About this file
This document is a Memorandum for Record (MFR) related to a federal contract opportunity for the U.S. Army Contracting Command - Rock Island (ACC-RI) to procure HP laptops, printers, monitors, and docking stations.
The contract action is a new requirement to replace and upgrade existing hardware to support the application development, 3D modeling, simulation, and virtualization missions of the Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC). The key products include HP ZBook Power G11 laptops with various processor, graphics, memory, and storage options, HP Color LaserJet Enterprise 5700dn printers, Samsung 27" monitors, and HP USB-C docking stations. The total estimated value of the proposed action is undisclosed. The contracting authority cites the brand name exception under FAR 8.405-6(a)(1)(i)(B) due to technical requirements and standardization with existing equipment. The government conducted market research on the CHESS Consolidated Buy and determined the selected products meet the mission needs. The contract action will be awarded to HPI Federal LLC against the existing W52P1J-19-D-0054 contract vehicle.

DEVCOM utilizes performance laptops to support several mission requirements. The primary factor in choosing the HP computers is driven by our technical support which is provided through a centralized service provider that maintains a list of approved computers allowed on the network. The models selected are replacements/upgrades for currently deployed hardware and were chosen to support engineering and application development missions. HP GS docking stations work with a large range oflaptop models, have better reliability than other brands, and are the preferred brand for docking stations at other organizations at RIA. Docking stations have been deployed to conference rooms, standing workstations and other areas within DEV COM. This configuration provides personnel \vith the ability to connect to the network and work throughout the facility regardless of laptop model is being used. This configuration is consistent with Army guidance to provide mobility to end-users within the workplace as well as standardization provisions of the FAR DEV COM currently has eight (8) HP Color LaserJet Enterprise 5700dn printers in use by supervisors, management, and employees with individual offices.

7. Market Research: Describe the extent of the market research conducted to identify all qualified sources and the results thereof. Provide month/date market research conducted to ensure it was within the last 12 months. If the requirement is a brand name specification, market research must support that other companies' similar products, or products lacking the particular feature specified, do not meet, or cannot be modified to meet, the agency's needs.
The government conducted marked research on the CHESS Consolidated Buy for high perfonnance laptops, printers, monitors, and docking stations.
The HP Zbook Power Gl 1 was found to meet the performance requirements in support of the organization's engineering and application development missions. HP Color LaserJet 5700dn printers were chosen to match other printers currently in use. Docking stations and monitors were chosen due t o compatibility with other models and brands. All items were available on the current Consolidated Buy from more than one CHESS vendor.
8. Approval: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon ( describe technique to be used, e.g. price analysis, cost analysis, etc).
