CONTRACTOR QUESTIONS & ANSWERS
Q1. “NSN Number: The original description had a part number that I was not able to decode. Is there an NSN?”
A1. There is no NIIN for the ITDS Turret. Material Part Number 00X190048 was created by JMTC to list in the Project Bill Of Materials.
Q2. “Approve manufacturer: Is there a manufacturer who has already submitted this product that has met and been approved for this application with testing on the CARC surface?”
A2. Here are some suggested sources from the DLA Turret, but unsure if they manufacture the material or are distributors.
Netherland Rubber Co. Cincinnati OH. (Cage code 05471) Soundcoat Company Inc. Deer park NY (Cage code 28818) Polymer Technologies, Newark, DE (Cage Code 0PZF7)
Q3. “ASTM D1056 is a test, this description does not call out the test result. The test result would call the Type, Class, Grade, such as 2A1, 2C1, 2C2…etc. Do you have this available?”
A3. JMTC workers have access to various specifications maintained at a website which the Government pays for. Vendors should also have access to these specs, or they may be able to purchase the Spec. I do not think we can legally send a copy to a vendor which has been obtained from the HIS website. https://login.ihsmarkit.com.
Q4. “Temperature Range: List both -40F to 200F, and -50F to 250 F. Can you clarify what temperature range is needed?”
A4. The material we are looking for is described as "Acoustical And Thermal Insulating, Vibration Barrier Closed Cell Foam with Pressure Sensitive Adhesive (PSA) Backing. So there are essentially two different material requirements involved. The temperature range requirements for the physical properties of the "Foam" is -40 to +200 degrees Fahrenheit (F). The temperature range requirement for the PSA portion of the material is -50 to +250 degrees Fahrenheit (F). Testing documentation for the Foam must show the minimum -40 to +200 F range, while testing documentation for the PSA must show a minimum -50 to +250 F range. It is not as simple as picking the minimum lower temperature bound between the two and the maximum upper temperature bound between the two. The temperature range for the Foam is the temperature range which the foam must exhibit certain physical properties (Elongation, tensile strength, etc..). The temperature range for the PSA is the temperature range which the PSA must maintain bond strength. So even though the Foam does not have to exhibit the physical properties at an environmental temperature greater than 200 degrees F, it still must stay bonded to the vehicle at up to 250 degrees F.
Q5. “Adhesive: Any there any specifics for the adhesive? Acrylic, Rubber? Does one of the temperature ranges apply to the adhesive?”
A5. Our drawing requirement states "Pressure Sensitive Adhesive: The Adhesive System shall not incorporate a film barrier. The bond strength after curing for 72 hours shall exceed the tear strength of the
W519TC23Q2269
foam insulation when applied to CARC Panted Surfaces with a Service Temperature Range of -50 F to +250 F. (So the -50 F to +250 F applies to the adhesive.) NOTE: The DLA Turret has a Pressure Sensitive Adhesive (PSA) which is an "Acrylic Laminating Adhesive". So an Acrylic Laminating Adhesive would work for the ITDS Turret.
Q6. “CARC, most foam manufacturers won’t have specific test results for surfaces such as CARC, unless specifically required as part of a project. This is why I’m asking if there is a foam manufacturer who already produced and tested their product. If not, are you looking for a manufacture who will do a complete test on a CARC surface?”
A6. No test reports are needed, only a Certificate of Conformance will be required stating that the material supplied meets all specifications required by JMTC.
