About this file

This document is an amendment to a solicitation for a 150 Gallon Vertical High Sheer Mixer for explosives. The amendment provides answers to six questions from potential offerors to clarify requirements. It extends the quote receipt date to September 12, 2023 at 3:00 Central Time and confirms that all other terms and conditions of the solicitation remain unchanged. CLIN 0002 in any resulting contract will include shipping, installation, and field service support for the mixer. The amendment also specifies that the warranty period is 12 months from delivery rather than commissioning, acceptable vacuum connection types, and clarifies that government inspection is not mandatory but may occur if specifications are not met. No down payments will be included in the contract payment structure.

This document serves as AMENDMENT 0001 to Combined Synopsis/Solicitation for 150 Gallon Vertical High Sheer Mixer (VHSM) for explosives, Notice ID is W519TC-23-Q-150GALMIXER

1. Answers/responses are provided for the following questions/clarifications:

Q1. In the 0001 document item 2. J. (All fittings, connections, and bolts shall be U.S. customary or standard unit (inch). In the case of vacuum connections ISO-K type connections are acceptable.) This will add cost because our mixers are in metric and the engineering to convert to US can be done but will add cost? Do you want this? All your other mixer are in metric. We can make some external fittings US as possible.

A1. All fittings, connections, and bolts shall be U.S. customary or standard unit (inch). In the case of vacuum connections ISO-K type connections are acceptable.

Q2. 0001 document item 3. O. V. Discharge will not be 8" it will be 6". If you want 8” we will have to see if engineering can do it and it will add cost?

A2. A 6" port in lieu of the 8" is acceptable.

Q3. 0001 document "warranty" we discussed that this is usually 12 months from delivery. They have this as 12 months from commissioning.

A3. It is acceptable for the warranty to be 12 months from delivery.

Q4. 0001 document "quality management" They state ( The government reserves the right to witness the inspections of all components of this system for conformity of specifications.) While this will probably be waived post award it will add cost if you want inspections or FAT. Can you clarify?

A4. I am not sure what is to be clarified with this. If government personnel feel that the contractor is not providing an item that meets the specification, then they can request an inspection.

Q5. On page 4 item 4 it say shipping and commissioning will be on separate line items but you only have 2 CLIN (1 for mixer and shipping and 1 for Field Service) just want to clarify this.

A5. CLIN 0002 will include shipping and installation in addition to Field Service and Support.

Q6. Is there any possible way to structure this so whoever is awarded can get a down payment of 20%-30% and then the remaining at delivery?

A6. No. This requirement will not include down payments.

2. Receipt of quotes is extended to 12 September 2023 at 3:00 Central Time.

3. All other terms and conditions remain unchanged.
