PERFORMANCE WORK STATEMENT (PWS)
Ministry of National Guard Schools English Language Training Program 13 May 2024
Part 1 General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1. Description of Services/Introduction: Provide American English Language and communication instruction, training, and testing to increase language proficiency for the Saudi Arabia Ministry of National Guard (SANG) ground forces soldiers in the Kingdom of Saudi Arabia, in preparation for United States (U.S.) Military school attendance.
1.2. Background: A high level of English proficiency is required for military training attendance of U.S. Military Schools. Previously, training at the Defense Language Institute and/or the Saudi Ministry of National Guard (MNG) Aviation School was required to raise the English proficiency of Saudi Military Students (SMS) to appropriate levels. The level of throughput of Ground Forces Soldiers has become insufficient and the MNG requested the U.S Office of the Program Manager (OPM) to establish an English Language Training Program at one of MNG’s Military facilities within the Khasm Al-Aan military complex in Riyadh, Saudi Arabia. The program was restarted with a short-term contract and is now transitioning to sustained operations.
1.3. Scope: The contractor shall provide all personnel, supplies, contractor transportation, educational tools, instructional materials, secure housing arrangements, and other items necessary to perform services as described in the PWS and associated contract documents. The contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.
1.4. Objectives:
(a) Instruct Saudi Military Students (SMS) on American English and communication in accordance with (IAW) Defense Language Institute (DLI) standard.
(b) Test SMSs’ language proficiency with the goal of achieving 80% or higher on the Defense Language Institute Exam.
(c) Assist SMSs through instruction, training, and exercises to reach proficiency within six (6) months to one (1) year from the start of the training course.
1.5. General Information:
1.5.1. Quality Control Plan (QCP): The contractor shall develop and maintain a QCP (Deliverable # A.001) to ensure services are performed in accordance with (IAW) this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QCP is how it assures that the work provided complies with the requirements of the contract.
The contractor’s proposed QCP shall be submitted to the Contracting Officer (KO) through the Contracting Officer’s Representative (COR) for review within ten (10) days after contract award (Deliverable # A.001).
The Government will review and either notify the contractor in writing of acceptance of the plan or return their comments to the contractor within ten (10) days. If the Government has provided comments, the contractor shall then have ten (10) days after receipt to submit a final QCP. After receipt of the final QCP, the contractor may receive the Contracting Officer’s acceptance in writing. Any proposed changes to the accepted QCP are required to be resubmitted for acceptance by the Contracting Officer and before implementation by the contractor. The timeline noted above will apply for review and acceptance for proposed changes. At a minimum, the QCP must include and answer the following to be acceptable:
(a) A chart showing the organizational structure and lines of authority, the names, qualifications, duties, responsibilities, and classification of each member of the contractor's Quality Control Team.
(b) How the contractor will monitor work to ensure performance complies with all deliverables (etc. timelines, deadlines, and goals).
(c) How the contractor will monitor work to ensure performance complies with all specifications and requirements of the contract, including the contract’s clauses.
(d) How the contractor will monitor and ensure staff qualifications remain current and valid including Department of Defense (DoD) Contractor Personnel Office (DOCPER) processes/approvals throughout contract performance.
(e) How the contractor will ensure all keys issued will remain controlled items.
(f) How the contractor will inventory and track maintenance of all MNG Provided Equipment / Materials.
(g) How the contractor will identify, investigate, and correct any non-conforming performance and prevent similar deficiencies in the future; and
(h) How the contractor will file and save all Quality Control related documents for the life of the contract plus five (5) years.
1.5.1.1. An Analysis of Quality Control and Timeliness of Submittals (i.e., deliverables) shall be provided to the COR within thirty (30) days upon completion of the base year and each option period (Deliverable A.002).
1.5.1.2. The contractor shall inform the COR of issues or potential issues that might affect the performance within forty-eight (48) hours of identifying those issues. Verbal reports shall be followed by written reports within five (5) workdays (Deliverable A.003).
1.5.2. Quality Assurance: The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).
This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).
1.5.3. Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g., deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal.
1.5.3.1. U.S. Holidays: Work shall be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer.
1.5.3.2. Kingdom of Saudi Arabia (KSA) Holidays: The Government facility shall be closed, and work is not required during official KSA Holidays as set by the Khasm Al- Aan military complex Command.
1.5.4. Operating Hours: The Government facility office hours, facility operating hours, and the contractor support hour requirements often coincide; however, they may differ.
Please refer to the following.
1.5.4.1. Government Facility Office Hours: The Government facility office hours are 0500 to 1700, Sunday through Thursday, and the offices may be closed by MNG officials for KSA Holidays identified in paragraph 1.5.3.2 above or during local or national emergencies, administrative closings, or similar Government directed facility closings.
1.5.4.2. Government Facility Operating Hours: The Government facility operating hours occur between the hours of 0600 to 1900, Sunday through Thursday. The Government facility is open during local or national emergencies, administrative closings, or similar Government directed facility closings, and will be communicated by the Contracting Officer to the contractor.
1.5.4.3. Contractor Support Hours: The contractor shall provide support between the hours of 0600 to 1500 (or an equivalent timeframe as directed by the school and approved by the COR in correspondence), Sunday through Thursday unless closed during local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor shall always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce is essential.
1.5.4.3.1. Contractor Work Plan: The contractor shall prepare and maintain a Work Plan. The plan, at a minimum, shall identify regularly scheduled work (to include location, work to be completed, timeline, etc.) The contractor’s proposed Work Plan shall be submitted to the Contracting Officer via the COR for review within thirty (30) days after date of contract award (Deliverable A.004). The Government will review and either accept or reject and return comments to the contractor within ten (10) days. The contractor shall then have three (3) business days to submit a Final Work Plan. Any proposed change to the accepted Final Work Plan is required to be resubmitted to the COR for review and acceptance by the Contracting Officer at a minimum thirty (30) days prior to implementation. The timeline noted above shall apply for review and acceptance of proposed changes.
1.5.4.3.2. Contractor Housing: All US citizens supporting this contract shall be housed in US Government approved housing areas.
1.5.4.3.3. Contractor Transportation: All transportation necessary to execute this contract shall meet local KSA vehicle safety requirements.
1.5.5. Place of Performance: The work to be performed under this contract will be performed at the Language Training School at the MNG Khasm Al-Aan Military Complex, in Riyadh, Saudi Arabia.
1.6. Post Award Conference/Periodic Progress Meetings: The contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, Contracting Specialist (KS), COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the contractor of how the Government views the contractor's performance and the contractor shall apprise the Government of any issues that the contractor is encountering that are hindering the contractor’s ability to perform the work IAW the PWS. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.6.1. The contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Program Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.
1.7. Contracting Officer’s Representative (COR): Refer to Part 2 of this PWS for the definition of a COR. As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, monitor contractor's performance and notifies both the Contracting Officer and contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of contractor personnel.
1.8. Key Personnel: The following personnel are considered key personnel by the Government: Program Manager, Testing Control Officer, Information Technology Technician, Instructor, and Lab Instructor. The contractor shall provide a Program Manager who shall be responsible for the performance of the work. The name of this person and an Alternate Program/Contract Manager, who shall act for the contractor when the Program/Contract Manager is absent, along with a Curriculum Vitae (CV) for each of these individuals, shall be provided in writing during the proposal process prior to contract award (Deliverable A.005). The Program Manager or Alternate Program Manager shall be available between 0600 to 1500, Sunday through Thursday (as outlined in 1.5.4.3.). Qualifications for all key personnel are listed below:
(a) Program Manager: Must be able to manage the American English Language program and its contracted employees; serve as the primary point of contact to the MNG School Officials and Cadre at Khasm Al-Aan and OPM-SANG liaisons and contracting partners.
(1) The CV provided by the Contract Manager and Alternate Contract
Manager must demonstrate successful completion of 24 semester hours in relevant post-secondary education courses.
(2) Relevant experience speaking English and Arabic in a work environment.
(3) Familiarity with Defense Department Data Sources (e.g., cost and software data reporting, Earned Value Management (EVM), etc.)
(4) Or demonstrate a minimum of five (5) years’ experience within the past
10, working as a Program Manager.
(5) The Program Manager shall conduct formal evaluations of instructors twice a year, at a minimum, using the Defense Language Institute English Language Center (DLIELC)’s Instructor Performance Evaluation Rubric (IPER).
(6) The Program Manager shall ensure adherence to the DLIELC’s standards.
(b) Testing Control Officer: Must be able to manage testing of SMSs’ language proficiency and the testing Labs and programs.
(1) Possess a 4-year degree that includes or is supplemented by a major study in English as a Second Language (ESL), English as a Foreign Language (EFL), Linguistics, Foreign Languages, or Teaching English to Speakers of Other Languages (TESOL). The 4-year degree must be conferred by an institution accredited by an accrediting institution recognized by the U.S. Department of Education.
(2) Or demonstrate a minimum of three (3) years’ experience within the past 5, working as a testing administrator for an English language program.
(3) The Testing Control Officer shall ensure that all testing practices and curriculum meets the Defense Language Institute English Language Center (DLIELC)’s standards.
(4) Must be a native speaker of American English.
(5) Capable of acting as a classroom instructor if necessary.
(c) Information Technology Technician: Must be able to support all technical requirements for program support.
(1) Possess technical knowledge on all programs used by the contractor for instruction, exercises, and testing.
(2) Be able to provide troubleshooting for hardware issues for computers, smart screens, server stacks, and audio testing equipment.
(3) Must speak basic English and basic Arabic, able to communicate technical requirements and effectively work with MNG support staff.
(d) American English Instructors: Must be able to communicate with and instruct
SMSs in American English language articulations, fluency, and pitch/quality of sound that will communicate course requirements, objectives, theory, and content.
(1) Possess a 4-year degree that includes or is supplemented by a major study in English as a Second Language (ESL), English as a Foreign Language (EFL), Linguistics, Foreign Languages, or Teaching English to Speakers of Other Languages (TESOL). The 4-year degree must be conferred by an institution accredited by an accrediting institution recognized by the U.S. Department of Education.
A) FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements, by providing persuasive evidence that education credentials are equivalent to those gained in a conventional U.S. education program.
(2) Instructors must have at least one year of specialized experience in English language instruction. Specialized experience includes: providing instruction to a diverse student body using the principles, practices, and techniques of English as a Second Language (ESL) and English as a Foreign Language (EFL); teaching ESL/EFL to adults from basic elementary to advanced English; planning, preparing, and coordinating instructional activities for adult students; creating and managing student assessment techniques and objectives to include test and measurement principles;
assisting in the development and improvement of curriculum design, training materials, instructional delivery, and student administration; preparing lesson plans by selecting and adapting instructor texts and guides; or developing a plan of instruction for class-specific exercises. OPM-SANG will review instructor packages (transcripts, diploma, CV) to verify instructor qualification in PWS.
(3) Instructors must complete Defense Language Institute English Language Center (DLIELC)’s Familiarization with the American Language Course (ALC) or Observer Professional Training. The Familiarization course can be delivered at the DLIELC resident campus or in-country at OPM-SANG or MNG facilities.
(4) The instructors shall be formally evaluated twice a year, at a minimum.
(A) The instructor shall be evaluated using the DLIELC’s Instructor
Performance Evaluation Rubric (IPER) for instructor’s evaluations.
(5) Must be a native speaker of American English.
(6) The Contractor shall designate at least one fully qualified instructor to serve as the lab instructor and primary point of contact for all lab related requirements.
1.9. Identification of Contractor Employees: All contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties must identify themselves, to include proper marking of signature blocks in correspondence, to avoid creating an impression in the minds of members of the public that they are Government officials. The contractor shall ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
1.9.1. Clothing and Appearance Standards for Contractor Employees: Contracted employees will be clean and presentable in appearance. Clothes will cover arms and legs and have no text or imagery that can be construed as offensive. No clothing will be worn that is outwardly religious in nature to minimize connecting professionally with the SMSs. Contractors should present in clothing and appearance as business casual at the bare minimum. The MNG Cadre for the program will make final decisions on clothing standards.
1.10. Data Rights: The Government has unlimited rights to all documents and materials produced under this contract. All documents and materials, to include the source codes of software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership and copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the KO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
1.11. Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/, the contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.
1.12. Phase In /Phase Out Period: To minimize decreases in productivity and to prevent possible negative impacts on additional services, the contractor shall have personnel on board, during the phase in/ phase out periods. During the phase in period, the contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.
1.12.1. Phase In Period: The contractor shall develop a Transition Plan and submit with proposal (Deliverable A.007). During the phase in period, transition with the prior contractor will be completed NLT within 90 days of contract start. Immediately upon acceptance, the contractor will begin transition with the last contractor for appropriate positions, if there is a new contractor awarded. The following positions will immediately be filled (not later than 5-days after contract award).
(a) One (1) Program Manager
(b) One (1) Information Technology Technician
(c) One (1) Testing Control Officer
(d) Fourteen (14) Instructors
1.12.2. Phase Out Period: The contractor shall develop a Transition Plan and submit upon identification of new contract award to another contractor. During the phase out period, transition with the next instructor will be completed NLT within 90 days of contract start. Immediately upon acceptance, the contractor will begin transition with the new contractor for appropriate positions, if/when there is a new contractor awarded.
1.12.3. Steady State Operations: During this initial contract, the American English Language Program will have a maximum capacity of 150 students at any one time.
While this capacity is expected to increase as the program is developed in future years to 240, it will be initially limited to 150 students split between ten (10) classrooms (15 students each) and five (5) testing labs (30 computer stations).
(a) This contract must be able to be amended to increase total student capacity during the year, if students are able to progress faster than the entire 12-month period and new classes are able to be rotated into the schedule.
1.12.4. Phase Out Period: During the Phase out period, contractor will remain for a minimum of thirty (30) days to facilitate contract turnover to the next contract. The Phase Out is intended to ensure that no loss in training is experienced by SMSs, and that the American English Language Program is continuous.
PART 2
DEFINITIONS & ACRONYMS
2. Definitions and Acronyms
2.1. Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
Business Day – means a workday that falls within the work week.
Contracting Officer (KO) – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line-item manager, Contract manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”
Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
Contractor-acquired Property - means property acquired, fabricated, or otherwise provided by the contractor for performing a contract and to which the Government has title.
Day – means, unless otherwise specified, a calendar day.
Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable – means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
High Level Objective (HLO) – means a key overarching result-based objective for a project necessary to achieve the project’s vision. HLOs are similar to Level 2 in a Work Breakdown Structure. Each HLO may contain several statements to flesh out the areas necessary to meet the objective.
Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.
Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a contractor has fulfilled the contract obligations pertaining to quality and quantity.
Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing contractor performance assessment by ensuring that systematic quality assurance methods validate that contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document contractor performance results to determine if the contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.
Quality Control – means all necessary measures taken by the contractor to assure that the quality of the end product or service shall meet contract requirements.
Statement – means the specific results-based activities required to satisfy HLOs. A statement contains a result, the context of the statement, and the required action(s).
Statements focus on “what” is to be accomplished; however, they are not prescriptive in describing “how” the outcome is to be achieved. Each HLO may have several statements to flesh out the areas necessary to meet the objective. Statements are similar to Level 3 in a Work Breakdown Structure.
Subcontractor – means one that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
Workday - The number of hours per day the contractor provides services in accordance with the contract.
Work Week – Sunday through Thursday, unless otherwise specified.
2.2. Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

CONTRACTOR FURNISHED ITEMS AND SERVICES
3. Contractor Furnished Property and Services
3.1. General: The contractor shall furnish all personnel, contractor required equipment, supplies, learning tools, instructional materials, and other items necessary to perform services as described in the PWS and associated contract documents.
3.2. Materials: The contractor shall provide office supplies and materials such as paper, printer cartridges, and all other office supplies and materials needed in the performance of this contract; automated data processing equipment (ADPE) such as computers for contractors, and anything else needed for the contractors to perform administrative duties. All ADPE connecting to the Government network shall be reviewed and approved by the Government prior to purchase by the contractor; office furniture; cellular and desktop telephones, etc.
3.2.1. Instructional Books: The contractor will supply books for each SMS attending the course. Each SMS will be supplied with books purchased by the contractor from the DLIELC. The course will consist of Book 7 through Book 32. Each book will be completed within two (2) weeks before moving to the next book. American Language Course (ALC) is the standard that will be used. The newest version available will be used as each class begins, ensuring that the course remains up to date.
3.2.2. Instructional Programs: All computer/internet-based instructional modules and exercise material will be provided by the contractor. American Language Course (ALC) is the standard that will be used.
3.2.3. Instructional Videos/Media: The contractor will provide all videos, media, and training aids that are required for instruction of SMSs as described in this PWS.
Maintain a learning center/multi-media lab/library to enhance self-paced independent English language learning. The learning center/lab supports Computer Based Training (CBT) and allows for the practice of English language skills through additional software and media. The contractor will maintain Digital Media players or other media systems that are able to play movies or other English-based media. The Learning Center Facility may be combined/co-located with the Library and CBT Lab.
3.3.4. Testing Programs: The contractor will provide all computer/internet-based testing programs to test the SMSs’ language proficiency according to the DLIELC’s standards.
The contractor shall submit an American Language Course Placement Test (ALCPT) request form to purchase and administer current ALCPT tests at DLIELC.Testing@us.af.mil. Request for ALCPT purchase must be pre-approved by the DLIELC English Testing Flight (ETF) and submitted using the electronic request form found at http://www.dlielc.edu/testing/ALCPT_Approval_Request_form.pdf . Information on ALCPT orders can be found at http://www.dlielc.edu/testing/alcpt_test.php or by calling (210) 671-4889. The contractor shall designate a Test Control Officer (TCO) and an alternate TCO (ATCO) to be responsible for all ALCPT testing. The contractor shall submit the Memorandum for Record (MFR) – TCO APPOINTMENT MFR to DLIELC ETF at DLIELC.Testing@us.af.mil.
3.3.5. Instructors’ Manuals: All Instructors’ Manuals and Answer Key Materials necessary for instruction and assessment of SMSs progress will be purchased by the contractor.
3.3.6. Instructor Continuing Education: Instructors will maintain an up-to-date knowledge of the American Language Course (ALC) from the DLIELC and will require updated training if the course is updated.
PART 4
SPECIFIC TASKS
4.1. Basic Services: The contractor shall provide services for MNG American English Language Corse at Khasm Al-Aan Military complex in Riyadh, Saudi Arabia. Provide In- Kingdom specialized English language training for the customer to include conversation and writing skills, incorporate basic personal computer automation skills in English, emphasizing familiarization with Microsoft Office programs, for an annual basic student load of 150 general military personnel. The training shall include familiarizing personnel with Western Life and customs in preparation for assignments living in the United States.
4.1.1. Performance Standards:
(a) STD: IAW most current preparatory standards for the DLIEC.
(b) STD: Students pass final exam.
(c) STD: Students complete 30 hours of training in western life and customs.
(d) ELTS Course Materials (Deliverables A.006)
4.1.1.1. Provide English Language Training to the National Guard Military School (NGMS) faculty and staff. Develop, sustain, and improve instructor performance using results of quarterly counseling, observations, and student feedback.
4.1.2. Performance Standards:
4.1.2.1. Coordinate utilization of same or compatible tests and materials regulated by Defense Language Institute for customer.
4.1.3. Performance Standard: IAW preparatory standards for the Defense Language Institute English Language Center.
4.2 Tasks: Contractor Tasks consist of the following:
4.2.1. RESERVED
4.2.2. Provide IMSs with a total English Language Training (ELT) immersion in the classroom.
4.2.3. Maintain a comprehensive electronic IMS file that documents IMS performance.
4.2.4. Evaluate, advise, and assist IMSs by assigning and correcting homework, diagnosing academic problems, planning and providing remedial training classes, and counseling IMSs on their academic progress. This shall be documented in the electronic IMS file.
4.2.5. Maintain appropriate staffing to ensure a minimum IMS-instructor ratio of 15:1 and a maximum 15:1. Exceptions may be made on a case-by-case basis, as required.
4.2.6. Utilize DLIELC ALC assessment instruments. Refer to paragraph 3.3.4 for additional information and guidance regarding ALCPT request procedures.
4.2.7. Administer the ALCPT IAW with guidance on ALCPT testing practices in the ALCPT Handbook at www.dlielc.edu/Testing/ALCPT_test.html. Contractor can administer ALCPTs no more than once per month.
4.2.8. Store controlled test materials (i.e., test booklets, audio recordings, scoring keys and used answer sheets) in a standard safe/locked cabinet.
4.2.9. Not copy or duplicate any portions of the ALCPT test, nor are they to release any ALCPT test materials to host-country or other unauthorized personnel. Discussion of ALCPT test items with host-country and other unauthorized personnel is also prohibited.
4.2.10. Submit ALCPT Testing Plan and TCO/ATCO appointment documentation to DLIELC/ETF and COR no later than (NLT) 15 calendar days after contract award or NLT 15 calendar days before any testing plan changes are made (Deliverable A.008).
4.2.11. Use the English Comprehension Level (ECL) test. The ECL is the assessment tool required to determine IMS qualification for training at DLIELC and other FOT locations. The ALCPT can be used as an effective placement tool in ALC levels. Once the contractor administers an ALCPT, the contractor will place IMSs in an appropriate level/book IAW guidance in the ALCPT Handbook. The contractor shall provide a roster of all entry ALCPT tests to the COR. The ALCPT can be used to measure IMS progress at the end of each ALC level.
4.2.12. Utilize the most recent edition of the DLIELC ALC curriculum.
4.2.13. Maintain a learning center/multi-media lab/library to enhance self-paced independent English language learning. The learning center/lab supports Computer Based Training (CBT) and allows for the practice of English language skills through additional software and media. The contractor will maintain DVD/VCR players or other media systems that are able to play movies or other English-based media. The Learning Center Facility may be combined/co-located with the Library and CBT Lab.
4.2.14. Accommodate an annual basic student load of 150 and should be able to handle up to 240 students if students are testing out early, and new students are available to be inserted through the year; authorized to hire a 15 to 1 (15:1) student ratio.
4.2.15. The contractor shall designate a Program Manager (PM). The PM will supervise and direct all English language training (ELT) efforts in support of MNG, to include English language training programs (ELTPs) at Khasm Al-Aan. The PM shall serve as the primary point-of-contact (POC) to OPM-SANG and MNG in regard to (IRT) ELT.
The PM shall ensure contractor SOPs, policies, and instructional practices are consistent and contribute to a uniform standard of training.
