Army Contracting Command - Rock Island (ACC-RI), in support of Project Manager Close Combat Systems (PM-CCS), hereby issues Request for

Proposal (RFP) W519TC-23-R-0006. Details of the RFP are as follows:

1) This acquisition is a 100% Small Business Set-Aside. Offerors must be a certified Small Business under NAICS code 325920, Explosives Manufacturing. Small business size standard is 750 employees.

2) Items:

- M6 Electric Blasting Cap, NSN: 1375-01-316-1229, DODIC M130

- M7 Non-Electric Blasting Cap, NSN: 1375-01-315-1335, DODIC M131

- M30 Inert Non-Electric Blasting Cap, NSN: 1375-00-621-8362, DODIC M097

3) This RFP will result in a single award Firm-Fixed-Price (FFP), five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract using range pricing. The proposed contract will include five priced ordering periods from the projected award date in fiscal year 2024 through fiscal year 2028, not to exceed five years. The ordering periods are defined as follows:

- Ordering Period 1: Date of Award - 365 Days after Contract (DAC)

- Ordering Period 2: 366 DAC - 730 DAC

- Ordering Period 3: 731 DAC - 1,095 DAC

- Ordering Period 4: 1,096 DAC - 1,461 DAC

- Ordering Period 5: 1,462 DAC - 1,826 DAC

The exact dates representing the five ordering periods will be entered upon contract award.

4) The guaranteed minimum dollar amount of this award is $1,500,000.00, which will be awarded on the first delivery order to be issued at or near the time of the IDIQ contract award. The Government does not guarantee quantity in any ordering period of the contract, with the exception of the guaranteed minimum dollar amount. The Government is under no obligation to order more than the guaranteed minimum dollar amount under this IDIQ contract. The only individual authorized to issue delivery orders against this contract shall be the

Procuring Contracting Officer (PCO) for this procurement or his designate.

5) Price Matrix: This RFP includes range pricing as set forth in the Price Matrix at Attachment 0001. Offerors shall submit a completed Price Matrix at Attachment 0001 instead of Section B pricing. Failure to provide firm fixed prices for all CLINs (DVT, FAT and production), all quantity ranges, and all ordering periods on the Price Matrix is unacceptable and may render the Offeror ineligible for award. The prices submitted in the Price Matrix shall be fully executable by the Government at the prices and quantity range limits specified in the Price Matrix. Refer to Section L.3 for instructions for completing the Price Matrix, and Section M.3 for how the

Government will evaluate the price.

6) The resultant contract from this RFP will utilize total (cumulative) pricing for each ordering period of the contract for production

CLINs. The cumulative quantity unit pricing will be reflected forward. Unit prices of previously awarded quantities will not be adjusted. The contractor is not obligated to honor orders in one ordering period totaling more than the following:

- M6 Electric Blasting Cap is 75,000 each;

- M7 Non-Electric Blasting Cap is 200,000 each;

- M30 Inert Non-Electric Blasting Cap is 35,000 each.

See FAR 52.216-19, Order Limitations, in Section I of this RFP.

7) The total maximum quantity for all five ordering periods for each item is as follows:

- M6 Electric Blasting Cap - 375,000 each;

- M7 Non-Electric Blasting Cap - 1,000,000 each;

- M30 Inert Non-Electric Blasting Cap - 175,000 each.

8) The M6 Electric Blasting Cap will be procured using M6 Performance Specification MIL-PRF-32293 (Attachment 0009). The performance

2 96

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

specification includes Design Verification Test (DVT) requirements (see Tables I and II of the performance specification). Within 180 days after a delivery order containing the M6 Electric Blasting Cap is issued, the contractor shall produce and submit to the Government

1,100 each M6 Electric Blasting Caps for DVT. The Government and/or designated representative(s) will perform design verification on the submitted units to verify compliance with design verification requirements of the performance specification. Disposition

(approval/disapproval) will be provided by the Government within 90 days after receipt of the DVT samples. Refer to Section C.5, Design

Verification - M6 Electric Blasting Cap, for additional instructions and information. Offerors are required to propose a separate price for the M6 DVT in the Price Matrix, Attachment 0001 (CLIN 0001). The Government reserves the right to waive the requirement for DVT.

**Offerors are instructed to read Section C.5 Design Verification - M6 Electric Blasting Cap, paragraph (c) in its entirety as it contains DVT testing quantities that differ from those in Attachment 0009. The requirements in Section C.5(c) take precedence over the performance specification (Attachment 0009).**

9) First Article Test (FAT): This RFP includes separately priced FAT CLINs for each configuration. If required, FAT shall be performed by the Contractor in accordance with Section E of the RFP. The contractor must provide a minimum 15 day advance notification prior to performing FAT. Offerors are required to provide a separate price for FAT on the Price Matrix, Attachment 0001, for all ordering periods. Offerors should not assume FAT will be waived, and must provide FAT prices as required to be considered for award.

First Article Test Report(s) for item(s) required on the delivery order are due to the Government within 270 days of the issuance of the delivery order. Disposition (conditional approval, approval, disapproval) will be provided by the Government within 30 days after receipt of FAT report. The Government reserves the right to issue delivery orders with or without FAT, and to waive FAT.

10) Production deliveries are F.O.B. Origin. For the first delivery order, monthly production deliveries shall start no later than thirty (30) days after FAT is approved or waived. For subsequent delivery orders, monthly production deliveries shall start no later than thirty (30) days after FAT approval, or sixty (60) days after issuance of the delivery order if FAT is waived. Delivery schedules will be established with each delivery order.

11) Accelerated Deliveries: Contractor-initiated early deliveries, defined as occurring prior to the scheduled month, will require written PCO approval.

12) The M6 and M7 Blasting Caps are considered to be sensitive ammunition/explosives. In accordance with paragraph (c) of DFARS clause

252.223-7007, a Statement of Work (SOW) that specifies requirements found in DoD 5100.76M, Appendix 2, is attached to this RFP. Refer to Attachment 0007 entitled "Security Statement of Work (SOW) Physical Security Standards for DoD Security Risk Category Arms, Ammunition and Explosives (AA&E) at Contractor Owned, Contractor Operated (COCO) Facilities." Safety and Security pre-award surveys will also be required for all proposed AA&E places of performance.

13) Refer to Section C.4, Technical Data Package Information (Controlled Documents), and Distribution and Destruction of Restricted

Technical Data. The Technical Data Package (TDP) for the M6 and M7 is considered Distribution C, limited to U.S. Government Agencies and their contractors. The M6 performance specification and the TDP for the M30 are considered Distribution A, approved for public release. Distribution statements on technical documents are in accordance with DoD 5230.24. All firms must be registered in the Joint

Certification Program at:

https://www.dlis.dla.mil/jcp/ and must have a current valid CAGE code to access the TDP. All contractors will be required to provide their current DD form 2345, Militarily Critical Technical Data Agreement, prior to accessing the TDP. Each individual requiring access to the TDP must have a

SAM.GOV account.

14) All proposals submitted in response to this RFP shall remain valid for a minimum of 120 calendar days from the date of receipt of offers. Offerors shall annotate the 120-day period in block 12 of the executed SF 33.

15) Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of the proposal. The

Government will not make any assumptions concerning an Offeror's intent, capabilities, facilities, or experience. The Government cautions Offerors to ensure that the proposal submitted is complete, including all fill-ins and blanks in the solicitation. This includes written approval from the cognizant contracting officer for use of Government facilities and equipment, if applicable.

16) The Government anticipates price competition; therefore, cost or pricing data is not required to be submitted with the Offeror's initial proposal. However, the Government reserves the right to require certified cost or pricing data in accordance with FAR 15.403-4, Requiring Certified Cost or Pricing Data.

17) In accordance with 31 U.S.C. 1352, Offerors shall complete and return Attachment 0008 Disclosure of Lobbying Activities. If not applicable, the Offeror shall mark Attachment 0008 Disclosure of Lobbying Activities with N/A and return Attachment 0008 with the

Offeror's proposal.

18) Offerors should take special notice of the Section L provision at FAR 52.215-1, Instructions to Offerors -- Competitive

Acquisition. The Government intends to award a contract resulting from this solicitation without discussions with Offerors (except

3 96

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

clarifications as described in FAR 15.306(a)). Initial proposals should contain the Offeror's best terms. The Government reserves the right to conduct discussions if determined necessary by the Procuring Contracting Officer.

19) The Government will utilize best value trade-off source selection procedures in accordance with FAR 15.101-1 to select the Offeror whose proposal is determined to provide the best value to the Government, with appropriate consideration given to the three (3) evaluation factors:

- Technical Capability Factor

- Past Performance Factor

- Price Factor

The Government cautions Offerors to pay specific attention to Section L, Instructions, Conditions, and Notices to Offerors. Offerors should read Section M, Evaluation Factors for Award, in its entirety. The Government will make award to the Offeror whose proposal is determined to provide the best value to the Government in accordance with the Section M criteria; therefore, award may be made to other than the lowest priced Offeror.

20) This RFP will utilize the Acquisition Source Selection Interactive Support Tool (ASSIST) during the source selection evaluation process. A separate tool, the ASSIST2Industry, will be used in conjunction with ASSIST to accomplish all exchanges with Offerors after receipt of proposals pursuant to FAR 15.306, Exchanges With Offerors After Receipt of Proposals. ASSIST2Industry provides the ability for the Government to issue, and the Offerors to receive and respond to, all Evaluation Notices (ENs) in a secure online environment.

See Attachment 0002 - Assist Instructions for further information.

21) This RFP shall not be discussed with any Government employee except the Contracting Officer, Mr. Joseph DePover, or his representative, Mr. Ryan Oliver. Any comments and/or questions should be submitted via email to Mr. Oliver at ryan.m.oliver9.civ@army.mil and Mr. DePover at joseph.r.depover.civ@army.mil. Please indicate the RFP number, W519TC-23-R-0006, in the email subject line for any correspondence pertaining to this RFP.

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1 STATEMENT OF WORK: CONFIGURATION CHANGE MANAGEMENT DOCUMENTATION

(a) The contractor may submit Engineering Change Proposals (ECPs) and Requests for Variance (RFVs) for the requirements in the

Government provided Technical Data Package (TDP). The contractor shall prepare and submit ECPs, NORs, and RFVs as required by the accompanying DD Form 1423, Contract Data Requirements List (CDRL). If a Value Engineering Change Proposal (VECP) clause is included on this contract, VECPs shall be submitted in the same manner as ECPs.

(1) ECPs - The contractor may request a permanent change to the requirements specified in the TDP or any other baseline documentation by submitting an ECP. ECPs shall be submitted to include all Notices of Revision (NORs) necessary to completely define the requested change. Each ECP shall be accompanied with at least one NOR per affected document. The contractor shall not present any production items for acceptance incorporating any change to the TDP or other baseline documentation until notified by the Government the ECP has been approved and incorporated in the contract.

(i) Page 1 of DD Form 1692 (or equivalent) shall be submitted for all ECPs. Pages 2-7 of DD Form 1692 shall be submitted when required to properly explain all the potential logistics and technical impacts of the proposed change. DD Form 1695 NOR or DD Form 1695-

1 Tabulated NOR (or equivalents) shall be submitted to completely describe the desired change on each affected document.

(ii) All ECPs submitted by the contractor will be routine priority unless otherwise justified. If the contractor considers the

ECP to be emergency or urgent, they shall include justification within 48 hours of submittal of the ECP.

(2) RFVs - The contractor may request to temporarily depart from a requirement specified in the TDP or any other baseline documentation, by submitting an RFV. RFVs may be submitted either pre- production (formerly known as Request for Deviation (RFD)) or post- production and prior to acceptance by the Government (formerly known as Request for Waiver (RFW)). DD Form 1694 (or equivalent) shall be submitted for all RFVs. The contractor shall not present any production items for acceptance with any nonconformance to the requirements in the TDP or other baseline documentation until notified by the Government the RFV has been approved and incorporated in the contract.

(b) Submission of requested changes - The submission of an ECP or RFV by the Contractor does not affect the required delivery dates specified within the contract, shall not constitute excusable delay in the performance of this Contract by the Contractor or in any way relieve the contractor from compliance with the contract delivery schedule. If a delivery date change is needed, it must be negotiated with the Contracting Officer and documented via modification to the contract. The submission of an ECP and/or RFV by the

Contractor shall not preclude the Government from exercising its rights under any clause of the Contract.

(c) Specifications - Permanent proposed changes to specifications which are part of the TDP or baseline documentation shall be requested with an ECP and NOR (i.e., Specification Change Notices (SCNs) are not required).

*** END OF NARRATIVE C0001 ***
