AMENDMENT NARRATIVE P0001
The purpose of Amendment 0001 is to:
1. Extend the close date until 1000, 09 February 2024.
2. Establish a site visit at Rock Island Arsenal, IL on 31 January 2024 at 0900. Interested vendors shall contact john.e.jacobsen16.civ@army.mil
3. Publish the following questions and answers:
Q1. Will recess in the machine foundation be acceptable to meet the requirement of 20-
ft. max height above the floor level? (4.2.3 RIPD)
A1: Within reason. The machine cannot be recessed in a way that would impair operation (such as placing the table work surface below grade. Note: The added cost for additional recessing of the machine foundation must be reflected in the bid for the appropriate line item.
Q2 Please clarify” …permit accurate cuts under full horsepower....” This kind of cutting causes machines deformation and process inaccuracies (tool wear, heat generation etc.). In other words, what is a definition of accurate cutting? (4.3.2 RIPD)
A2 Please refer to the accuracy and repeatability paragraph of the RIPD.
Q3 A chemical anchoring system seems to be weak for this large machine. Can anchor bolts grouted in foundation pockets be used instead? (4.3.7 RIPD)
A3 Can type anchors may not be used. Grouted anchors would be similar to the chemical anchors and would be acceptable.
Q4 Q: Can gibs be used to preload recirculating roller bearings? (4.4.4 RIPD)
A4 No. Gibs are not acceptable.
Q5 Will ground box ways with preloaded, recirculating roller bearings with gibs be acceptable? (4.5.4 RIPD)
A5 No. Gibs are not acceptable.
Q6 Does the machine have a pallet changer? Please clarify the requirement “…the system shall include a bottom wash system to remove chips from the locating cones area below the pallet. (4.5.6. RIPD)
A6: A pallet changer has not been required in the description. If the equipment does not have locating cones and there are no other items that could be clogged with chips then the bottom wash system would not apply. If there are items that can become clogged on the underside of the table or rotary bolt on then a bottom wash would apply. If the bottom wash is not applicable, the other portions of the paragraph still apply.
Q7 Z-axis a quill or the spindle itself? So, is Z-travel is a quill travel or a boring spindle extension? (4.7.1. RIPD)
A7 The RIPD defines the axis of motion and is not intended to direct how the equipment is designed. The cutting tool will need to reach down into parts being machined so long as the equipment does not move the column or table to create the Z-Axis travel (as these motions would not allow reach into a workpiece) the extension can be created at the manufacturers discretion. Note: The solution will need to meet the horsepower, accuracy and repeatability requirements.
Q8 Is contouring stepless B-axis (programmable to any of 360,000 increments) be acceptable? (4.9.1. RIPD)
A8 If this is a bolt-on rotary indexer, the contouring 360,000 increments would meet the specification. If it is an integrated table, then it would not.
Q9 What does it mean the spindle minimum diameter 6.1 in if Z-axis is a quill? (4.10.2. RIPD)
A9 This refers to the main spindle bearing diameter
Q10 Has bearings preload to be adjustable during machine assembly or when machine is operating or under other conditions?
A10: This is generally adjusted at installation and may be adjusted as a part of repair in the event of a crash.
Not something that would be adjusted as part of normal operation.
Q11 Please clarify what the secondary spindle is and what spindle minimum diameter of the secondary spindle means (4.11.2 RIPD)
A11 same as above
Q12 Has bearings preload to be adjustable during machine assembly or when machine is operating or under other conditions?
A12 same as above
Q13 Please clarify what “pallet surface” is. Is a pallet changer required? If yes, please provide its description. (4.14.4.6 RIPD)
A13 A pallet changer has not been required in the description. The "pallet surface" is the working surface where a fixture would be mounted. In this case it would be from the surface of the bolt-on rotary table would receive a part specific fixture.
Q14 140 in from spindle the machine work table surface or the rotary table? In other words, what surface the spindle centerline has to reach?
A14 140-in from the rotary table surface.
Q15 In 4.10, 4.11 and 4.14 you requested (2) spindles, both 6.1” in diameter:
• Primary Spindle with CAT50, max speed 3,500 rpm
• Secondary Spindle with CAPTO-8, max speed 600 rpm.
Z-axis travel is 49”, obviously requested for both spindles.
It is hard to imagine why do you need so very special Boring Mill with two independent extendable spindles? Could you please help us to understand this (2) spindle requirement, we think we are missing something.
A15 The one spindle (Primary Spindle paragraph 4.10) is for milling, drilling and the outboard end supported tools. This uses the CAT#50 with Big Plus tooling which is rigid and has a wide tool selection for this type of work.
The second spindle (Secondary Spindle paragraph 4.11) is for more of a lathe type tool that allows the cutting tool diameter to be adjusted (cut multiple diameters) without changing the tool. This uses the CAPTO-C8 tools as there is more selection for this type of work with the CAPTO tool system.
Q16 Why in 4.9.1 you noted that an integral positioner is not acceptable? We can offer the plain table + bolt-on rotary indexer as requested, but another possibilities are large rotary table 80,000 lbs, or a rotary indexer integrated into the plain table. We would appreciate your explanation.
A16 We want to be able to remove the table when necessary. This will allow us to replace it with fixturing while keeping the workpiece within the working travel of the spindles. We do not need to do this often, but without the capability, we will be limiting our ability to support our customers (we actually have a customer that wants us to machine a part that would require this specific scenario).
