About this file
This document is a Scope of Work (SOW) for a Blanket Purchase Agreement (BPA) to obtain environmental laboratory testing services for Pine Bluff Arsenal (PBA). The BPA will be used to obtain testing services from commercial laboratories for analyses such as air, soil, wastewater, and groundwater testing. The vendor must provide a current commercial price list, meet required certification and accreditation standards, and adhere to specific quality control and reporting requirements. PBA personnel will collect the samples and provide them to the contractor for analysis. The contractor will assist with sample pickup, transportation, and disposal as well as data interpretation when needed. The government intends to award multiple BPAs with a 5-year period of performance. Pricing for the required tests is to be submitted in the provided Price Matrix spreadsheet.

Scope of Work (SOW) ELAP Laboratory Testing Services Blanket Purchase Agreement (BPA)
1. This BPA is needed to support technical requirements at Pine Bluff Arsenal in relation to the environmental permits. The BPA will be used to obtain laboratory testing services from outside sources.
The BPA shall use costs obtained from a current commercial price list.
2. Vendor shall provide a current commercial price list to the Contracting Officer. Vendor shall provide updated price lists to PBA as applicable.
3. Environmental testing laboratory services may include, but are not limited to:
a. Provide transportation, labor, and equipment for environmental testing of air, soil, wastewater, groundwater, solid and hazardous waste; bio monitoring; and analytical chemistry, as needed. Provide sample pickup and transportation from Pine Bluff Arsenal (PBA) to the off-site laboratory via Federal Express or similar mechanism (courier) agreed to by the contracting officer. Dispose of all samples after testing unless stated otherwise in the order. Contractor shall return empty ice chests to PBA, with billing expenses to be invoiced at the end of each month on a separate Call Number to be issued by PBA (contractor will contact the Environmental Lab for a Call Number - empty return shipments only). For environmental testing, PBA Risk Management and Regulatory Affairs personnel shall collect the samples, apply the security seals to the shipping containers, and provide the Lab Traffic Report (e.g. chain-of-custody and analysis request forms). The contractor shall assist PBA in selection of the most applicable analytical method and/or interpretation of analytical data when needed. If required, method selection will usually be done telephonically before the order is placed. Testing requirements are provided as Enclosure 1. This listing is not meant to be all-inclusive.
The vendor shall provide a valid Laboratory Certification from the Arkansas Department of Environmental Quality (ADEQ) for the testing performed to marcia.a.wayland.civ@army.mil
For restoration testing, quality control/quality assurance and reporting shall meet the requirements of the Department of Defense (DoD) Quality Systems Manual (QSM) for Environmental Laboratories (Version 5.4 dated 2021, including any later versions). Where applicable, the vendor shall provide a valid DoD ELAP Certificate of Accreditation with Scope to marcia.a.wayland.civ@army.mil
The contractor shall provide Method Detection Limit (MDL) and Practical Quantitation Limit (PQL) information for each Method/Target in an Excel spreadsheet provided by the government (see Enclosure 2 – Example MDL PQL Spreadsheet).
The MDL procedures and calculations shall be done in accordance with EPA’s Determination and Procedure for the Determination of the Method Detection Limit, Revision 2 dated December 2016.
The PQL shall be calculated by multiplying the MDL value by a factor of 3.3. The MDL/PQL spreadsheet shall be provided on a yearly basis or whenever a new set of MDLs are generated for a given analysis.
This information should be provided to marcia.a.wayland.civ@army.mil
PBA’s environmental permits specify a Required Practical Quantitation Limit (RPQL) for all analytical targets. For reporting purposes, the PQL should be less than or equal to the RPQL.
All reported target concentrations that fall between the MDL and PQL values should be “'J" flagged.
Reports shall be e-mailed to marcia.a.wayland.civ@army.mil with a copy emailed to shonda.m.gonzalez.civ@army.mil mailto:marcia.a.wayland.civ@army.mil mailto:eddie.g.robinson.civ@mail.mil mailto:eddie.g.robinson.civ@mail.mil mailto:eddie.g.robinson.civ@mail.mil mailto:shonda.m.gonzalez.civ@army.mil
POC for technical issues is Marcia Wayland, 870-540-2898, or Shonda Gonzalez, 870-540-2808.
Calls are to be accepted from authorized persons only. The Contracting Officer will supply the vendor with a list of names of individuals by organizational element authorized to place orders and dollar limitations. Request the following personnel be authorized to place calls:
NAME $ LIMITATION PER CALL PHONE
Shonda Gonzalez $ 10,000.00 870-540-2808 Lorrie Meggs $ 10,000.00 870-540-2817
The following persons should be authorized to make contact with the vendor for detailed information prior to a call being placed:
Shonda Gonzalez Marcia Wayland Lorrie Meggs
4. Sample pickup/shipping details
Close proximity commercial laboratories (less than 100 miles from PBA) shall provide courier services (or access thereto) with the sample pickup price being provided in the laboratories’ price list. This action/price will be identified in each Call as an individual line item by PBA. Contractor is required to notify PBA in writing of any sample pickup/courier price changes.
Non-close proximity commercial laboratories (greater than 100 miles from PBA) shall establish a mechanism with Federal Express (FEDEX) whereby PBA can notify FEDEX of samples to be picked up at PBA and FEDEX then transports samples to the laboratory in question. FEDEX/contractor mechanism should allow FEDEX to bill Contractor for shipping costs, which will then be invoiced monthly to PBA.
Contractor shall provide PBA with all pertinent FEDEX information/contacts for this action.
5. To meet requirements for the QA samples, this BPA shall be established with two or more contractors within the discretion of Pine Bluff Arsenal.
6. The selected vendors shall off-load test samples to a 3rd party when requested.
7. Contractor shall comply with all applicable federal, state, and local environmental laws, statutes, regulations, executive orders, permits, Army regulations (with supplements), as well as Major Subordinate Command (MSC) and installation regulation, policy, Host Tenant Agreement, Interagency Service Support Agreement, or Status-of-Forces Agreement. Contractor shall immediately report any conflicts between applicable federal, state, local environmental laws, statutes, executive orders, and provisions of Army Regulation 200-1, and any specifications within this contract to the Contracting Officer Representative (COR).
