Requirment NumberRequirement StatementQuestions for Cyber or internal team thoughts and questionsForward To CyberAssessment
39FoundationalCyberThe system shall provide the ability to incorporate Public Key Infrastructure (PKI), Public Key Cryptography (PKC) and Secure Sockets Layer (SSL) to enable secure authentication, log-on, and encrypted transmission of sensitive data to client workstations in accordance with published DoD policy and procedures. This requirement came from a previous set of standards that may or may not be applicable to DoD. Can you:

- confirm or reject this is a valid requirement from a DoD perspective (in other words, are these still the standard or have they been superseded)

- tell us if this standard/requirement covered in one of the DoDD, DoDI, listed below; and if so, which one(s)

- tell us if requiring CAC log on and the use of Phishing Resistant MFA meet and/or exceed the standards specified here? Y Valid, but it is met with CAC authentication. This is a reference to CCA requirements and was written in 1996. We can keep it to save face or rewrite it so it just references more current policies. At this point, I think we leave it as is so it does not look like we had to change every cyber requirement we wrote in the RFI.

This assessment comes from reviewing the CCA checklist and response that Christine sent yesterday 41 Foundational Cyber The system shall provide the ability the use of a Demilitarized Zone (DMZ) in the system design is required for any remote access as well as any access to the Internet through systems that are isolated from all other DoD information systems through physical means. This requirement seems to be a subset of Requirements 44 and 51 below. In reviewing the DoD Cyber Exchange (Public) site (https://public.cyber.mil/stigs/downloads/) there are 552 active STIGS.

- From a requirements perspective, should we just require the system be compliant with all DoD Applicable STIGS or should we call them all out the important ones like this one?

-There are some CAC enabled STIGS (they are FOUO), only people with CAC enabled systems can pull them down, do systems on the NIPRNet have to comply with the FOUO STIGS?

- Is there a minimum set of STIGS that NIPRNet systems must adhere to (a subset of the 552) and if so, can you provide us with a list of the subset of STIGS?

-This may be a G6 question, but when a new system is created and it resides on the cARMY cloud, are there not many infrastructure requirements (as in STIG controls) that are automatically implemented (e.g., Cloud Security, Network, Perimeter, Wireless, Operating System)?

- Since this requirement is a subset of 44 and 51, we can probably drop this requirement (and 44) and still be covered by 51. Do you concur or do you have a different insight you can provide or different language we can apply in requirements? Y Based on my analysis, this one goes away and we write a more robust requirement 51 (and get rid of 44 as well). The Army's Cloud Strategy is to build on cArmy for Iaas and Paas systems (which is behind the DMZ) or to access securely through the cArmy for SaaS systems. If we go with custom code, it is an IaaS or PaaS solution and goes on cArmy and it is an architectural issue that must be built into the system at design time. If we go with an ERP, then the ERP itself is behind the vendor DMZ and the access via the NIPRNet and through secure connections through cArmy puts it behind a DMZ. We can cover this requirement, 44, and 51 with a single requirement that dicsusses complying with the Army's cloud strategy, ICAM, DoDI's, STIGs, NIST 800 guidance, and Information Assurance requirements that allow the system to get a provisional ATO and cATO.

My other concern is that as we move to cArmy (the cloud and/or cloud based software service providers), the term DMZ becomes more outdated as infrastructures evolve.

I think one giant (or a few less giant) robust requirements that don't tie us to physical solutions and exact specifications is preferable to the alternative. If we call out every spec required by name and miss one, is the vendor responsible to adhere to it? The answer is no. The reasonable person would assume that if we went to the trouble to call out a specific series of specifications by number, then we did our due diligence and those are the only ones they need to address. One could argue that we could call out all the specs we can find and then add an umbrella "and all other appropriate security specifications" to protect ourselves in case we missed a few, but if we are willing to do that, why don't we just do that and save a lot of fretting for everyone.

This assessment is based in part on my discussion with the cyber folks, my prior conclusions from research, and my review of a few other DA (AIE and ArmyIgnightED) requirements.

If this is not acceptable, then we can rewrite this as follows: The system shall provide the ability for users on the NIPRNet and DoD financial, logistical, analytical, and reporting interfaces to connect and communicate securely.

42 Foundational Cyber The system shall provide the ability to satisfy Connection Approval Procedures (CAP) prior to connection to the Defense Information System Network (DISN). In reviewing the DISN Connection Process Guide, there are a lot of steps to be taken.

- Most of these tasks fall to the DoD Sponsor and/or the DoD Partner.

Who is the Sponsor and who is the Partner?

- There are A&A and C&A tasks. Who performs those?

- The most current version of the DISN CPG is SEPT 2016 (Version 5.1). Is this the most current version? If not, what is and can you provide a link? Y This one is okay. It could possible be wordsmithed, but I think it is fine as written and consistent with our other requirments

43 Foundational Cyber The system shall provide the ability for products or technology whose primary purpose is to provide security services (e.g., firewalls, encryptors, intrusion detection devices) to comply with Common Criteria Certification (CCC) which produces an Evaluation Assurance Level (EAL) that represents a level of confidence in the security functions. In reviewing the CISA web page, I can find the CCC documents in the Archive section with the disclaimer that it may no longer be valid and most references and blogs I find on the CCC are dated on or before 2017. Can you please:

- Confirm CCC as written in this requirement is still valid as a stand alone compliance check?

- If so, can you please provide a link to the most current version of the CCC used by the DoD?

- If not, can you please identify which DODD, DODG, or DODI supersedes the CCC? Y This one should go away. It is too specific and really defines the cArmy secure infrastructure. I think that this requirement should be included in an umbrella requirement that references applicable STIGS, DoDIs, NIST 800 series, and can achieve an ATO.

I am not even certain it makes sense as written.

44FoundationalCyberThe system shall provide the ability for products or technology whose primary role is not security, but which provides security services as an associated feature of its intended operating capabilities to be configured in accordance with DoD-approved Security Technical Implementation Guidance (STIG)The same questions apply here as for Requirement 41 regarding the STIG.
- From our perspective this requirement is more specific than requirement 51 below and can probably be dropped as long as Requirement 51 is retained. Do you concur or have a different advice?YThis one should go away. I am not certain what it means. I think this gets wrapped up in a single overarching requirement that references STIGS, NIST, DoDI and can achieve an ATO
45FoundationalCyberThe system shall provide the ability to support DoD-approved Antivirus protection with automatic update ability. In mature IT enterprises (which we believe the Army IT Enterprise is), there are Enterprise licenses for antivirus protection and with high probability, an enterprise file service that manages file and attachment storage, retrieval, conversion, text extraction, and virus scan among other services. The following may be G6 question but you may know the answer:

- Does the Army have an enterpise antivirus solution? If so, is it available to new systems and what is the name of the service/software?

- Does the Army have an enterprise file service that performs the tasks described above? Is this service available to new clients? What is the name of the file service? Is it accessible to NIPRNet systems? Are there any special conditions associated with accessing this network that exceed the compliance requirements for delivering a secure NIPRNet applicaiton? Who is the point of contact for maintaining this service and setting up accounts?YAfter learning what I did about cArmy and the ability for SaaS vendors to use their own cloud environments (which may or may not include services common to cArmy) that this requirement can be rewritten along the lines of: The system shall provide the ability to scan attachments using a DoD-provided antivirus service or a DoD-approved Antivirus service with automatic updates for virus definitions.
46FoundationalCyberThe system shall be compliant with DoDI 8500.2 (IA Implementation).Duplicate of Requirement 55, assume this one will be removedN
47FoundationalCyberThe system shall be compliant with DoDI 5400.16 (PIA).Privacy Impact Assessment is generally viewed as an assessment to be performed prior to the award of a contract to ascertain whether a system qualifies for a PIA. Should a PIA be required, then the results of a PIA will drive architecture and design of the system.
- Since the detemination of whether a PIA is required and the conduct of the PIA is inherently govenrmental and should be conducted prior to the award of the contract, is it appropriate to remove this requirement from the System implementation?YWe probably want to keep this one as is for the RFI, but for the RFP, this can be tighted up quite a bit. If we know that CISIL collects PII, then we can write this such that it states the system will be compliant with DoDI 5400.16 (PIA) defined standards for a system that contains PII. Clearly it can be tightened up a little bit, but the DoDI just states a PIA has to conducted. The vendor will not do that. The vendor will be responsible for implementing the standards and following the incident handling procedures associated with PII breaches.
48FoundationalCyberThe system shall be compliant with DoDD 8570.01-M (IA Workforce Improvement Program).DoDD 8570.01-M is the manual that lists approved IT certs for the IT workforce.

- Does this guidance apply to contractors brought on board to develop an application and maintain it?

- If so, would it be more appropriate to reword this so it is not system centric but instead is reworded to describe the team that is provided by the vendor must meet 8570.01-M certifications? Y I really think this one can go away and get covered by an umbrella requirement that states the system will be compliant with DoDI, STIGS, NIST, … and achieve an ATO.

Unless the development team and the sustainment/support team are considered part of the system, this does not apply. This DoDD states that humans have to be certified/trained for the role they are taking.

Send Wes Link of most current version 49 Foundational Cyber The system shall be compliant with FIPS PUB 140-2 (Cryptographic). Research indicates that FIPS 140-2 was superseded by 140-3.

- Can you confirm that 140-3 is what we should be referencing?

- This document seems to describe the standards for developing cryptographic libraries and modules. Is it safe to assume that DA and DoD have an approved standard and libraries that conform to FIPS 140-3 and that this requirement should actually reference those libraries or make a statement that the system shall use DoD approved Cryptographic libraries that are compliant with FIPS 140-3?

- If there are libraries that are DoD approved and authorized for use, can you provide us the names?

- Assuming the government goes with a low code/no code solution that exists on a standard platform, is there a standard certifaction a vendor can provide to prove it is FIPS 140-3 compliant? Y I really think this one can go away and get covered by an umbrella requirement that states the system will be compliant with DoDI, STIGS, NIST, … and achieve an ATO.

Unless the development team and the sustainment/support team are considered part of th 50 Foundational Cyber The system shall be compliant with DoDI 8510.01 (RMF). This Instruction discusses the policies, procedures, framework to be implemented to support Risk management. It is not guidance or instructions on how to architect, design, or develop a system (those are covered in many other documents).

- can you confirm this is not an applicaiton design document?

- Can you confirm that the execution of the RMF is inherently governmental and not a function/task to be undertaken by the development team or the support team but instead the contractor's level of support is limited to providing information and potential solutions to source code in event of a risk that needs to be mitigated?YI think this one can go away and it gets covered in the umbrella requirement. This requirement does not define an application requirement. It specifies the roles and responsibilities for people to manage risk in an acqusition program. Other than the vendor identifying risks and mitigations and providing updates and remediations, this is inherently governmental.
51FoundationalCyberThe system shall be compliant with DoD STIGS.The same questions apply here as for Requirement 41 regarding the STIG.
- We think this requirement covers Requirements 41 and 44 and those can be dropped and this one retained. Do you concur or do you have alternative insights you can provide?YI think this gets rewritten as part of the larger umbrella requirement
52FoundationalCyberThe system shall be compliant with IA Controls as listed in the DIACAP Knowledge Service for MAC & CL.I can find literature that indicates the DIACAP Certification and Accreditation Program has been replaced by the RMF Framework.

- Can you confirm this is correct and that we should not be mentioning DIACAP?

- If it has been replaced, is there a DoDD, DoDG, DoDI that documents the transition and provide guidance on implementing the RMF and what the requirements are?

- There is a lot of dicsussion about continous monitoring of DoD systems. Is there an Army Enterprise Automated Monitoring applicaiton (e.g., Dynatrace) and is there an Enterprise log analyzer (e.g., Splunk) with which systems must integrate?YThis one goes away since it references DIACAP, is covered under the reference to RMF and infromation security, and will be covered under the umbrella requirement
53FoundationalCyberThe system shall be compliant with CJCSM 6510.01.This document appears to be from 2009 with no later releases and is related to Incident handling.

- Since it references "Information Assurance" and the DoD has shifted to "Cybersecurity" in its language is it safe to assume this document has been superseded by some other CSCSM? If so, can you please provide the name and link?

- If we are compliant with DoDI 8500.01 and CJCSM should be compliant and consistent with the DoDI, is it necessary to cite the CJCSM if we are compliant with the DoDI? Or is vice versa correct (if I reference the CJCSM I don't need to reference the DoDI?

- The document pertains to Incident Management Response. Other than being connected to a continuous monitoring capability, Incident Response Management seems to be more of a procedure driven activity and not so much an application driven activity. Is it correct to say the System shall be compliant with the guiding document or is it correct to say Supporting SOPs and implementation of continuous monitoring shall be compliant with the guiding document?YThe same observations here as with RMF. Incident response is a process. Not something built into the system (unless the system includes sustainment and support services). Additionally, it will be covered in the overarching requirement. Current version is 6510.01B as of 2014. We can cover it in the Umbrella requirement
54FoundationalCyberThe system shall be compliant with DoDD 8500.1.DoDI 8500.01 Change 1 (dated OCT 2019) states the it reissues and renames DoDD 8500.01E as a DoDI and renames it from Information Assurance to Cybersecurity.

- Can you confirm that DoDD 8500.01E is in fact the same thing that we are referencing as DODD 8500.1?

- Can you confirm that we should be referencing DoDI 8500.01E and not DoDD 8500.1YThis is a big dog document. We want to reference it directly and outside of the umbrella requirement but reference DoDI 8500.01E. Something along the lines of: The system will be compliant with the latest version of DoDI 8500.01E (or its supeseding instructions) and other applicable DoD cybersecurity instructions, guidance, directions, and manuals.
55FoundationalCyberThe system shall be compliant with DoDI 8500.2.DoDI 8500.01 Change 1 (dated OCT 2019) rescinds DoDI 8500.02. I can find reference in open source commentary that DoDI 8500.2 has been rescinded and replaced by DoDI 8500.01.

- Are we correct in assuming 8500.02 is the correct reference to what we have been calling DoDI 8500.2?

- If so, does this mean that DoDI 8500.02/8500.2 have been recended and this requirement is no longer valid?

- if DoDI 8500.02 is not the same as DoDI 8500.2, then what is the difference and is DoDI 8500.2 still in effect? If so, can you provide a link to the most current version of this Instruction?YDrop it. Covered by requirement above on DoDI 8500.01 and the umbrella requirement
67FoundationalComplianceThe system shall be implemented, using the American National Standards Institute (ANSI) X-12 standards, IAW DoDD 8190.01, DoD Logistics Use of Electronic Data Interchange (EDI) Standards. No questionsN
68FoundationalComplianceThe system shall be implemented IAW DoD NetOps Global Information Grid as specified in the latest version of DoDI 8410.02 or its superseding DoDI.Research shows that DoDI 8410.02 dated DEC 8, 2021 is the most current version and has been renamed.

- Can you confirm the version referenced above is the most current version and the name is now "Support to DoD Information Network Operations"

- This document only prescribes the responsibilities of DoD and component IT leaders, it does not provide the measures, metrics, and standards to be implemented. Can you provide the source (document and URL) of MOPS, MOES, and Standards the Army has developed that support the new DoDI 8419.02YKeep it as written. Another big document that we want to reference explicitly
69FoundationalComplianceThe system shall be implement IAW the latest version of DoD Guidance 8320.02-G (Guidance for Implementing Net-Centric Data Sharing) or its superseding DOD Guidance.Research indicates this was actually a DoDD and not a DoDG. Research also shows this has now been changed to DoDI 8320.01.

- Can you confirm this is the correct and most current guidance?

- Reference 3 provides broad guidance on sharing and interoperability. Is there a DA document that provides specific guidance to implement the broad guidance provided to the Service component heads? If so, can you provide the name and number of the document along with a link?YDrop it and have it covered under the umbrella requirement
70FoundationalComplianceThe system shall be implemented IAW Data Sharing in a Net-Centric DoD and the Department of Defense Net-Centric Service Strategy, 05/04/2007, or the latest approved versions. Both of these documents are very dated (2004 and 2007 respectively with no changes and updates readily available).

- Given it has been at least 15 years since these documents have been released is it safe to assume they have been superseded by some other guidance and this requirement should be dropped?

- If these documents have been superceded, is it by DoDI 8320.02? If not, which document(s) supersede them?

- If they have not been superseded can you please provide the name and link to the most current documents?YDrop it and have it covered under the umbrella requirement
71FoundationalComplianceThe system shall be implemented IAW DoDI 5400.16, Privacy Impact Assessment (PIA) Guidance, 2/12/2009, or the latest approved version. This appears to be a duplicate of requirement 47. Recommend droping it.N
72FoundationalComplianceThe system shall be implemented IAW DoDI 4630.08 Procedures for Interoperability and Supportability of Information Technology (IT) and National Security Systems (NSS), 6/30/2004, or the latest approved version. This document is 18 years old and I can find no updates or current references to this document.

- Can you confirm DoDI 8330.01 is the correct references for interoperability?

- Assuming it is, the documen provides instructions to the appropriate component leads. Is there Army specific guidance for the implementation of the guidance provided in 2014 or 2022? If so, can you please provide a document name and link to the document?YDrop it and have it covered under the umbrella requirement
106FoundationalContinuous UpgradesThe system shall provide a multi-tenant environment from which continuous upgrades are issued based on best business practices or changes in law, policy, regulations, directives (LPRD).N
107FoundationalContinuous UpgradesThe system shall provide a multi-tenant environment from which continuous security upgrades are issued based on best business practices.N
108FoundationalContinuous UpgradesThe system shall provide a multi-tenant environment from which continuous application upgrades are issued based on best business practices.N
109FoundationalContinuous UpgradesThe system shall provide a multi-tenant environment from which continuous innovation ability can be made available based on best business practices.N
167FoundationalComplianceThe system shall support compliance with DA and DoD requirements in a commercial cloud configuration, and the National Institute of Standards and Technology Special Publication 800-145, September 2011.NIST 800-145 provides national level guidance for government entities providing services from the cloud.

- Is the DoD Cloud Computing Security Requirements Guide the DoD implementation of NIST 800-145? If so, is there a version of this document that is more current than 2017? If not, what is the DoD guidance for this document?

- Is there a DA document that supports NIST 800-145 and the DoD Guidance? If so, what is it?

- If there is no such document or set of documents, it appears these standards must be met to achieve a cATO. Is there a checklist that guides ATO A&A that we can use to better shape our requirements for this system?YDrop it and have it covered under the umbrella requirement
168FoundationalComplianceThe system shall provide automatic virtual server provisioning to dynamically scale capacity during demand spikes to maintain performance and decrease capacity during lulls to reduce costs.N
169FoundationalComplianceThe system shall be compliant with FEDRAMP+ security controls and DoD Cloud Computing Security Requirements Guide (SRG) cloud security information impact level (IL) 4 security controls. This requirement seems to be a much more specific statement and duplicate of requirement 167 (NIST 800-145).

- Is that interpretation correct and we could safely drop 167 or are these two different standards?

- Same questions as above for 167: Is there a DA specific guidance of this document and can we get the cATO A&A checklist?YLeave it as is. Its pretty broad and covers a bunch of stuff that we want compliance with.
170FoundationalComplianceThe system shall provide capabilities that are available over the network and accessed through standard mechanisms that promote use by heterogeneous thin or thick client platforms (e.g., tablets, laptops).N
171FoundationalComplianceThe system shall provide computing resources that are pooled to serve multiple consumers using a multi-tenant model, with different physical and virtual resources dynamically assigned and reassigned according to consumer demand.N
172FoundationalComplianceThe system shall provide the ability to automatically control and optimize resource use by leveraging a metering ability at some level of abstraction appropriate to the type of service provided (e.g., storage, processing, bandwidth, and active user accounts) so that resource usage can be monitored, controlled, and reported.N
173FoundationalComplianceThe system shall provide the ability to limit a user's access to data and reports at the organizational level required with a level of accuracy that meets or exceeds industry standards (e.g., a 99.9% level of accuracy).N
174FoundationalComplianceThe system shall provide a 508 compliant or certified exempt, client, or Web-based user interface. Not a cybersecurity requirement, do not need to discuss this with Cyber peopleN
178FoundationalComplianceThe system shall comply with Information Assurance Requirements IAW DoDD 8500.01E.This is a duplicate of Requirement 55; it should probably be removed from the requirements listN
179FoundationalComplianceThe system shall comply with all Information Assurance requirements as defined in the FMS-ACES program guidance for DoD, Army, and National Institute of Standards and Technology (NIST) Policy, Guidance, and Directives.Andy, this sounds like a catch all requirement. I don't have a problem with this one per se, but do we actually have an FMS-ACES program guidance document that will be provided with the RFP? I am wondering how this has played out in other sytems. Fisrst question I would ask as a vendor is whether I can have a copy of this or when will it be available.N
