About this file

This document is a Request for Quotation (RFQ) for the Pyrotechnics Production Equipment Modernization project at Crane Army Ammunition Activity (CAAA) in Crane, Indiana.

The RFQ seeks proposals for the removal of existing equipment and installation of new equipment, as well as training, to modernize the pyrotechnics production capabilities at CAAA. The project has two CLINs: CLIN 0001 for equipment removal and installation, and CLIN 0002 for training. Offerors must submit pricing for both CLINs, and the contract will be awarded to the offeror with the lowest total evaluated price who is deemed responsible. The government intends to award without discussions. Proposals are due by June 10, 2024 and must be submitted electronically. The solicitation is set aside for small businesses under NAICS code 325998. Additional details are provided in the Statement of Work and associated drawings.

Sheet1 Pyrotechnics Production Equipment Modernization

QuestionResponse
Digitally Reorcding production information and transferring data:
Q1How do they want the data transmitted?
Serial, ASCII data over Ethernet, USB, Memory Stick, etc.?Ethernet

Storing or receiving pre-programmed required weights based on the "recipe" for various items:

Q2 What do they mean by "recipe"?

Is it a siple item they're checkweighting and need a target, upper tolerance, lower tolerance? Or, is it a mixture with multiple components that have their own individual target(s) and tolerance(s)? The recipe is a mixture of multiple components that need to have each componenets weight captured within the allowable tolerance of each componenet

Q3How many different "materials" and "recipes" do they have?Typical recipes will have 10 components
Q4Is this a maual, semi-autimated, or automated process? The weighing process is manual, but would like the data collecting to be semi-automated, i.e. operator selects recipe, and it prompts operator for what material operator should be weighing at that location and gives operator desired weights with tolerance range. Once material is weighed, operator hits button to record weight and sytem captures data.
Q5PLC Brand is called out at Allen Bradley, we assume the HMI's need to also be Allen Bradley? The HMI's need to be Allen Bradely also

Q6 The SCADA/Data Logging platform that ARC recommends is Ignition by Inductive Automation. Is this platform/software okay? We are not familiar with the software recommended, but we don't see any reason it wouldn't work

Q7 Redundancy for the Server is called out but we are unsure about the PLC. Does the PLC need to be redundant? Redundancy of the PLC is not needed

Q8 In the data logging stations, can we get a list of which events are logged based on personnel entering information into an HMI vs sensors/process captures?

Most of the logged information appears to be manually entered to be collected, but we want to ensure that sensors or programming is needed to data log is understood.

* We recommend placing the server rack and main PLC cabinet near the packout room to keep cable runs to a minimum. The only areas that data will be captured from a PLC is at the Pulverizer, Staking Machine, Press Line and hopefully the new ovens. All the other data will be manually entered according to the attached drawing. On the placement of the server, it needs to go in the mechanical room or in the office as identified on the drawing for hazardous location reasons.

For Heat load sizing:
Q9What is the approximate worst case product load weight?1200 lbs of product in the big ovens, 750 lbs of product in the small ovens
Q10What is the bulk Wt. Density?Density is 3.23 grams per centimeter cubed
Q11How long is a typical drying process?12 hr minimum
Q12Are the control panels to be located in the classified area, or remote mounted in a non-classified area?Control location will in Hazardous location

Q13 If we special, non-metallic trays are needed we will need to know what will work.

If they currently are using trays, what is the tray manufacturer and size of trays and we will try to match that OR can they supply the product trays and we can supply wire racks for the oven, then customer's various sized trays would work.

*When ready, I would highly recommend a conference call with the end user to determine how the unites will be talking to each other/or 1 master control area/ or customer's data collection system/ etc. Current tray material is aluminum, trays and racking system were provided from Gruenberg and came with the existing ovens.

Q14 How close are the units to each other and the controls area? Ovens are within 15 ft of each other per room but are in multiple rooms in various parts of the building. Attached drawing has rough dimensions on building size and hallway distances. This is Attachment 0006.

Q15The oven company is pricing trays individually. I don't see anything in the spec about how many trays are required for each ove. I thought CAAA said that the serial number off of the existing units would give the mfgr. that information, but apparently not. Can you please help with a tray count for each oven?We will need 15 trays per small oven and 24 per big oven
Q16Is there already a source, make and model of scales that is requested? We did not specify a source, make, or model
