to be evaluated at the time of award. This solicitation is issued in accordance with FAR Part 15, Contracting by Negotiation, as a non-commercial item solicitation. Award will be made to the responsive, responsible, and lowest-priced offer.

2. The Government’s only obligation under the subsequent contract is for the guaranteed minimum of 1,000 each Fiber Containers and 1,000 each Fuze Collars. The minimum guarantee will be obligated by the first delivery order awarded simultaneously with the base IDIQ contract. All other quantities are estimates only, and do not bind the Government in any way to include, but not limited to, quantities listed in this solicitation. The Maximum Quantity for the resulting contract is 2,000,000 each Fiber Containers and 2,000,000 each Fuze Collars.

3. Required Delivery Schedule:

First Article Testing: Quantity of 1 Lot shall be delivered 90 days after contract award (ADC), with deliveries starting 60 days after first article acceptance (AFATA). The first order production quantity of 376,700 each of Fiber Containers and 345,800 each of Fuze Collars is expected no later than 30 November 2024. Offeror should complete FAR 52.211-8, TIME OF DELIVERY.

FAT quantity shall consist of 10 complete assemblies and 10 each of every component for both Fiber Container & Spacer and Fuze Collar . 10 complete assemblies and 10 each of every component is equal to 1 Lot of FAT.

4. Offerors shall provide a completed Price Matrix (Attachment 0001). Firm unit prices shall be provided for all quantities, and quantity ranges. Proposed unit prices shall be limited to two (2) decimal places. The following instructions are for completion of the Price Matrix.

a. The Offeror shall fill in all information highlighted in blue.

b. The Offeror shall enter its full name and Cage Code in the spaces provided.

c. The Offeror are required to propose binding, firm-fixed unit prices, as applicable. Failure to do so may result in the offer being rejected.

d. The Offeror shall not make any changes or add any other information to the Price Matrix.

e. If the Offeror fails to propose prices for all quantity ranges and years the Government may reject that offer as unacceptable.

f. The Offeror is required enter the date of the proposal on the Price Matrix.

5. The ordering periods are provided below (actual dates will be provided at time of award):

6. Price (Volume II) will be considered for award only for those offerors whose Technical Proposal (Volume I) is deemed technically acceptable. Please refer to Section L for Instructions to Offerors and Section M Evaluation Factors for Award.

The Government will evaluate quotes based on the Total Evaluated Price quoted, and any other price related factors required by the solicitation. The total price for each CLIN is calculated by multiplying the quantity times the unit price. Prices to be submitted at the CLIN Level. The total evaluated price is the sum of the total prices for each CLIN.

8. Packaging and Delivery Information:

Unless specifically coordinated with PBA Material Management for unique items, - All items should come on standard wood pallets - Be of max pallet height of 56 inches - Pallets must be stackable, and able to be stored as stacked for up to 1 year. Corner posts are suggested - Unique items that aren’t stackable or fragile should be marked as such on the pallet.

11. This Executive Summary is provided for administrative assistance only and is not intended to alter the terms and conditions of the solicitation in any manner. Provisions of this solicitation and technical data shall prevail over this executive summary.

ADDITIONAL INFORMATION

NON-RELEASE OF CONTRACT INFORMATION

1. Any proprietary, confidential commercial, trade secret or similar type of information in the contract resulting from this solicitation may not be released to anyone outside the Government.

2. Do not release proprietary, confidential commercial, trade secret or similar type of information from this contract to anyone inside the Government that does not have a legitimate need to know the information.

3. If in doubt about what information in the contract may be released, contact the Contracting Officer.

4. Criminal penalties are provided by 18 U.S.C. for the improper release of proprietary and/or confidential commercial information.

DISCLOSURE OF UNIT PRICE INFORMATION

This constitutes notification pursuant to Executive Order 12600, Pre-Disclosure Notification Procedures for Confidential Commercial Information (June 23,1987), of our intention to release unit prices of the awardee in response to any request under the Freedom of Information Act, 5 USC 552. Unit price is defined as the contract price per unit or item purchased. We consider any objection to be waived unless the Contracting Officer is notified of your objection to such release prior to submission of initial quotes.

REWORK AND REPAIR OF NONCONFORMING MATERIAL

(a) Rework and Repair are defined as follows:

(1) Rework - The reprocessing of nonconforming material to make it conform completely to the drawings, specifications or contract requirements.

(2) Repair - The reprocessing of nonconforming material in accordance with approved written procedures and operations to reduce, but not completely eliminate, the nonconformance. The purpose of repair is to bring nonconforming material into a usable condition. Repair is distinguished from rework in that the item after repair still does not completely conform to all of the applicable drawings, specifications or contract requirements. (b) Rework procedures along with the associated inspection procedures shall be documented by the Contractor and submitted to the Government Quality Assurance Representative (QAR) for review prior to implementation. Rework procedures are subject to the QAR's disapproval.

OPERATIONS SECURITY (OPSEC) REQUIREMENTS

1. As defined in Army Regulation (AR) 530-1, Operations Security (OPSEC), sensitive information is information requiring special protection from disclosure that could cause compromise or threat to our national security, an Army organization, activity, family member, DA civilian or DoD contractor. Critical Information is defined as information important to the successful achievement of U.S. objectives and missions, or which may be of use to an adversary of the United States. It consists of specific facts about friendly capabilities, activities, limitations (includes vulnerabilities), and intentions needed by adversaries for them to plan and act effectively so as to degrade friendly mission accomplishment. All critical information is sensitive, but not all sensitive information is critical.

2. The Contractor shall not release sensitive information to the general public without prior written approval from the Contracting Officer. All contractor requests to release sensitive information shall be in writing and clearly explain the necessity for release of the information and consequences if approval is not granted. Contractor employees who are U.S. citizens shall be provided access to sensitive information on a "need to know" basis required to fulfill the terms and conditions of the contract. Foreign National (FN) employees’ access to information will be limited to non-sensitive information. FN access to sensitive information will be approved in writing by the Contracting Officer on a case-by-case basis, and will be strictly limited to the information that the employee must know in order to fulfill the terms and conditions of the contract.

3. The Contracting Officer will provide the Contractor with a list of known Critical Information (CI) pertinent to contract requirements and threat information pertinent to contract location as soon as possible after contract award.

Critical Information and threat information shall be used by the Contractor’s appointed OPSEC Manager to prepare an OPSEC Plan.

4. The Contractor shall be responsible for establishing and maintaining an OPSEC program to adequately manage, protect and control sensitive information that has been provided or generated under the contract. The Contractor shall prepare and submit a written OPSEC Plan to the Contracting Officer for approval IAW DD 1423/DI-MGMT- 80934C within 30 calendar days after receipt of the CI/threat information addressed in Paragraph 3 above. The Contracting Officer will coordinate with the Government OPSEC Officer and advise.

LOT NUMBERING

The contractor shall maintain a lot numbering system in accordance with MIL-STD-1168

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

INSTRUCTIONS TO BIDDERS

Proposals shall be submitted in accordance with this section. Bidders should thoroughly review Sections L & M prior to submitting a proposal. Ther Government intends to award one contract under this Request for Proposal (FRP) using the LPTA approach.

The Government intends to award without discussions be reserves the right to contract bidders for clarification, or discussions if later determined by the Contracting Officer (Source Selection Authority (SSA)) to be necessary in accordance with FAR 15.306(a)(3).

1. PROPOSAL SUBMISSION:

a. The proposal shall consist of the following:

i. Volume I – Technical Proposal: One electronic copy submitted in PDF format

ii. Volume II – Completed Solicitation and Price: One electronic copy submitted in PDF format of the completely filled-out solicitation to include total evaluated prices entered on each Contract Line Item (CLIN) found in Section B from completion of the attached Price Matrix. One electronic copy of the completed Price Matrix with all information highlighted in blue filled in and submitted in Microsoft Excel format.

b. Bidders shall forward the complete proposal, including the executed solicitation and all amendments, along with copies of Volumes I and II to the following electronic mail (e-mail) addresses:

2. PROPOSAL FILES

a. Format - This solicitation shall make use of electronic proposals submitted through email only.

Hard copy proposals shall not be accepted. The bidder must submit information for all factors set forth in this section of the solicitation – information incorporated by reference shall not be evaluated. Failure to submit all required information in the format directed shall lead to a determination that the proposal is unacceptable. Bidders shall provide information for each factor in the format and sequence identified in the solicitation. Proposals shall be evaluated only on their content. Assumptions, preconceived ideas, and personal knowledge or opinions for these factors not supported by material provided in the proposal shall not be considered or used as a basis for evaluation.

b. Limitations

i. Page Limitations: Pages within each volume shall be number sequentially beginning at page one.

Volume I shall be limited to 40 pages. The cover sheet, table of contents, and blank pages are excluded from the page count. Pages over the limit are subject to removal and may not be reviewed or considered in the evaluation.

Volume II has no page limitation but shall be restricted to one copy of the solicitation completed with total evaluated prices entered in Section B, as well as any other information requested within the clauses.

Bidders shall comply with all requirements of the proposal preparation instructions.

Failure to do so may cause the proposal to be deemed unacceptable.

If revised proposals are required, they shall be highlighted, grey barred, or asterisked to identify the changes.

3. Proposal Content: Bidders are responsible for including sufficient details to permit a complete and accurate determination of the bidders technical acceptability. The Government shall not make assumptions concerning an bidder’s intent, capabilities, or facilities. Clear identification is the sole responsibility of the Bidder.

a. Failure to Submit Information

Bidders are cautioned that failure to provide the necessary information may render their offer unacceptable.

b. Volume I – Technical Factor

Notice: A proposal must fully address each of the subfactors delineated below and must provide evidence of the bidder’s capabilities with respect to each subfactor. In order for an bidders’s proposal to be rated as technically acceptable, each sub-factor below must receive an acceptable rating.

Sub-Factor 1: Work Breakdown Structure

The proposal has included a Work Breakdown Structure (WBS) showing the major (i.e.

“top level”) tasks of equipment configuration and how materials will flow through the manufacturing process to include raw materials and quality control measures all the way through shipping. The WBS has sufficient detail to allow the evaluation team to determine which tasks will be performed by the Prime and which by sub-contractors.

Identification of individuals responsible or specific companies involved is not required.

The proposal is well organized, clear, and concise and fully explains the bidder’s approach to performing the contract.

Sub-Factor 2: Manufacturing Plan Manufacturing plan demonstrates the bidders’s understanding of the fiber container requirements per drawing C13-9-119 revH.

o Bidder understands that they shall ship fully assembled fiber containers (top half assembled to bottom).

Manufacturing plan demonstrates the bidder’s understanding of the fuze collar requirements per drawing C13-19-142 revE.

Manufacturing plan demonstrates the bidder’s understanding of the spacers requirements per drawing B13-19-143.

o Bidder understand they shall provide 3 spacers per fiber container assembly inserted in bottom half of each container.

Sub-Factor 3: Experience

The proposal clearly and convincingly communicates the experience and capability of the bidder to perform the work required as described in this solicitation. Key elements include:

o Experience with spirally wound tubes and familiarity with the requirements of

MIL-DTL-2439.

o Experience with attaching/seaming/crimping metal ends to tubes o Experience with applying asphalt to spirally wound tubes

Sub-Factor 4: Delivery Schedule

The proposal clearly and convincingly communicates the bidder is able to meet the proposed delivery schedule.

c. Volume II – Price

i. The proposed unit prices shall be used by the Government to calculate the total evaluated price for the five year ordering period. The bidder shall provide proposed prices as follows:

1. Bidders shall provide a completed Price Matrix (Attachment 0001). Firm fixed unit prices shall be provided for all quantity ranges in each CLIN. Proposed unit prices are limited to two (2) decimal places. Following are the instructions for completion of the Price Matrix:

a. The bidder shall fill in all information highlighted in blue.

b. The bidder shall enter it’s full name and CAGE Code in the spaces provided

c. Bidders are required to propose binding firm fixed unit prices as applicable. Failure to do so may result in the offer being rejected.

d. Bidders shall not make any changes or add any other information to the Price Matrix.

e. In the event of a discrepancy in prices between the electronic Microsoft Excel copy of the Price Matrix and electronic completed solicitation PDF copy, the prices contained in the electronic Microsoft Excel Price Matrix shall prevail.

2. Any additional information considered necessary to explain the proposed prices.

3. Any significant inconsistency in the unit prices or FAT should be explained in the proposal. For example, if the use of new and innovative techniques has an impact on the proposed unit price, the bidder shall explain the impact on price. If a management decision has been made to absorb a portion of the program costs that have not been included in the proposed pricing, that decision should be stated and quantified in the proposal. Any significant inconsistency, if not explained, raises a fundamental issue of the bidders understanding of the nature and scope of the work required. The burden of proof as to price credibility rests with the bidder.

ii. Bidders shall enter firm-fixed prices on their pricing sheet. All prices shall be binding.

iii. The Government reserves the right to require the submission of any additional data (i.e.

cost or pricing data) necessary to validate the reasonableness of an offer.

SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS FOR AWARD

The Government intends to award one contract as a result of this competition. Offers will be evaluated against the criteria set forth below. The Technical Evaluation Team will prepare a detailed written evaluation of each bidder’s Technical Proposal, Volume I, addressing whether the bidder includes the information and supporting data required for each of the sub-factors. The Technical Evaluation Team shall then assign a consensus rating (acceptable or unacceptable) to each Volume I sub-factor based on the information and supporting data provided. Any areas of the offer requiring clarification will be referred to the Contracting Officer for resolution.

The Government intends to award without discussions, however in the event it is determined discussions are required, the SSA shall make the final determination of technical acceptability/unacceptability of each proposal and establish a competitive range among the bidders’ proposals that were deemed acceptable. The SSA shall then select the lowest priced technically acceptable proposal from the competitive range.

Price (Volume II) will be considered for award only for those bidders whose Technical Proposal (Volume I) is deemed to be technically acceptable.

Each initial offer should contain the bidders best terms for award of a contract under the solicitation. The Procuring Contracting Officer reserves the right to contact bidders for clarification, without opening discussions. The Government intends to award a contract without opening discussions (except for clarification as described in FAR 15.306(a) and FAR 52.215-1). However, the Government reserves the right to conduct discussions and permit bidders to revise their proposal.

The Government reserves the right to make no award as a result of this solicitation if, upon evaluation, none of the proposal are deemed technically acceptable, and there is no reasonable expectation that opening discussions would result in technically acceptable proposals, or if the prices cannot be determined fair and reasonable.

1. TECHNICAL FACTOR EVALUATIONS:

BIDDER’S PROPOSAL MUST FULLY ADDRESS EACH OF THE SUBFACTORS DELINEATED

BELOW AND MUST PROVIDE SPECIFIED DOCUMENTATION WITH RESPECT TO EACH

SUBFACTOR. IN ORDER FOR AN BIDDER’S TECHNICAL PROPOSAL TO BE RATED AS

ACCEPTABLE, EACH SUBFACTOR IDENTIFIED BELOW MUST RECEIVE AN ACCEPTABLE

RATING. AN ACCEPTABLE AND UNACCEPTABLE RATING ARE DEFINED AS FOLLOWS:

ACCEPTABLE: The proposal demonstrates a clear understanding of the minimum requirements. Evident provided indicated the stated approach will be successful and that requirements set forth in the drawings have been met. The bidder has successfully addressed the following items: understanding the requirement, work breakdown structure, manufacturing plan, experience of a similar nature, and delivery schedule.

UNACCEPTABLE: The bidder fails to demonstrate a clear understanding of the minimum requirements.

The approach fails to thoroughly address the requirements in the drawings. The approach fails to address a clear understanding of the following items: understanding the requirement, work breakdown structure, manufacturing plan, experience of a similar nature, and delivery schedule.

Sub-Factor 1: Work Breakdown Structure

The proposal has included a Work Breakdown Structure (WBS) showing the major (i.e.

“top level”) tasks of equipment configuration and how materials will flow through the manufacturing process to include raw materials and quality control measures all the way through shipping. The WBS has sufficient detail to allow the evaluation team to determine which tasks will be performed by the Prime and which by sub-contractors.

Identification of individuals responsible or specific companies involved is not required.

The proposal is well organized, clear, and concise and fully explains the bidder’s approach to performing the contract.

Sub-Factor 2: Manufacturing Plan Manufacturing plan demonstrates the bidder’s understanding of the fiber container requirements per drawing C13-9-119 revH.

o Bidder understands that they shall ship fully assembled fiber containers (top half assembled to bottom).

Manufacturing plan demonstrates the bidder’s understanding of the fuze collar requirements per drawing C13-19-142 revE.

Manufacturing plan demonstrates the bidder’s understanding of the spacers requirements per drawing B13-19-143.

o Bidder understand they shall provide 3 spacers per fiber container assembly inserted in bottom half of each container.

Sub-Factor 3: Experience

The proposal clearly and convincingly communicates the experience and capability of the bidder to perform the work required as described in this solicitation. Key elements include:

o Experience with spirally wound tubes and familiarity with the requirements of

MIL-DTL-2439.

o Experience with attaching/seaming/crimping metal ends to tubes o Experience with applying asphalt to spirally wound tubes

Sub-Factor 4: Delivery Schedule

The proposal clearly and convincingly communicates the bidder is able to meet the proposed delivery schedule.

2. PRICE EVALUATION

a. The Government shall evaluate offers based on prices proposed for all CLINs and FAT required by the solicitation.

b. The proposal shall include prices for CLINs 0001, 0002, 0003, 0004 and all quantity ranges for all CLINs in all years.

c. All electronic spreadsheets in support of the proposal shall: be in Microsoft Excel format which contain working formulas and algorithms, be in the same format as the proposal, and calculate proposed prices. PDF files are not acceptable; they do not contain working formulas and algorithms.

d. The total evaluated price is calculated by multiplying the start of each quantity range by the unit price in each ordering period. This number is multiplied by the corresponding weight (likelihood of an order in this quantity range) to arrive at an evaluated price per ordering period. The FAT and Weighted Evaluated Price comprise the total evaluated price in each ordering period.

e. The total evaluated price is the sum of each of the total evaluated prices for each of the five ordering periods.

f. If an bidder fails to propose prices for all CLINs and/or FAT in all quantity ranges and years, the Government may reject that offer as unacceptable.

g. Price analysis shall be used to determine price reasonableness and whether the proposals reflect an understanding of the for required. In the event that a price analysis cannot determine the proposed prices fair and reasonable, cost and pricing data may be required. Additional analysis techniques may be used as determined necessary by the Contracting Officer. These methods of evaluations may include the use of information/input from sources such as (but not limited to) other Government agencies and personnel.

h. As part of the cost/price evaluation, proposals may be reviewed to identify any significant unbalanced pricing. In accordance with FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if thee Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
