AMENDMENT 0001
1. Then purpose of Amendment 0001 to Solicitation W519TC-23-R-2043 is as follows:
a. Answer contractor questions:
Q1: Is this a request for quote (RFQ) or a request for proposal (RFP)?
A1: This is a Request for Quote.
Q2: If this is an RFQ, would you be able to tell me how many contracted employees are performing with the current incumbent?
A2: This is a new requirement.
Q3: Are there any pain points with the current incumbent?
A3: No, this is a new requirement.
Q4: Is place of performance in one location or two as there are two different county wage determinations included with the documents?
A4: It is one location.
Q5: Is this a follow-on requirement or a new contract?
A5: This is a new requirement.
Q6: How many FTE’s (Full-time employees) are required to perform under this contract? Please confirm if this is a full-time or part-time position?
A6: One full-time employee.
Q7: Is the Government requiring that offerors have a Facility Security Clearance (FCL) at the time of award?
A7: No. Not at time of contract award. However, in accordance with the PWS, prospects will have to obtain the appropriate installation clearance prior to starting their first day of work. Prospects must have a valid driver’s license and will pass a government background check. Additionally in accordance with the PWS, the prospective employee must be able to obtain a Common Access Card (CAC). At a minimum, prospect must be able to receive a favorably adjudicated Tier 1 or an equivalent or higher investigation in accordance with Army Directive 2014-05. This is a position/contractual requirement.
Q8: In the document B08_W519TC23R2043 page 3 of 22, NOTES, it states:
(b) Electronic Invoicing instructions shall be provided at time of award. A DD250 will be required.
Please confirm if DD250 is required/applicable in this contract?
A8: Wide Area Work Flow (WAWF) Instructions will be included in the contract utilizing 2in1 invoicing.
Q9: In PWS paragraph 1.4.1 Place and Performance of Services, it states:
The contractor shall provide services between the core work hours of 0900 and 1700 Monday through Friday, unless specified otherwise for a Medical Benefits Brief. Contractors shall be expected to work weekends for Medical Benefits Briefs and shall flex the work week before or after the Medical Benefits Brief event to comply with the required amount of hours which constitutes a work week.
Please confirm how many times does the contractor employee(s) need/expected to work on weekends (like how many times in a month or how many times in a year)?
A9: There presently is no expectation of any weekend work throughout the entirety of the contract.
However, if something changed that resulted a weekend duty shift, the contractor would be allowed to flex/adjust that time in accordance with the contract vendor’s HR policies/procedures.
Q10: Please confirm what would be the Education requirement/Degree requirement for this role?
A10: Educational and training requirements are contained in the PWS:
a. Personnel shall be experienced in all aspects and qualified in their respective functional areas. The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience.
b. Contract personnel assigned shall possess the required technical skills and expertise to perform the functions with minimum guidance.
c. The contractor shall complete the DHA Tricare fundamentals Certification within 90 days and annual refresher training thereafter.
d. There are various training objectives required by the contractor’ personnel after award in order to be compliant with the Federal Government, military, HIPPA, access to medical records and more.
Q11: Please confirm what would be the experience requirement for this role and how many years?
A11: The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. Contractor should have experience with TRICARE and how it operates.
Q12: In PWS paragraph 1.4.8 Post Award Conference/Periodic Progress Meetings, it states:
The contractor agrees to attend any post award conference convened by the KO in accordance with FAR Subpart 42.5. The KO, COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the KO will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.
Does the “contractor” high lightened in yellow refers to the offeror/vendor? Or it refers to the contractor employee who will perform the services under this contract? Does this conference will be in person or virtual?
A12: “Contractor” refers to the offeror/vendor employee performing the service. This meeting would be virtual.
2. All other terms and conditions of Solicitation W519TC-23-R-2043 remain unchanged and in full force and effect.
3. The closing date for submissions has been extended through 15 May 2023.
