About this file

This document is a Request for Proposal (RFP) for a Multiple Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) contract for construction and facility maintenance services. The solicitation is issued by the U.S. Army and seeks multiple contractors to perform construction, repair, and maintenance work across various facility types, including foundation work, electrical, HVAC, architectural repairs, and real property maintenance. The contract will have task orders ranging from $2,000 to $9 million, with contractors required to have a bonding capacity of $9 million per task order and $30 million aggregate.

The RFP requires offerors to submit three-volume proposals demonstrating their mission capability and past performance. Key evaluation factors include management approach, construction experience, quality control, safety approach, and bonding capacity. Contractors must show ability to hire and replace personnel quickly, manage multiple simultaneous task orders, and provide comprehensive quality and safety plans. The government intends to award to all acceptable offerors using a best value source selection process, with Mission Capability being the most important factor. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by the closing date specified on the Standard Form 1442.
